This evaluation is intended to assess the level of compliance with 327 lAC 15-5 (Rule 5). It is also intended to identify areas
where additional measures may be required to control erosion and sedimentation. All practices recommended in this report
should be evaluated as to their feasibility by a qualified individual with structural practices designed by a qualified engineer.
All erosion and sediment control measures shall meet the design criteria, standards, and specifications outlined in the "Indiana
Handbook for Erosion Control in Developing Areas" or similar guidance documents.
Current Site Information: Site development is completed. Home construction is proceeding rapidly. Utilities are being
installed for Sec 11. Final grading and seeding has not be completed. Disturbed ground is left unprotected.
The Following Items Have Been Evaluated and Assigned a Designation of:

The items checked below must be corrected prior to _Past Due from July 11,2003_, unless otherwise

. Protect storm drain inlets: X curb inlets, 0 drop inlets
. Much of Sec 11 has not been stabilized by grass or mulch. A dormant seeding is required.
. The dry basin in the middle of Sec 11 has not been stabilized. The storm outlet is left unprotected. A
24" high rock check dam or 24" diameter coir log is recommended.
. A major washout has occurred on the north side of the existing pond. A drop structure is
recommended. Please submit design.
. Place greater emphasis on erosion and sediment control on building sites; contractors, subcontractors,
material vendors, and others should be made aware of erosion and sediment control requirements.
Appropriate perimeter sediment controls (e.g. silt fence) and stable construction entrances shall be
utilized on all sites. Sediment tracked into the street shall be removed (do not flush with water) at the
end of each work day. Erosion and sediment control practices are currently not installed on
homes being constructed.

Dear Bill:
My comments for Saddle Creek Sections 10 & 11 are as follows:
1. The plans do not show adequate bufferyard plantings along the East and South
perimeters as required by Carmel/Clay Zoning Ordinance 26.4. Lack of these
bufferyard plantings on these perimeters must be addressed.
2. All "street trees" must be planted outside the roadway right-of-way as per
Hamilton County Highway Department requirements. There are no street trees
shown in Section 10 along Mustang Chase Drive. The design of trees "lining" the
roadways should continue on this street to match the rest of the subdivision.
3. It appears on the landscape plans that the street trees are to be planted within the
drainage, utility, and storm sewer easements. When conflicts between utility
installation or repair and trees arise, trees usually lose. A separate landscape
easement for planting bufferyards and street trees should be platted to eliminate
conflict between drainage and utility easements and landscape materials.
4. Species recommendations: Austrian pine (Pinus nigra) suffers many disease and
insect pest problems in this area, and therefore is not recommended for residential
subdivisions. Alternatives can be selected from spruce and fir species.
'Greenspire' linden (Tilia cordata) is a fine shade tree, but extremely subject to
Japanese beetle damage locally. 'Sterling' or 'Green Mountain' varieties of
linden (Tilia tomentosa) are preferred due to resistance to Japanese beetle attack.
5. General Notes: Materials - 'American Standards for Nursery Stock' should be
specified as "1996 edition"; Execution - # 2. Balled and burlapped stock should
be planted with root flares exposed and set at or slightly above grade level. This
eliminates planting too deeply if the stock comes with soil mounded over the root
flares from the nursery. "Top of ball" should be changed to read "root flare."
Tree details; "SET BASE OF TREE AT FINISH GRADE" should be changed to

"SET ROOT FLARE. . ." so there is no confusion that "Base of Tree" might
mean the "top of the root ball."
6. Species oflandscape packages submitted by Platinum Properties: Red Maple
(Acer rubrum) and ornamental pear (pyrus calleryana) tend to be short lived and
invasive in native landscapes, and are not recommended. All crabapple varieties
(Malus) should be selected from the Indiana Urban Forestry Council's
recommended crabapple list (see attached). Austrian pine (pinus nigra) is not
recommended (see above comment).

