Docket No. 119-01 PP; Claybourne Estates Subdivision Primary Plat The applicant seeks approval to plat a two hundred & fifty-nine lot residential subdivision on 198.58 acres. The site is generally located at the northwest comer ofShelborne Road and West 131 st Street and on the south side of 131 st Street Y-i mile west of Shelborne Road. The site is zoned S-I/Residence. Filed by James J. Nelson of Nelson & Frankenberger for Boomerang Development, LLC. The applicant is proposing a 259-10t subdivision. Approximately 160 acres of the site is located at the northwest comer of Shelborne Road and 131 st Street and the other 40 acres is located just west of Shelborne on the south side of 131 st Street. Please see the informational packet provided by the applicant to view the layout of the lots and the areas provided as open space. fu addition, committee members should have received a traffic operations analysis for the proposed development by mail. Comments and concerns raised at the public. hearing on November 20 include the following: 1. Concern regarding the "one lane" road between Austin Oaks subdivision and West Road along 131 st Street. Where sewers will be coming from. Concern regarding stub-street in southern portion to west property line. Comments about existing off-site ponds need to maintain water flow. Plans, if any, for 126th Street and US 421. ~ 4. 5. In an effort to ensure that new developments are complying with all applicable standards the Department has been evaluating the Subdivision Control Ordinance as it relates to specified road improvements and conformance with the Thoroughfare Plan. Specifically, we are evaluating the required specifications for streets along the perimeter of proposed subdivisions. Likewise, as we first saw with the Hayden Run Subdivision approved in October we have worked to address the necessary design and construction of future collector streets identified in the Thoroughfare Plan. The Department will be in a position to report to the committee regarding these issues at the meeting on Tuesday evening. The Department has encouraged the developer to meet with the Parks Department on the possibility of dedicating the large open space (approximately 38 acres) at the north end of the site as a public park. We look forward to an update from the developer regarding this matter at the committee meeting. The Department recommends that the Subdivision Committee forward this request to the full Plan Commission with a favorable recommendation subject to the acceptable resolution of the above-mentioned issues.
