MYLIN USE VARIANCE Residence at 19 Circle Drive, Carmel. NO SHOW CENTRAL CHRISTIAN CHURCH EXPANSION & RENOVATION Petitioner seeks approval (Special Use) to allow for the expansion (10,000 sq. ft.) and renovation of the existing Church facility (approx. 23,000 sq. ft.) located at 1242 West 136th Street, Carmel. Site is zoned S-2. Filed by Central Christian Church of Carmel. Kevin Callahan, Carl Chapman, Harold Samson, and Gary Templeton, Minister, appeared before the Committee on behalf of Central Christian Church. COMMENTS: - Hamilton County Highway, Jose Kreutz, plans do not show speed change lanes, need construction plans showing existing pavement widths. Need formal application and construction plans. Restricted sight distance at entrance--wants tapers--traffic a concern. Traffic study would be to petitioner's benefit. Tapers, accel/decel lanes requirement would be at traffic engineer's discretion. Two year accident history would be helpful. Petitioner should furnish letter that traffic level of service will not change; also furnish letter regarding number of services and seating capacity. Petitioner to provide sight distance documentation. - Petitioner believes speed change lane is not warranted. Church is being renovated, but seating capacity is not being altered. Sunday AM and Wednesday PM are major use times, not peak traffic hours. - Soil & Water Conservation, John South would like a set of plans. Detention pond is concern; erosion control needs to be beefed up. Need inlet protection during constr; sediment will be in pond, need silt fence. Consider berm or silt fence at north end of parking area during construction. - DOCD, Rick Brandau needs 25 items in letter addressed for Board review. Petitioner should highlight parking spaces, dimensions, illumination of parking lot and street--need letter statement; parking summary (see sheet A-1.) Trash enclosure? - DOCD, Mike Hollibaugh to look at landscape plan. Signage to be submitted. - Carmel Fire Department, Stan Puckett needs set of construction plans - Indiana Gas, Jim Rebuck stated meter location & service not affected. Need additional requirement for BTU's and existing (equipment) - DOCD, Terry Jones expressed need for sidewalk commitment, in recordable form, when and if sidewalk plan is developed for area. Petitioner willing to install. Need non- opposition to annexation statement. Petitioner will eliminate curb/bumpers in parking lot- -prefer sheet draining (curb would promote erosion). 5
