FACTS, FIGURES & QUESTIONS
- Parking lot assignments will reduce generated traffic 15% for the 1991-1992 school year
- 450 parking spaces will be located south of Main Street with its access point off of Main
Street; 750 parking spaces will be located north of main street- (Question-Where are these
located? South of proposed expansion or north of 136th street?)
- its recommended that an intersection improvement be actively pursued at 4th Ave. and
Main Street. The project should include the realignment of the south approach, the widening
of the west approach and the installation of a fully activated traffic signal with pedestrian push
buttons. The Carmel\Clay School District has designed the parking lot in the southeast
quadrant such that it should not impede this project. Federal funds may be available for this
project. (Question - Who is to pay for the intersection improvement and the installation of
the traffic signal? City of Carmel?)
- On page 8 of the report it states Main Street At 4th Ave.
This intersection should be reconstructed to align the north and the south legs
which are offset by about 40 feet. The 30' width of the west approach is
insufficient for more than current marking of one through-lane in each direction.
Although no formal traffic signal warrant analysis has been performed for this
report, there is a strong possibility to warrant the installation of a fully-activated
trafficsignal based on the Minimum Pedestrian Volume Warrant and the School
Crossing Warrant.
(Questions - If the current design of the west approach is insufficient for the
increased traffic - shouldn't the school be responsible for improving the
approach as part of there expansion? If there is a strong possibility to warrant
the installation of a traffic signal now- then expansion to the school and the
increase of the parking lot south of Main Street should definitely warrant the
installation of a traffic signal and the school-who will cause the increase of both
pedestrian and vehicular use of the intersection-Shouldn't they be responsible
for the installation of the traffic signal?)
-the number of students used for this study has been reduced from 3000 to 2600- (Question-
What is the cause of this reduction?)
-one half of the students travel to and from the school as either drivers or passengers at about
1.5 persons per car
-2600 students and 300 employees will require 1200 parking spaces-there will be 1200 spaces
available at this time -(Question-What about future growth of the student body or the school
-there will not be adequate parking for the future?)
-the school will use the assignment of parking lots and encourage the use of the 136th Street
entrance - (Question - How is the school going to enforce the parking assignments and
encourage the use of the 136th Street entrance? Without enforcement parking assignments
will fail.)
-the school will still utilize traffic control personnel at the intersection of Main Street and 4th
Ave and Main Street and Lexington Ave. (Question-If the traffic signal mentioned previously
was installed,would there be a need for the traffic control officers?)
- 136th Street and the school drive intersection design is described with the following;
- an eastbound to southbound right turn lane on 136th
- an eastbound through lane on 136th
- a westbound to southbound left turn lane on 136th
- a westbound through lane on 136th
- one northbound and one southbound lane on the school drive
- unsignalized intersection
(Question-If the school is going to encourage the use of this intersection, is a signal
necessary or will a traffic control officer be needed in the future?)
The following is the Final Recommendation and Conclusions of the report
1. The 450 space parking lot in the southeast quadrant of Main Street and 4th Avenue
should have only one access point. This should be on Main Street and it should be 3
lanes wide (1 inbound, 2 outbound). This will reduce the number of high school
generated vehicles that will use 4th Avenue.
2. Students utilizing this 450 space parking lot should be directed to cross Main Street at
the 4th Avenue intersection.
3. The school should utilize traffic control personnel at the intersection of Main Street
and 4th Avenue and Main Street and Lexington Avenue until they are proven to be no
longer necessary.
4. The Carmel Clay School District will be responsible for constructing a deceleration lane
for eastbound vehicles that are turning into the 450 space parking lot and the
remarking of Main Street.
5. Parking lots will be assigned to persons that are driving to school and active measures
are to be pursued to effectively split the arrival routes between Main Street and 136th
Street.
6. An intersection improvement project should be actively pursued at the intersection of
Main Street and 4th Avenue. This intersection improvement project should include
the better alignment of 4th Avenue, the widening of Main Street, and the installation
of a fully actuated traffic signal with pedestrian push buttons.
