We have reviewed the plans submitted for this project and offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel Corporate Limits. This site is our first
subdivision review resulting from Annexation Ordinance C210. This is also our first review of a
project involving transition from Hamilton County standards to City of Carmel standards.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel
. Water - City of Carmel
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Storm Drainage - Hamilton County Surveyor's Office (The City Engineer has
added storm drainage comments).
. All Other - City of Carmel
3. Board of Public Works and Safety Requirements:
. Water Availability
. Secondary Plat approval.
. Temporary Construction Entrance
. Any permanent improvement to be installed within dedicated right of way or dedicated
easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to the
Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
\been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of four-sets (a maximum of six-sets will be accepted) of drawings

for approval after all issues have been resolved. The drawings will be stamped as approved and
will be signed by the City Engineer and Director of Carmel Utilities. The Owner will receive one-
set which is to be maintained on the construction site at all times. Carmel Utilities will receive
one-set, our Public Works Inspector will receive one-set and one-set will be maintained in the
Engineering Department.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel. Carmel Utilities should be provided drawings for review of water issues. They will
provide a separate review regarding these issues.
6. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
7. In addition to the Board of Public Works and Safety Meeting Schedule, I am including copies of
the following with this correspondence:
. Subdivision Project Approval Procedures
. Performance Release Procedure
. Subdivision Building Permits
. Water and Sanitary Sewer Fees
. Permit Data, Contacts, etc.
Please share this information with any and all personnel to be involved in this project.
BONDING REQUIREMENTS
8. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets
. Curbs
. Water Mains
. (Sanitary Sewer bonding requirements per Clay Township Regional Waste District.)
. (Regulated Subdivision - Storm SewerslDrainage bonding requirements per Hamilton
County Surveyor's Office)
. Monuments and Markers
. Street Signs
. Sidewalks (builders lot sidewalks and common area/perimeter right of way sidewalks may be
bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. The Engineer's Estimate is to include detailed information such as type of
material, quantities, unit costs, etc., per individual improvement. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosures for more detailed explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
9. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to start of construction activities. Availability Fees are based upon total
platted acreage for the development at the rate of$I,OlO.OO per acre for Water Availability.
Connection Fees are $1,310.00 per single-family residence for Water. Connection Fees are paid
upon application for Building Permits, but only after the infrastructure has been completed,

satisfactory test results obtained and the subdivision has been released for permits. Connection
Fees are paid on a lot-to-lot basis. If the subdivision is to have an entryway irrigation system,
Water Availability approval will be required from the Board of Public Works and Safety and
additional Water Connection Fees will be assessed, based upon the size of the system
PROJECT COMMENTS
Sheet C200 - Site Development Plan
1. The note regarding signs, sprinkler systems, etc. on this and other sheets is and was a Hamilton
County Highway requirement. The City of Carmel may allow certain amenities within the right of
way with appropriate review and approvals (see General Information comment #5).
2. Identify and label all common areas. If the common areas are also D.D. & S.E., please indicate as
such. This is applicable to all appropriate sheets.
3. There is an Emergency Flood Route and symbol noted in the legend. Where are these routes?
4. Better label and dimension Towne Road and right of way (existing, proposed)
5. Are the existing lakes lined? Will de-watering be necessary in the installation of sewer pipes?
6. The asphalt path encroaches upon the easement on the north side of Lots 397, 398, 399 and 400.
7. Is the area adjacent to Towne Road, behind Lots 466, 465, etc. and Lots 438, 439, etc. Common
Area? D & U Easement? Is this area grass?
8. We would like to request that any swales in common areas or in detention basins have underdrain
along the flowline of the swale in the bottom of the basin.
9. What is the outlet elevation of end section 862-907.00?
10. Why are there two swales indicated in the Dry Basin leading to existing structure 833 rather than
just one from end section 862 to structure 833?
11. Why was the swale behind lots 466, 465 and 464 placed where it is shown rather than in the
easement behind these lots?
12. Lots 398-399, 407-408, 412-413, 452-453, and 463-464. Any plans for these lots to have house
plans with side load garages will need to accommodate full access across the easements, and any
such drive or other proposed improvement that may restrict access (such as landscaping
plans/trees) would need to be first approved by way of a Consent to Encroach Agreement.
13. The City Engineer has suggested an additional inlet structure at the back comers oflots 440 and
439 with a 12-inch pipe connecting the structure to the existing inlet.
Sheet C201-Site Development Plan
14. Will the pipe between structures 855 and 854 go under the path and ifso, will the path be cut?
15. Lots 417-418, 445-446, 428-429, 433 and 432. See comment #12.
16. Is there an asphalt path along the perimeter oflots 432 to 416 (existing or proposed)? Helpful if
some contrast was used to distinguish from contour lines.
17. The City Engineer has also suggested an additional structure at the back comers oflots 436 and
437 with a pipe connecting the structure-to-structure 856.
Sheet C403 - Entrance Plan
18. Towne Road is classified as a Primary Parkway on the City of Carmel Thoroughfare Plan as of
October 1,2001. City of Carmel standards for acceleration/deceleration lanes are as follows:
Acceleration Lane Taper - 250 feet (Plan = 100 foot)
Deceleration Lane -100 foot Auxiliary (Plan 150 foot)
150 foot Taper (Plan = 100 foot)
19. There is no indication of the installation ofa passing blister on Towne Road. If there is adequate
right of way available (existing or acquired), please include a passing blister on the plans. City of
Carmel standards for passing blisters is 200 feet for the passing lane with a 150-foot taper on
either end. If it is not possible to construct a passing blister with the development of this section,
we are requesting a recorded letter of commitment to construct the passing blister when and if

