Docket No. 119-01 PP; Claybourne Estates Subdivision Primary Plat The applicant seeks approval to plat a two hundred & fifty-nine lot residential subdivision on 198.58 acres. The site is generally located at the northwest comer ofShelbome Road and West 131st Street and on the south side of 131st Street ~ mile west ofShelbome Road. The site is zoned S-I/Residence. Filed by James J. Nelson of Nelson & Frankenberger for Boomerang Development, LLC. The applicant is proposing a 259-10t subdivision. Approximately 160 acres of the site is located at the northwest comer of Shelbome Road and 131 st Street and the other 40 acres is located just west of Shelbome on the south side of 131 st Street. Please refer to the informational packet provided by the applicant (sent on November 9th with Agenda for November 20th Commission meeting) to view the layout of the lots and the areas provided as open space. The committee members were provided a traffic operations analysis for the proposed development as requested. The Subdivision Committee forwards this item back to the Plan Commission with a favorable recommendation by a vote of 5-1. Issues raised that have been addressed by the applicant include the following: 1. Elimination of the stub street to the west in the southwest area of the subdivision, 2. Connection of the trail system in Block A to the adjacent multi-use path, and 3. The installation of street lighting with down lighting attributes as approved by the Hamilton County Highway Department. In an effort to ensure that new developments are complying with all applicable standards the Department has evaluated the Subdivision Control Ordinance (SCO) as it relates to road improvements and conformance with the Thoroughfare Plan. Specifically, it has been determined that streets along the perimeter of proposed subdivisions shall comply with the minimum specifications contained within the SCO and Thoroughfare Plan. The applicant has addressed this requirement and memorialized it by commitment. The commitment has been reviewed by John Molitor and is in an acceptable form. A copy of the commitment will be available at the meeting. The Dep'artment has requested a letter from the County Highway Department regarding the status of 131 s Street between West Road and the Hamilton / Boone County line as requested by the committee. This should be available at the meeting. Under the commitment made by the applicant is possible for applicant to contribute to other roadway improvements. However, if this improvement is already funded the roadway improvements for this development would be made elsewhere. The Department recommends that the Plan Commission approve the Primary Plat application subject to recording of the subject commitment. ""' ,
