ORDINANCE D-2658-22 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AUTHORIZING AND APPROVING AN ADDITIONAL APPROPRIATION OF FUNDS FROM THE GENERAL FUND #101 TO THE 2022 CARMEL POLICE DEPARMENT BUDGET Synopsis: This ordinance appropriates funds into the Carmel Police Department’s 2022 budget that were received from Carmel Clay Schools for the School Resource Officer program, as well as federal grant money received for the Department’s participation in the DUI Task Force, Quick Response Team and the Click It to Live It program. WHEREAS, on November 5, 2019 the citizens of Carmel approved the Carmel-Clay School Safety Referendum (the "Referendum"); and WHEREAS, included in the Referendum were funds to employ or compensate school resource officers in all school buildings in the Carmel-Clay School system; and WHEREAS, the Carmel Police Department ("CPD") currently provides said school resource officers to Carmel -Clay Schools; and WHEREAS, in order to compensate CPD for the costs associated with additional school resource officers for the 2022 budget year, Carmel-Clay Schools has paid the City of Carmel One Million One Hundred Sixty Five Thousand One Hundred Eighty Nine Dollars ($1,165,189.00), all of which was deposited into General Fund (#101); and WHEREAS, CPD receives federal grant funds to compensate overtime earned by CPD officers who participate in the DUI Task Force, Quick Response Team and the Click It to Live It program (collectively, the “Programs”); and WHEREAS, CPD has received Thirty One Thousand Eight Hundred Fifty One Dollars and Seventy Five Cents ($31,851.75) in federal grant funds for the Programs thus far this year; and WHEREAS, the Council must appropriate both the Referendum funds and the grant funds from the Programs into the 2022 Carmel Police Department Budget in order for CPD to spend the funds for their intended purpose; and WHEREAS, the General Fund (#101) has excess funds in the amount of One Million One Hundred Ninety Seven Thousand Forty Dollars and Seventy Five Cents ($1,197,040.75) in the operating balance to appropriate into the 2022 Carmel Police Department Budget. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, that the following additional sum of money is hereby appropriated out of the General Fund Operating Balance and for the purposes specified, subject to applicable laws, as follows: $1,197,040.75 from the GENERAL FUND OPERATING Balances To Carmel Police Department (#1110): Line item 4112000 – Overtime $ 31,851.75 Carmel Police Department (#1110): Line item 4231400 – Gasoline $165,000.00 Carmel Police Department (#1110): Line item 4343002 – External Training Travel $5,000.00 Carmel Police Department (#1110): Line item 4350900 – Other Cont. Services $71,000.00 Carmel Police Department (#1110): Line item 4357004 – External Instruct Fees $20,000.00 Carmel Police Department (#1110): Line item 4465001 – Cars & Trucks $405,000.00 Carmel Police Department (#1110): Line item 4467099 – Other Equipment $499,189.00 This Ordinance shall be in full force and effect from and after the date of its passage, execution by the Mayor.
