At the request of the Board of Zoning Appeals , the school corporation has asked PKG study the existing and proposed conditions at the site, and the report describes their methodology and recommendations. There is an executive summary at the beginning that lists the report ' s findings. Tom Ford of PKG has been in close contact with John Myers of HNTB throughout the site analysis and development of the report. If you have the opportunity to provide these copies to Board members prior to the hearing , we would appreciate it . The board had requested this report be provided to them as early as possible, so I do not believe there is any conflict under the statutes that would prohibit its distribution . Box E Noblesville, IN 48060 Re: Traffic Analysis for Expansion of Carmel High School and Physical Education Complex Dear Ms. Farmer: We have reviewed the concerns raised during the July 19, 1990 meeting of the Carmel Technical Advisory Committee (TAC). The previously submitted traffic analysis is to be amended as follows: 1. The perimeter roadway as described in the report should be routed as was shown on the plans during the TAC meeting. This can be done with the provision that gates or barricades be used during pre-game and post-game times for the east section that is located between the stadium and the practice field. This will abate the concern of mixing vehicular and pedestrian traffic in that area. 2. Due to the potential right-of-way concerns, the west leg of the intersection of 136th Street and SR 431 (Keystone Ave.) should have a minimum of 4 lanes. There should be one right turn lane for southbound Keystone Avenue vehicles; one eastbound lane for 136th Street through vehicles; one left turn lane for northbound Keystone Avenue vehicles and one receiving lane for westbound vehicles. The lane configuration should be as It was recommended in the report if right-of-way requirements will allow. The bid date is July 12, 1990. Bids are to be received no later than 2:00 p.m. local time at the Educational Services Center, 5201 East 131st Street, Carmel, Indiana 46032. Bids received after the bid time will be returned unopened. It is imperative all subcontractor and material supplier lists, including all other pertinent information required by the contract documents, be submitted by the low bidders to the Everett I. Brown Company office prior to 10:00 A.M. on July 13, 1990. If not, may consider next bidder. 2. Contractors are reminded that inspection of the construction site is required by the specifications. 3. 100% Contractor's Bond for Construction (Form 86-A) required for ALL CONTRACTS together with all insurance documents, as well as cash flow, must be submitted to the Everett I. Brown Company office by each successful Contractor immediately after the award of contracts. No work is to be accomplished in the field and no payments will be made to Contractors until all of the above requirements have been accomplished by the individual Contractors. 4. It is requested all Contractors bid in accordance with plans and specifications regarding quality and/or brand names. Voluntary alternates can be submitted and will be considered, but may not be read during the formal bid opening. Same are listed and clearly defined in Section 01005, ADMINISTRATION PROVISIONS, of the specifications.. 5. All successful Contractors must start obtaining necessary permits immediately after award of contract. 6. Note specification item concerning the Owner's right to have Contractor's employees accomplish work above Contractor's scope of work at total wage scale hourly rate plus 25%. Same primarily for general condition items. 7. Cash allowances will be as called for in the specifications. Markups on expenditures of same will not be permitted. However, in situations in which a Contractor furnishes his own labor, he may charge 25% for same as noted in Item 6 above. If expenditures exceed cash allowances, contractors may add 25% on all of own labor and 15% on material or total cost of subcontracts. Fifteen percent can be added to the marked up labor figures for overhead and profit for funds expended above and beyond cash allowance. 8. All Contractors were requested to thoroughly familiarize themselves with the temporary utilities and general condition items that are furnished by the Owner. Same are clearly listed and defined in Section 01500 - CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS, of the specifications. 9. All contractors shall comply in every respect with each and every provision, including amendments thereto, of the Occupational Safety and Health Act of 1970 (OSHA), as it may from time to time be applicable. EACH CONTRACTOR IS RESPONSIBLE FOR HIS OWN PERSONNEL. 10. Project meetings will be held semi-monthly or as scheduled; and unless informed otherwise, all Contractors who are working on this project, or who will start work within a week of said meeting day, must have an authorized office representative present for these meetings. 11. Method of Payment: The Owner will pay approved invoices once per month. All invoices must be turned in for approval to the Architect's representative prior to or on the day of the scheduled Project Meeting. Payment will be based only on material incorporated into the project or stored on the site. Storage on the site is the responsibility of the Contractor. A Contractor will be paid in full when his phase of the work has been 100% completed, which shall include the completion of all punch list items. ET I. Each contractor is required to provide a qualified first aid individual stationed on the project site during all working hours. 13. The preliminary construction progress schedule was discussed. It it requested that all successful Contractors review said schedule prior to the Organizational Meeting. 15. After contracts have been awarded, no changes in materials or methods of construction shall be approved in the field without written confirmation of same from a partner of the Everett I. Brown Company. 16. Discussed fact all shop drawings MUST be in the Architect's office, without exception, within thirty (30) days after award of contract. Same to be a condition of award to contractor and subcontractor. 17. Please note Section 01500, CONTRACTOR EMPLOYEE PROVISIONS of the specifications, regarding employees behavior and access to Owner areas. No Contractor employees will be allowed to enter any Owner occupied area for working, parking, etc., without permission from the Architect and Owner. 