adequate right of way becomes available (Note: per J. Dobosiewicz comments at TAC, petitioner
should pursue additional r.o.w. acquisition to allow construction of blister. However, if the
r.o.w. acquisition is not possible, a proposed solution would be to construct an additional
northbound lane on Towne at the entrance to allow a left turn lane, in addition to a through
lane, for southbound Towne Road) .
20. Label and dimension Towne Road right of way.
21. Show grade of the path with spot shots along the path.
22. The stop bar on Chariots Whisper Drive should be 4-feet beyond sidewalk ramps.
23. What is the slope of the ditch between the path and Towne Road?
24. How is the point with 913.0 elevation to be located (stationing)?
25. Provide lane marking to distinguish the decellane from the through lane.
26. Which way is the pipe under Towne draining? Please show and elevation on the west side of the
pipe.
27. Would like to see the pipe extended to the ditch with an end section.
28. Would like to see topo/grades in the area between the path and Towne north of the entrance and
indications how it will drain.
29. Where does the water from the pipe underneath the path go? Are the ends connected to swales?
30. We have not been involved in previous reviews regarding this development. Therefore, we are not
aware of previous commitments regarding Towne Road pavement improvements. The
Engineering Department normally requires perimeter road widening to meet City of Carmel
minimum street width requirements ono feet total pavement, 15 feet half pavement with 3-foot
stone shoulders (Note: per comments at T AC, the portion of Towne Road indicated with these
plans was previously widened to Hamilton County Highway requirements).
Sheet C404. 405 - Traffic Control Plan
31. Be advised that all traffic control signs require an Ordinance, approved by Carmel City Council,
for installation. Placement of traffic control signs is subject to fmal approval by the Carmel Street
Department and the Department of Engineering.
32. Regarding the statement on C405, "Typical Applications of Traffic Control Devices for Single
Lane Two-Way Traffic with Flagger Control", where and why will single lane two-way traffic
be needed?
Sheet C500. C501. etc.
33. Whenever/wherever sanitary or storm pipes are within 5-feet of pavement, granular backfill is
required. There appears to be several instances on the Plan and Profiles where this is the case but
they are not indicated.
34. We would like to see the areas of full depth granular backfill dimensioned on the profile (length
and distance from structures).
Sheet C801 - Construction Details
35. There is a Hamilton County Highway Department Curb Stamp detail on this Sheet. It is
acceptable to leave this detail on the plans.
Sheet C802 - Construction Details
36. The Typical Street Cross-Section indicates 4' 0" wide sidewalks. Please correct to read 5' 0" wide
sidewalks. The Sidewalk Section and Concrete Sidewalk details should be adjusted accordingly.
37. Do not see the reason or need for the Collector Street Cross Section detail on the sheets.
38. There are several detail listed as standards for the Hamilton County Highway Department. These
will be reviewed individually regarding their compatibility with City of Carmel standards.
Secondary Plat
1. We notice that Common Area #6, on the north and east sides of the development, is also an
Ingress, Egress Easement. Is this to allow access for lake maintenance?

