STOP WORK ORDER
Mr. Klain and Barbato,
During the 2cd rough in inspection the Brownstones at Guilford Reserve lot 4,5,6,7,8,9,
numerous substantial violations of the building code are in existence and the continuance of
construction of these town homes must be stopped until a full and complete investigation of the
fire walls is completed by a registered design professional. The inspection and corrections are to
be completed in accordance with a design professional chosen by Savoy Homes. The method
and manner of corrections chosen by your design professional will be monitored and reviewed
by the contract registered design professional on retainer with the City of Carmel.
The following list is an overview of items that must be addressed by the your design
professional:
1. 2 hour rated fire walls are NOT constructed as detailed on the plans using the UL 263 or
WP4135 designs. There is framing members penetrating the wallboard and bearing on
the fire wall framing. Firewalls are to be constructed as outlined in lBC Section 705.2
that allow collapse of construction on either side without collapse of the fire wall.
2. 2 hour rated fire walls are not continuous from exterior sheathing to exterior sheathing
as required in lBC Section 705.5
3. 2 hour rated fire walls must extend to outer edge of horizontal projection elements such
as roof overhangs, balconies, etc. as required in IBC Section 705.5.2.
4. Penetrations of fire walls by conduits, cables, wires, gas lines, HV AC Jines, and framing
members must be installed in accordance with IBC Section 711. Combustible framing
may not penetrate a fire wall.
5. Throughout the all units the following observations were made;

electrical junction boxes were not set to be flush with the finished wall,
2 hour rated fire walls are missing under stairways,
wall base plate bolts are missing,
heating and bath fan exhaust ducts were not connected and/or installed properly,
gaps in the fire rated sheet rock at ridges within 4 feet of fire walls,
framing of at b vents was not completed,
electrical cable disconnected and not terminated in junction boxes,
bath tubs not set,
penetrations of fire retardant roof sheathing by b vents and plumbing vents,
holes in fire walls,
framing has notches and holes that exceed max. specified by code,
romex wires bundled, 3 or more together,
other items not noted on this report.
You may proceed at your own risk with the items outlined in a. through n. prior to
investigation and corrections to the firewalls. At this point no insulation may be installed and no
wall coverings may be installed on any walls. In addition, NO permits for any new construction
at this development will be released until a NEW plan review is completed and approved AND
report of corrections of fire walls on the above lots is completed.
