3. Docket No. 05050003 Z: Fortune Rezone
The applicant seeks to rezone 43.6 acres from S 1 to PUD for the purpose of developing a
site with single family homes, townhomes, and limited commercial uses.
The site is located at 2555 W 1315t Street and is zoned S 1.
Filed by Charlie Frankenberger for Indiana Land Development.
The applicant is requesting approval of a Planned Unit Development to allow the construction of
single family detached homes and townhomes, and potentially a civic or limited commercial use.
This site is located between two sections of the Village of West Clay PUD. Neither section of
the adjacent Village of West Clay properties has been constructed. As proposed in the exhibits,
there will be 123 total units on the site. The public hearing for this item was held at the June 21 5t
Plan Commission meeting. Opponents voiced concerns with the potential increase in traffic, the
density of the project, proposed non-residential uses for sub-area "A", street alignments, and
structure height and size. This project was to be heard at the July 5th Special Studies Meeting,
but was continued to this meeting at the request of the applicant.
Please refer to the informational booklet distributed at the June 21 Plan Commission meeting for
a complete review of the rezone proposal. DOCs staff has not seen any revisions to this project
since the packets that were distributed at the June 21 5t Plan Commission Meeting.
At the June 21 st meeing the Commission requested the following additional information:

The Commission requested the petitioner provide the following information:
1. The maximum and minimum density for each sub-area as proposed by the PUD
ordinance.
2. More specifics in terms of the desired build-out. Petitioner should provide details on
layout, density, and structures.
The Department recommends that the Special Studies Committee forward this item back to
the full Plan Commission after all comments and concerns are addressed.