18. It is of utmost importance to the timely and efficient process of this school project that we proceed as rapidly as possible. I am writing to you at the suggestion of Mr. Wes Bucher regarding the Carmel Clay School Corporation's pending Special Use applications for work associated with the expansion of Carmel High School. Representatives for the school corporation have been meeting for some time with the Carmel Department of Community Development staff and other City officials in order to ensure good communication and cooperative design development re- garding the expansion of Carmel High School. The High School expansion will be undertaken in several phases over a period of three to five years to achieve the objectives established by the Carmel Clay Schools Board of Education. The total construction cost is estimated by the Administration to exceed $70,000,000. The first phase of construction (Phase 1A) calls for the development of a physical education/athletic complex on the north- west corner of the intersection of S.R. 431 and 136th Street and an expanded student parking lot at the southeast corner of 4th Avenue SE and Main Street. The school corporation has applied for Special Use approval for the development of each of these sites, as required by the Carmel Zoning Ordinance. The design for the first phase of the project has been on an extremely fast track. At the time of our application for the Special Use approvals, final details and traffic studies were still in the design development stage. Because of our ambitious design schedule, we filed late for the Department of Community Development staff review. As a result of our late filing and level of information available at the time of filing, the staff felt it could not issue a docket number before the advertising deadline. -2- After discussion with Mr. Bucher, we decided that our only alternative was to go ahead and advertise and send notice in order to comply with Carmel's notice requirements. We have since been able to complete all of the necessary traffic study and we will be submitting all of the information that was lacking to the staff for their review. Meridian Street Suite 200 Indianapolis, IN 46204 Re: Hamilton - Fishers B - Cool Creek Dear Mr. Hoffman: Thank you for your letter of May 18, 1990 requesting information concerning a proposed new bridge over Cool Creek. The new bridge site is located in Section 30, Township 18 N. , Range 4 E. , about 800 feet west of State Road 431, near Carmel, Hamilton County. The drainage area of Cool Creek above the site is approximately 19. 1 square miles. Historic flood information indicates that the August 1958 flood reached an elevation of about 796.5 feet, National Geodetic Vertical Datum of 1929, (N.G.V.D. ), at the site. Our studies show that the 100-year frequency discharge is approximately 5,200 cfs. According to the City of Carmel Flood Insurance Study, the 100-year frequency flood elevation is 799.0 feet, N.G.V.D. The 1945 Flood Control Act (IC 13-2-22) prohibits constructing abodes or residences in or on a floodway and requires the prior approval of the Natural Resources Commission for any other type of construction, excavation, or filling in or on a floodway. To be approvable a project should be designed so that it will not restrict the floodway, be unsafe to life and property, nor adversely affect the fish, wildlife, or botanical resources. The practice of the Natural Resources Commission for bridges in urban areas, such as the proposed bridge, is that the bridge and approaches shall pass the 100-year frequency flood with essentially no increase in flood stage over that which could exist under natural conditions (natural conditions would obviously not include the effects of an existing inadequate bridge) . Special circumstances, however, will be considered by the Commission. At the discretion of the applicant, the net effective waterway opening may be provided either entirely by bridge waterway opening or a combination of bridge waterway opening and approach road overflow. "EQUAL OPPORTUNITY EMPLOYER" Letter to Mr. Hoffman June 28, 1990 Page 2 With respect to the low structure point of a proposed bridge, the practice of the Natural Resources Commission is to recommend a minimum of two (2) feet of freeboard above the 100-year frequency flood elevation in order to minimize debris and ice build-up upstream of the structure. Very large rivers or streams that are known to have extremely large debris or ice loads and streams or rivers with navigation requirements, may necessitate freeboards in excess of two (2) feet. If road overflow is proposed for a crossing and the low structure is proposed to be lower than normal minimum freeboard, then an appropriate recommendation would be that the low point in the road overflow be at least two feet below the low structure elevation. If the low structure elevation is proposed at a point below the 100-year frequency flood elevation, then buoyant and dynamic forces need to be considered. Proper anchoring of the structure is essential to the protection of life and property, both at the bridge site and downstream. The proposed bridge construction requires the approval of the Natural Resources Commission. Permit applications and instructions are enclosed for your convenience. In regards to your question about culverts, bridge type is at the discretion of the applicant, but must be decided by the applicant prior to submitting an application for construction in a floodway. You may also have to obtain a permit from the Corps of Engineers under Section 404 of the Federal Water Pollution Control Act or Section 10 of the Rivers and Harbors Act. RE: Carmel High School Carmel Clay Schools EIB Project No.891-021 A meeting was held Wednesday, May 23, 1990, 8:30 AM at the Carmel Street Department, 211 2nd Street SW, Carmel, Indiana. The following were in attendance: Mr.David Klingensmith,Carmel Street Department Mr. Tom Welsh, Office of the City Engineer Mr. Randy Powell, Office of the City Engineer Mr.Tim Stevens, Kyle Campbell,and Proffitt Mr. Daryl Hoffman, E.I.Brown Company Ms. Laura Myles, E.I.Brown Company This meeting was held to receive direction from the City concerning the Carmel High School Addition and Renovation. The conversation centered on roadwork