Dear Mr. Sharp:
We have reviewed the letter and drawing submitted for this project and offer the following comments:
1. Please provide"existing conditions" (topo,drainage area,direction of flow and outlets. peak Q,etc.).
2. Provide exactly how much storage capacity is needed/supplied(use actual triangular volume, not
average 6"depth)to hold post (100)to pre(10).
3. Show contours/grading outside of and around low area of parking. Where will overflow be provided?
4. We will not approve open cuts in the new pavement of contiguous streets. Please review the ability to
get easement along south side or consider re-installing sidewalks.
5. Show existing edge of pavements and opposing drives to the high school.
6. Extend all radii to existing edge of pavement.
7. Please dimension right-of-way lines on all dedicated streets.
8. The curb cuts on V' Street N.E. and 4th Avenue N.E. (indicated as street on the drawing)will require
Board of Public Works and Safety approval.
If this project does not go to the Technical Advisory Committee,it would be advisable to schedule a
meeting with Kate Weese, City Engineer,to review the issues outlined above.

Dear John:
I am writing at the request of the Carmel/Clay Board of Zoning Appeals (BZA). At
the July 23rd BZA meeting a special use petition was presented on behalf of the
Carmel/Clay School Corparation. As a result of the proposal, several questions arose with
regard to traffic. Because of HNTB's involvement with the current Comprehensive Plan
update, the Board voted to solicit your expertise to review and make comments with
regard to the school's proposal and traffic study. To insure that the Board gets what they
want, I requested that the Board members submit, in writing, their concerns and questions.
Enclosed please find a copy of the written requests I have received to date and the traffic
report submitted with the project. The Board has scheduled a special meeting to discuss
the petition on August 8th at 7:30 pm, several of the Board members mentioned that they
would like you to attend, however the cost has not been discussed. Gil Kett, the BZA
President, did say he was going to meet with me this week. Following our meeting , he or I
will be in touch with you on this matter. I just wanted you to know what was going on as
soon as possible.

Re: Traffic Analysis for Expansion of
Carmel Iligh School and Physical Education Complex
Dear Ms. Farmer:
We have reviewed the concerns raised during the July 19, 1990 meeting of the
Carmel Technical Advisory Committee (TAC). The previously submitted traffic
analysis is to be amended as follows:
1. The perimeter roadway as described in the report should be routed
as was shown on the plans during the TAC meeting. This can be
done with the provision that gates or barricades be used during
pre-game and post-game times for the east section that is located
between the stadium and the practice field. This will abate the
concern of mixing vehicular and pedestrian traffic in that area.
2. Due to the potential right-of-way concerns, the west leg of the
intersection of 136th Street and SR 431 (Keystone Ave.) should have
a minimum of 4 lanes. There should be one right turn lane for
southbound Keystone Avenue vehicles; one eastbound lane for 136th
Street through vehicles; one left turn lane for northbound Keystone
Avenue vehicles and one receiving lane for westbound vehicles.
The lane configuration should be as it was recommended in the report.
if right-of-way requirements will allow.
With these modifications, we would consider the report to be final. If you should
have any additional questions or concerns in this matter please let us know.

I have reviewed the plans for the Carmel High School Stadium and have the
following comments:
1. Discuss with neighbor to east of offsite drainage channel (shown on sheet C-7)
the channel improvements. May want to use spoil from the channel improvement
for filling old channel.
2. Contact IDNR on construction in floodway regarding offside channel improvements.
3. Twenty foot (20' ) drainage & utility easement around perimeter of tract.