2. The plat approval/signature section should be changed from the Board of Commissioners of
Hamilton County to the Carmel Board of Public Works and Safety.
3. Why do the building set backs vary?
The above comments are based upon the Engineering Department's initial review of this project. Please
provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent
reviews will focus only on revised items. It is critical that this office be made aware of all modifications
made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside
of our initial review.

RE: Saddle Creek Subdivision, Section 11 & 12, Secondary Plats
Maebeck Commons Primary Plat
Dear Mr. Murry:
This letter is in response to your Secondary Plat filings for Saddle Creek Subdivision, Sections 11 & 12. The
following issues must be resolved prior to signature of the plats by the director:
1. As we discussed a Primary Plat Amendment of the Saddle Creek Subdivision will be required to add
the Primary Plat approved as Maebeck Commons to Saddle Creek. This will require a public hearing
in front of the Plan Commission. The Department will support this request and recommend to the Plan
Commission that they suspend their roles of procedure and act on the petition the night of the public
hearing as opposed to sending the matter to committee. The exclusive change is incorporating the area
into the Saddle Creek Subdivision. There are no physical modifications for the committee to review.
Please also file a revised signage plan with the Primary Plat amendment for the entrances onto Towne
Road and 141 st Street as the proposed signs are different than those approved with the Maebeck
Commons Primary Plat.
2. Revise common areas to include landscape and or utility corridors (within specified easements). This
will eliminate the potential for future conflicts between landscaping and utilities especially along
Towne and 141st Streets.
3. Eliminate dead end easements. The common areas are not identified as utility or drainage easements.
This presents a problem next to lots 412 and 413 as an example.
4. Add a non-access easement along Towne Road and 141st Street (turn into subdivision to first cross
street).
5. Provide a copy of the revised Landscape Plan (if moved due to establishment of easements). This
should also be forwarded to Scott Brewer with our office.
6. Identify signage on construction plans including on the landscape plan to review for conflicts. The
signs must be a minimum offive feet from the right-of-way line. All signage should be placed within
easements. Add to plat where appropriate.
7. Add key map of Saddle Creek Subdivision to page one.
8. Revise Legend and add to each page where appropriate: The monuments and markers should be as
required under Section 8.2 of the SCO.
a. Add concrete monuments at all comers that form the boundary of plat, as required under SCO
8.2.1 (2).
b. Add markers to comers of common areas, as required under SCO 8.2.4.
9. Provide Primary Plat (12-00 PP), Primary Plat Amendment (??-?? PP Amend, number will be assigned

with primary plat amendment if Maebeck Primary Plat added to Saddle Creek Primary Plat) and

of the plats.
10. Add date of submission (7-24-2001) or latest revision date under name of subdivision.
11. Add source of title instrument number to page one.
12. Add bottom elevation, normal pool, and 100-YR flood elevation for pond(s) to plat.
13. Forward a copy of the fInal review letters from the following agencies:
a. County Highway
b. Surveyor
c. Soil and Water Conservation District
14. Identify Name, address and phone of Owner/Subdivider (next to surveyor on page 9, Section 11 and
page 8, Section12 preferably).
15. Have Mylar signed by property owner and surveyor (with R.L.S. seal) prior to signature by director.
16. Add Michael P. Hollibaugh under the signature line as the Director of Community Services.
17. Add names of Hamilton County Commissioners and Auditor to their certifIcate.
18. Revise street names and show cut-off points on Plat.
19. Note: Addresses are not required on secondary plat. If ever a change were necessary it would require
a secondary plat amendment, which is both costly and time consuming. As a matter of policy our
Department recommends that addresses not be placed on the secondary plat.
20. Remove Commission CertifIcate from page 9 (Section 11) and page 8 (Section 12). It is on page one.
21. Rename ''building line" in all areas to ''building setback line".
22. Remove building pads from easements on construction plans.
23. Revise covenants: Remove language onP.P.E.'s and I.S.S.E.'s. There are none identifIed on the plat.
Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes have been made and
comments addressed, please produce a mylar copy for signature by this Department. Two paper copies of the plat
must be fIled with the mylar prior to recording, and three paper copies and a mylar of the recorded plat must be
submitted following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of
the plans according to the items listed above.