Selecting Crabapples'
Trees'ofthe Malus species. Crabapples. You love them or you hate them. To some they are a priceless landscape specimen with
. ou~standing flower display. To others they area maintenance headache with constant base sprouting. Some crabapples can be :
plagued with diseases like apple scab and also be defoliated by Japanese beetles, But by choosing your crabapple cultivars wisely,
you can be assured of healthy trees. .
A 1997 publication of Purdue Cooperative Extension by CliffSadof, Department of Entomology and Paul Pecknold, Department
of Botany and Plant Pathology outlined crabapples resistant to apple scab and Japanese beetles in Indiana and also those species
not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list.
Keep in mind, also. that crabapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces.
When choosing a crabapple species, use the list below to assure plant health and note the eventual width of the tree you plant. If
you keep in mind requirements for sidewalk and street clearances, a proper selection can minimize pruning needs. And don't'
forget to request "'tree fonn" when ordering if you want a single stem tree that is already pruned.

Dear Mr. Bryant:
This letter is in response to your Secondary Plat filing for Saddle Creek Subdivision, Section 11
(formerly Maebeck Commons). The following issues must be resolved prior to signature of the
plat by the director:

1. All sidewalks must be 5' in width. This includes all of Section 11 and 12 excluding
interior paths of6' minimum and paths along 141 st and Towne at 10' in width.
2. Transfer landscape plan to construction grade (verify no conflict with easements.) Provide
typical planting plan per lot. This plan will require approval by Scott Brewer, Cannel
Urban Forester, prior to approval of the secondary plat.
3. Forward a copy of the final review letters from the following agencies:
a. Hamilton County Highway
b. Hamilton County Surveyor
c. Soil and Water Conservation District
d. Scott Brewer, DaCS Urban Forester
4. Where asphalt paths intersect streets and sidewalks, the approach shall be concrete
with depressed curbs the full width of the path. See Hamilton County Highway
Department for required detail.

14. Change note of "This instrument prepared by" to "Surveyor."
15. Add bottom elevation, normal pool, and 1 00- YR flood elevation for lakes to plat.
16. Turn non-access easement along 141st street up street B (east edge of plat).
17. Run non-access easement along 141 st Street and Towne Road.
18. Fill in plat cabinet and slide number for section 10 to description on page five.
19. Remove "Carmel, Indiana" from top of sheet 5, right column in reference to location
of subdivision. This area is not annexed into the City of Carmel.
20. Provide a copy of the covenants and restrictions.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes
have been made and comments addressed, please produce a mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the mylar prior to recording. I will
return the signed mylar to you for signature by the County Commissioners. Once recorded, our
Department needs three paper copies and a mylar of the recorded plat. Our approval of the
secondary plat (signature) will be forthcoming upon revision of the plans according to the items
listed above.

A road cut permit wiD be needed for the Installation Of the new storm sewer pipes under 141 st
Street. The Board of Commlssloners will make the final recommendation of approval for the
permit.
Please pull sanitary sewer structure 700 aotJth to avoid Interference with the right Of way.
The pavement section for the widening to 141" Street and Towne Road will consist of a 14" stone
bas~. 5" HAC binder and 1- HAV surface. Add a note to sheet 20 with the section and include
141 Street and Towne Road will be wlden~ 3' with a 3' stone shoulder along the widening.
The turning radius at the intersection of 141 Street and Towne Road will need to be increased to
50'
The decellane dimensions should be 150' for the lane and 100' for the taper.
On Sheet 20, the dimension east of the entrance should not be 24' RW.
Add a detail to the plans showing that all ADA ramps, on the asphalt paths, must be concrete.
Asphalt ramps will not be permitted.
Please verify the angle of the Intersection at Street A and Mustang Chase does not exceed the
allowable 60 degrees.
Maintenance of Traffic Plan and Traffic Control Plan Is needed. Please Include the necessary
HCHD Standard Details on the plans.
On Sheet 20, a stop bar Is needed et the entrance. The stop bar should be 24- preformed tape.
Please Include the 25 MPH design speed on the Cover Sh~.
The asphalt path along 141- Street will be permitted. provided that is does not encroach cJoser
than 8' from the edge of the road pavement.
Please add a note to the water distribution sheets stating that.full depth granular backfill Is needed
for all street croSSings. .
Please Include HCHD Standard DetaU C-6 on the detail sheets.
Is the 12x18 eMP under 141- Street capable of handling all the water from the two 248 RCP
proposed to the north. The 12x18 will need to be extended to accommodate for the widening and
new stone shoulder. The extension will need a concrete collar.
Please note that further comments may be needed at a later date.

qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewed for local, state,
or federal permits that may be required to proceed with this project. Additional iriformation, including design calculations may
be requested to further evaluate the erosion and sediment control plan.
The erosion and sediment control plan has been reviewed and it has been determined that the plan:
Satisfies the minimum requirements and intent of 3271AC 15-5 (Rule 5). Notification will be forwarded to the
Indiana Department of Environmental Management.

Note: All erosion and sediment control measures shown on the plans and referenced in this review must meet the design
criteria, standards, and specifications outlined in the "Indiana Handbookfor Erosion Control in Developing Areas" from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
3A. A development plan and erosion control for Sec. 12 is included in this plan. Why?
3B. Stockpiles should not be located in the existing drainage ways.
4A. The relocation of the county drain and swale needs to be completed early in the sequence. The common
area should also be seeded on both sides of the swale. A silt fence is also needed along the backside of lots
316-323,329-331 and lot 339. The relocation of the existing swale at the north end of sec.12 also needs
more detail. The inlet swale, lake # 1 and the outlet pipe need to be installed as one to minimize offsite storm
water flowing through the active construction site.
4C. Addressing the items in 4A will eliminate this concern.
4F. Significant offsite flows enter lake #1 & lake # 4. A rockchute, gabion or drop structure is
recommended. Structure design based on the watershed runoff.
4G. Inlet protection is needed for str#833- outlet of the dry basin.
4K. Much of the common area or county R/W is not shown to be seeded.
The expansion of lake #4 should be done in a manor to minimize the sedimentation of the existing lake.

The Hamilton County Surveyor has determined that before this project should proceed to
construction, a public hearing is required before the Hamilton County Drainage Board.
The current design attempts to deal with an existing drainage problem by establishing an
allowable cfs per acre discharge requirement &lor storage volwne required upstream of
this site to avoid flood waters from overtopping the roads. Saddle Creek has proposed
oversizing it's detention areas to help alleviate the problem. The public hearing for this
is required in order to provide notice to the affected landowners.
Additional technical comments will be forth coming in the near future per my review of
the plans that were submitted to this office on April 3M .

Plans have been received by the District and reviewed by the District's engineering
consultant and will be ready for submittal to IDEM for state construction permits once the
District's construction specifications are added to the plans. The School Corporation also
needs to consider dedicating the sewers to the District for maintenance once they are
completed. The District is also negotiating with the School Corporation for easement
rights for a future force main through the property; if they remain private, no other
users besides the School Corporation will be allowed to connect. Building permits should
NOT be issued unless the District has issued connection permits.
~ Saddle Creek Sections 10 & 11
~ A comment letter was sent by the District's engineering consultant to Cripe in July 2001
but the District has not received any revised plans for review since that time. Please
have the petitioner provide plans for review. Building permits should NOT be issued unless
the District has issued connection permits.
Cox Hall Park Maintenance Facility
The plans received by the District do not indicate how the facility proposes to receive
sanitary sewer service. District specifications need to be added to the plans. Building
permits should NOT be issued unless the District has issued connection permits.
Little Farms Lot 46 (Primary Plat Amendment)
The petitioner will need to contact the District to discuss the proposed sanitary sewer
connection; for an existing active line, connection via a manhole core drill is preferred.

The Carmel Clay Parks and Recreation Department received your proposed
site plan for Saddle Creek, Sections 11 & 12.
In reviewing the plans, I find that along 1415t Street and Towne Road it
looks like you have the required paths. But I can not find that the paths are
identified or the width (10' asphalt width required) of the path.
Would you please provide an updated drawing showing the path, its width
and material of construction. Please also show the path connection to
Section 10 for my information.
Please note the T AC meeting is August 22, 2001.