ADDENDUM NUMBER TWO (TELEPHONE) to the drawings and
specifications prepared by the Everett I. Brown Company for ADDITION TO AND
RENOVATION OF CARMEL HIGH SCHOOL - PHASE IA for Carmel Clay Schools,
Carmel, Indiana.
All Contractors bidding on this project shall read all of the items covered below
and shall comply with all of the requirements as set forth, including any necessary
refinements or additions generated by this Addendum and required by the intent of the
original contract documents. All Contractors shall acknowledge on their bid form that
they have received this Addendum and included the appropriate content of same within
their bid proposal.
CONTRACTORS NOT RECEIVING ADDENDUM NUMBER ONE, PLEASE
NOTIFY THE ARCHITECT'S OFFICE IMMEDIATELY.
For the convenience of the bidders, bid categories possibly affected in price
and/or construction by the various items in this Addendum are listed at the beginning of
each item.
1. ALL CONTRACTS: In Addendum Number One,
the date of issue should be corrected to read July 6, 1990, instead of June 6,
1990.
2. CONTRACT#1: Sheet#C-2:
A. Change the quantity of dumped riprap from 96.5 square feet to 1,100
square feet north of 136th Street. Add 150 square feet of dumped
riprap to the culvert outlet area south of 136th Street as shown on plan.
3. CONTRACTS #1,#2: Sheet #C-8:
A. Plan Note #4 is part of Contract #1.
4. CONTRACTS #2.#3: Sheet#C-4:
A. Add four (4) additional handicapped parking spaces and signs in the
next parking bay directly north of the four (4) handicapped spaces

A. Revise the 12" ST outletting from DS #11-S to MH #4-S and MH #5-S
as follows and per the drawing included with this Addendum:

A. Provide a 6" sleeve to accommodate a 4" irrigation line at the drive and
the track crossing. Provide an additional 1-1/4" sleeve for control

Gentlemen:
A question and answer meeting was held on July 5, 1990, and the following items were discussed.
1. The bid date is July 12, 1990. Bids are to be received no later than 2:00 p.m. local time
at the Educational Services Center, 5201 East 131st Street, Carmel, Indiana 46032. Bids
received after the bid time will be returned unopened.
It is imperative all subcontractor and material supplier lists, including all other pertinent
information required by the contract documents, be submitted by the low bidders to the
Everett I. Brown Company office prior to 10:00 A.M. on July 13, 1990. If not, may .
consider next bidder.
2. Contractors are reminded that inspection of the construction site is required by the
specifications.
3. 100% Contractor's Bond for Construction (Form 86-A) required for ALL
CONTRACTS together with all insurance documents, as well as cash flow, must be
submitted to the Everett I. Brown Company office by each successful Contractor
immediately after the award of contracts.
No work is to be accomplished in the field and no payments will be made to
Contractors until all of the above requirements have been accomplished by the
individual Contractors.
4. It is requested all Contractors bid in accordance with plans and specifications regarding
quality and/or brand names.
Voluntary alternates can be submitted and will be considered, but may not be read
during the formal bid opening.
Combination bids will be read and accepted as long as a price has been submitted for
the Base Bid in each category.

All Contractors were requested to thoroughly familiarize themselves with the alternate
bids required for this project. Same are listed and clearly defined in Section 01005,
ADMINISTRATION PROVISIONS, of the specifications..
5. All successful Contractors must start obtaining necessary permits immediately after
award of contract.
6. Note specification item concerning the Owner's right to have Contractor's employees
accomplish work above Contractor's scope of work at total wage scale hourly rate plus
25%. Same primarily for general condition items.
7. Cash allowances will be as called for in the specifications. Markups on expenditures of
same will not be permitted. However, in situations in which a Contractor furnishes his
own labor, he may charge 25% for same as noted in Item 6 above. If expenditures
exceed cash allowances, contractors may add 25% on all of own labor and 15% on
material or total cost of subcontracts. Fifteen percent can be added to the marked up
labor figures for overhead and profit for funds expended above and beyond cash
allowance.
8. All Contractors were requested to thoroughly familiarize themselves with the temporary
utilities and general condition items that are furnished by the Owner. Same are clearly
listed and defined in Section 01500 - CONSTRUCTION FACILITIES AND
TEMPORARY CONTROLS, of the specifications.
9. All contractors shall comply in every respect with each and every provision, including
amendments thereto, of the Occupational Safety and Health Act of 1970 (OSHA), as it
may from time to time be applicable. EACH CONTRACTOR IS RESPONSIBLE
FOR HIS OWN PERSONNEL.
10. Project meetings will be held semi-monthly or as scheduled; and unless informed
otherwise, all Contractors who are working on this project, or who will start work within
a week of said meeting day, must have an authorized office representative present for
these meetings.
11. Method of Payment: The Owner will pay approved invoices once per month. All
invoices must be turned in for approval to the Architect's representative prior to or on
the day of the scheduled Project Meeting.
Payment will be based only on material incorporated into the project or stored on the
site. Storage on the site is the responsibility of the Contractor.
A Contractor will be paid in full when his phase of the work has been 100% completed,
which shall include the completion of all punch list items.