This letter serves to acknowledge receipt of a transmittal containing the plans for the above-.mentioned
project. After reviewing the plans. the Highway Department has the following comments:
Please verify that the RCP between stNctures762 and 763 will not Interfere with the SSD. Also
verify that the RCP south of structure 761 will not Interfere with the SSD. Blind taps of the RCP will
not be permitted.
Is the storm sewer plan and profiles for Plan 5 and 8 labeled correctly? It appears that there are
reversed.
Where Is storm sewer structure 803 on the site development plan?
the roadside swele along the north side of 14111I Street should be directed toward an Inlet
between structures 706 and 706A. This will eliminate the need for the extension of the 29x42
CMP under 141't Street.
Remove HCHD Standard Plan lJ..1 from the plans. No road cuts will be permitted for any reason.
Place HCHD Standard Plan 5-4 on Sheet C402.
Place the fOllowing note on the landscaping Plans and Secondary Plat ~ No decorative signs,
sprinkler systems, trees, landscaping mounds, light poles or other such amenities are not
permitted In the right of way.

Dear Mr. Skandarajah:
Thank you for your recent call. My comments on the landscape plans submitted for
Saddle Creek subdivision sections 11 & 12 are as follows:
1. It is my understanding that the "street trees" will be planted just outside the right-of-
way line as required by the Hamilton County Highway Department. If this is not the
case, the "tree lawn" (area between the sidewalk and curb) must be a minimum of 5
feet wide.
2. Red Maples (Acer rubrum) shall not be used as street trees. They tend to be shallow
rooted, weak branched, subject to bark canker and decline, hence they do not take the
stress of being "street trees" well. They also tend to be an invasive species, crowding
out other native species, and have been severally over planted in this area. Good
substitutes would be Norway Maple, Sugar Maple, or American Linden.
3. Pin Oaks (Quercus palustris) shall not be used for planting. Although there are some
individual exceptions, they generally do not grow well in this type of soil. Almost
any other type of native species of Oak would be a good substitute including Bur,
Shingle, White, Swamp White, Shumard, or Saw-tooth Oak.
4. Please reduce the number (347) to about one third of the Euonymus alatus shrubs
being used. They are very susceptible to attack and defoliation by mites, especially
when planted in large numbers. Two additional species of shrubs should be added to
increase the plant diversity. Suggestions for additional species would include
Witchhazel, Spirea, or Bayberry species.
5. On the plans received 8-1-01, the lower section of the plant schedule is mislabeled as
"Deciduous Trees". It should be labeled "Evergreen Trees."
6. On the planting detail sections, one direction on each drawing says "Ground Line To
Be The Same As At The Nursery". This shall be changed to read, "Plant root crown
or root flares at grade level." Many plants come balled and burlapped from the

nursery too deep in the ball. Planting the balls at grade level (with the root crowns
buried too low in the ball) is one of the significant causes of transplant mortality.
Root flares need to be seen and planted at grade level, or slightly above.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service area for the August 22
TAC meeting. Please feel free to copy and distribute this email or attach it to your meeting minutes.
Orin Jessup Land Co. Re-Plat Lot 175a Home Place
The District has received plans for this re-plat which are significantly different than the ones submitted in August 2000.
The current plans show only one lot (rather than 2) but no information has been provided on how the property will
connect to the District's sanitary sewer.
Saddle Creek Sections 11 & 12
The District has received plans and the District's consulting engineers have completed their initial review. Once revisions
have been completed and reviewed, the plans will be ready to be submitted by the District to IDEM for State approval of
the sanitary sewer plans.
Indiana Development Training Center
The District has received plans although it is unclear if this project has any effect on the District's sewer system.
Additional information will need to be provided. Building permits should NOT be issued without the District's connection
permit.
J. C. Sipe Jewelers (Use Variance)
The District has received plans and provided comments to Fred Simmons, the project architect. The plans need to be
revised to include the District's construction speCifications and information on the means of connection to the existing
sanitary sewer in the area.
Pike's Spring Mill Heights (Section 1, Lot 5) Dev. Stds. Variance)
This project is located in the District's service area but the neighborhood remains served by individual septic systems.
Input from the Hamilton County Health Department is recommended for any effect this building expansion has on the
existing septic system.