and storm drainage. The storm water on the parking lot by 4th Avenue and Main Street will be caught in structures and diverted underground. Surface drainage across the site would compound an already existing water problem. Retention capabilities must be to hold the difference between the 10 year pre-construction event and the 100 year post- construction event. Smokey Rural Road post-construction should meet requirements for an"urban" road. Presently the majority of the road that faces the site is under County jurisdiction. Without statistics available determining right-of-way and road cross section requirements and traffic pattern analysis, no design standards can be determined. Until improvements are made, annexation is undesirable. It was agreed upon that, until more information is available,Phase 1A construction documents will call only for exit/entrance lanes with large turning lanes for easy access during construction. All improvements will have to be complete before the project is actually in use and impacting traffic. An effective erosion control plan must be designed and implemented as a part of this construction phase. A plan will be developed to coordinate road improvements and the effective date of the annexation. There may be an agreement required - that at such time that the City installs a sidewalk to the adjoining properties, the rest will be installed as a part of this agreement. Annexation should come after road improvements are complete. The project should be presented to the Board in 2 or 3 packages. This will require less immediate decisions from the board and allow each package to be reviewed equally. A plan showing curb cuts and road improvements must be submitted as well as a plan for annexation, but these could be at separate board meetings. E ' ' I. wNCompany Architects B Engineers MEETING MINUTES July 19, 1990 FROM: Laura Myles RE: Carmel High School EIB Project No. 891-021 A meeting was held July 12, 1990, to discuss the graphics showing the items listed as required in a letter dated June 26th to Mr.Tim Stevens from Terry Jones. There is an easement on the southwest corner of the south parking lot which was not shown on the drawings. The plan shows a masonry post and a portion of ornamental fence located in the easement. The post and fence will be relocated out of the easement. 2. Additional handicapped parking spaces were added to the stadium parking lot as requested to meet code. There are no painted islands at the end of bays where handicapped spaces occur to maximize space allocation for parking. No handicapped spaces are provided in the south lot; handicapped spaces will be provided adjacent to the building. 3. The .10 footcandle footprint is being generated by the manufacturer, but the information may not be ready for the BZA meeting. Currently the projected level during stadium events is estimated above the acceptable level. A variance will be required if the lighting exceeds the .10 level. It is not anticipated that the variance petition would be denied after the stadium has been approved by the BZA. Meeting Minutes July 19, 1990 Page Two 4. An agreement may be required to provide sidewalks in the future as improvements occur along 136th street. The Dept. of Community Development recommends full depth curbs around the perimeter of all parking areas. Brandau, Deputy Director, Planning& Zoning David Cunningham,Assistant Director, Dept. of Community Development Terry J.Jones,Assistant Director, Dept. of Community Development Tim Stevens, Campbell, Kyle& Proffitt Laura Myles, E.I.Brown Company This meeting was called to familiarize the Carmel Department of Community Development with the proposed additions and renovations to Cannel High School and to receive direction for meeting City standards as a part of the construction documents. The bulk of the discussion centered on the Phase 1A portion of the project, the site work required for the stadium complex and the proposed parking lot located south of Main Street. As far as the Architectural, Design, Lighting and Signate(ADLS) Review is concerned, Phase 1A will be split into two sections, the parking lot and the stadium complex. Two docket numbers will be submitted at the same time for review. There is an overlay zone along 431,which has special requirements, that the stadium site will be required to meet. A site lighting plan showing fixture locations and types must be submitted as a part of the permit package. There is no variance required on the height of light fixtures. There shall not be more than 1/10th footcandle increase in lighting at the property lines. A demolition permit to remove the existing structures must be submitted in order to obtain a building permit on the stadium site. MEETING MINUTES May 18, 1990 Page Two If feasible, some of the asphalt parking should be reduced to turf parking or to gravel parking. It was suggested that underdrained turf areas may be sufficient to provide overflow parking. There was some question regarding the necessity of 1,500 total parking spaces. These alternatives were suggested to provide the parking required without installing a mass of infrequently used hard surface. The parking lots must be screened and landscaped. By installing large bays which are curbed and landscaped,both traffic control and aesthetic relief are provided. It was not specified how much green space must be included in the parking lot design. The increased traffic flow along 136th Street will have to be addressed, including the intersection at 431 and 136th. The City's Engineer and Street Department may provide additional support, both in design and financing. Acceleration/deceleration lanes onto 136th must be provided as a part of this package. Concerning the parking lot south of Main Street, the parking lot should be heavily screened from view along Main Street. This could be accomplished by installing a combination of mounds and shrubbery. It was suggested that a "pod" method of landscaping within the lot would be preferable to a "bay" as suggested for the lots adjacent to the stadium. Ten spaces per classroom and 1 space per employee are required (for the entire High School) to meet City standards . Isles running north/south seemed preferable. It was suggested the entire lot be curbed. Any additions or revisions to these minutes must be submitted within 10 days of receipt or they will stand as written.