Warranty periods will start per date of the final certificate of payment, except as noted
in the specifications for certain mechanical and/or electrical items. Same will be for the
periods of time as covered in the specification.
ALL CONTRACTORS WERE REQUESTED TO READ ADDENDUM NUMBER
ONE CONCERNING ADDITIONAL INFORMATION AND REQUIREMENTS
PERTAINING TO THE METHOD OF PAYMENT FOR THIS PROJECT.
12. Each contractor is required to provide a qualified first aid individual stationed on the
project site during all working hours.
13. Discussed the fact low bidders may be expected to attend an individual pre-award
conference with the Architect and Owner to discuss Contractor's superintendent,
method and manner in which said Contractor will schedule project, etc.
14. The preliminary construction progress schedule was discussed. It it requested that all
successful Contractors review said schedule prior to the Organizational Meeting.
15. After contracts have been awarded, no changes in materials or methods of construction
shall be approved in the field without written confirmation of same from a partner of
the Everett I. Brown Company.
16. Discussed fact all shop drawings MUST be in the Architect's office, without exception,
within thirty (30) days after award of contract. Same to be a condition of award to
contractor and subcontractor.
17. Please note Section 01500, CONTRACTOR EMPLOYEE PROVISIONS of the
specifications, regarding employees behavior and access to Owner areas. No Contractor
employees will be allowed to enter any Owner occupied area for working, parking, etc.,
without permission from the Architect and Owner.
18. Questions were asked of the undersigned and discussion held on various interpretations
of the plans and specifications.
19. Please affix CONTRACT NUMBER of bid on envelopes.
20. Addendum Number One is enclosed.

5. CONTRACT 1: Specification Section 02226 - Site
Excavation,Filling and Compacting:
A. All topsoil stripped from the area of work north of 136th Street is to be
stockpiled, where directed by the Architect, on the site north of 136th
Street for future use in this phase of work. Topsoil remaining at the
completion of Phase IA is to remain stockpiled and the property of the
Owner.
B. Change Paragraph 3.02 J to read: At the site south of Main Street,
excess topsoil and subsoil shall be removed from the site and stockpiled,
where directed by the Architect, on the High School site north of Main
Street in the vicinity of the athletic fields just south of Cool Creek,
where directed by the Architect.
C. Unit price bids are required for quantities of over excavation and
compacted approved backfill replacement of unsuitable soil as
determined by the Architect. Prices shall be stated in terms of$/cubic

6. CONTRACT 1: Sheet#C-4:
A. Change Plan Note #16 to read: Finish grade, ready for seed, the area

15. CONTRACT 3: Specification Section 02513 - Asphaltic
Concrete Paving:

reflect the same change: 21" ST(permanent).
21. CONTRACT 4: Sheets #M-2,#M-3,#M-4,M-5
A. Change the underdrain system on the three football fields and two
soccer fields to Stripdrain 80 by Contech Construction Products, Inc.
(317-842-7766) or Warren's TerraFlow by Warren's Turf Professionals,
Suisun City, California. See drawings in this Addendum for layout and
installation detail. Provide and install premolded fittings.