Dear Mr. Skandarajah:
This letter serves to acknowledge receipt of the construction plans for Saddle Creek, Section 11
& 12. After reviewing the plans the Highway Department (HCHD) has the following comments:
1. A secondary plat is needed for these sections. Please forward the plats for review.
2. Please include the 25-MPH design speed on the cover sheet.
3. The street widths and right of way dimensions need to be shown and labeled on each
street.
4. Street cross sections are needed for the area north and south of the pipe crossing under
Maebeck Lane, north of the entrance on 141 at Street. Please provide the sections for a
distance of 200' in each direction. The cross sections should be at 50'lntervals. 4:1
slopes must be maintained in all areas.
5. Include a note stating that all existing pavement will need to be saw cut to provide a
smooth transition. The note should be included in all areas where new pavement will
meet existing pavement, including the widening.
6. Include flow lines on the Site Development Sheets.
7. All storm sewer profiles must show the necessary full depth granular backfill and street
profiles. Please correct all the missing areas.
8. All sanitary sewer profiles must show the necessary full depth granular backfill and street
profiles. Please correct all the missing areas.
9. Include a note on the water distribution sheet stating that valves will not be permitted
within the asphalt pavement.
10. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, light
poles or other such amenities are not permitted in the right of way.
11. Include the horizontal curve Information on the plan sheets in table form.
12. Please label and dimension the right of way on the exterior streets.
13. All off site improvements to the existing road will need to be shown on the Site
Development Plan. This should include the widening, acceVdecellanes, shoulders and
passing blister, as well as the 50' radius improvements at the intersections of 141st Street
and Towne Road.
14. Relocate sanitary sewer structure #562 to the south to avoid right of way encroachment.
15. The curbs must be shown on the Site Development Plan sheets.

16. The existing 18x24 CMP under 14151 Street will need to be extended to accommodate
the widening and new stone shoulder.
17. Please provide elevations shots for the new swale to accommodate the drainage along
the existing road of 141s1 Street and Towne Road.
18. Please remove the temporary construction entrance on Towne Road. Only on entrance
will be permitted for construction purposes.
19. Please label and dimension al/ parts of the entrance details for both entrance points. The
total pavement width for the accel/decellanes and current pavement should be 24'.
Please show al/ the work to be done at the entrances and all necessary details for the
construction. Include all dimensions.
20. Has the right of way for the installation of the passing blisters been obtained? Please
forward any information regarding the acquisition of the necessary right of way.
21. Show the curb return radius on the intersection details.
22. Remove note #1 from sheet C404. No road closures will be permitted.
23. All offsite utility work will need to be relocated to an easement behind the future right of
way.
24. Please relocate the street 10 signs on the Traffic Control Plan to the proper area, as
shown on HCHD standard drawing S-3. Also, additional 25-MPH speed limits signs are
needed at lots 389 and 447.
25. Before any approvals are granted for the Secondary Plat, an Engineers Estimate broken
into the following categories will need to be submitted, along with a Performance Bond or
Letter of Credit in the amount of 100% of the estimate:

. HAC Binder
· HAC Surface
. Concrete Curbs
. Street Name and Regulatory Signs
26. Please include the following note on all sanitary sewer plan sheets: All sanitary sewer
laterals that cross the street must be backfilled with full depth granular backfill from right
of way line to right of way line.
27. On all water main plan sheets, the following notes need to be included: No water main
valves will be permitted between the curbs, and Full depth granular backfill is required at
all street crossings.