H. Poles FB 1, FB2, FB5 & FB6 Detail: Pole FB 1 shall be 120 feet in
height instead of 100 feet. Poles FB2, FB5 and FB6 shall be 115 feet in
height instead of 100 feet.
Poles FB3 & FB4 Detail:
1. The Sound System loudspeakers will be bid at a later date under
construction Phase IB. Provide the two 14'-0" wide platforms for
the loudspeakers under this contract, (Phase IA).
2. Pole FB3 shall be 105 feet in height instead of 100 feet. Pole FB4
shall be 115 feet in height instead of 100 feet.
J. Pole Base Detail:
1. The underground conduit shall be 3'-6" below the final finished
grade instead of 3'-0".
2. The top of the concrete pole base shall be 4" above the final
finished grade.
31. CONTRACT 5: Sheet#E-3:
A. Electrical Plan of Football Field:
1. All conduits installed below the playing field area inside the
boundary of the running track shall be installed below the level of
the field drainage system piping, with a minimum conduit
installation depth of 3'-6"below the final finished grade. All other
underground conduits shall be installed 3'-6" below the final
finished grade.
2. In Unit "A" at Electrical Room A-114, change the conduit shown
stubbed under this room to be stubbed 5'-0" west of the west wall
of this room and add Plan Note #22 to the stubbed end point of
conduit.
3. All conduits shown stubbed, capped and marked in the area
between Unit "A" and the west side of the running track shall be
stubbed 5'-0"east of the east foundation wall of Unit "A".
4. At the west side of the running track adjacent to the south 20-
yard line of the football field:
a. Add Plan Note#19 to the conduit running between the two
junction boxes noted with Plan Note #14.
b. Add Plan Note #20 to the conduit connected to the
junction box noted with Plan Note #15.

5. Near the 50-yard line of the football field, add Plan Note #19 to
the conduit running between the two junction boxes at each
sideline that are noted with Plan Note #14.
6. In Unit "B" at Electrical Room B-101, change the two conduits
shown stubbed under this room to be stubbed 5'-0" west of the
west foundation wall of this room and add Plan Note #22 to the
stubbed end points of the conduits.
7. At each of the junction boxes noted with Plan Note #10 at the
north and south ends of the football field, provide one conduit of
the same type and size that is shown connected to the box stubbed
out 5'-0" from the box and add Plan Note #22 to this conduit stub
out.
8. At the two junction boxes in the southeast corner of the running
track:
a. Stub one 1" PVC conduit out 5'-0" from the box identified
by Plan Note #14 to the northeast parallel to the track.
b. Stub two 1" PVC conduits out 5'-0" from the box identified
by Plan Note #16 to the northeast parallel to the track.
9. At Unit "B location, provide five 2" diameter steel conduit sleeves,
each 18" in length, on each of the four underground conduits
routed through this area (one 1-1/2" PVC and three 1-1/4" PVC).
These sleeves are to be installed in the foundation walls of Unit
"B",which will be constructed under the future Phase IB work.
10. All pullwires shall be galvanized steel to provide a means of
locating underground PVC conduits in the future.
32. CONTRACT 6: Specification Section 02936 - Seeding:
A. Under Part 1 - General 1.11 Sequencing and Scheduling, change
Subparagraph "B" to read as follows:
"B. Coordinate the work of this section with the installation of the
underground irrigation system, subdrainage system, utilities, and
remainder of the sitework."
B. Under Part 2 - Products 2.01 Amendments, change Subparagraph "C" to
read as follows:
"C. Granular sulphur: Commercial grade."

soil testing laboratory. In the ball field areas apply no less than 2"

amend only the areas to be seeded within 24 hours."
F. Under Part 3 - Execution 3.03 Seeding, change the following
