Docket No. 124-01 PP; The Sanctuary Subdivision The applicant seeks approval to plat a twenty-three lot residential subdivision on 28.35 acres. The site is generally located at the northeast comer of West 106th Street and Crooked Stick Lane. The site is zoned S-I/Residence. The petitioner also seeks approval of the following Subdivision Waivers: 124-01a SW sea 6.3.3 elimination of stub street 124-01b SW sea 6.3.7 cul-de-sac to exceed 600' in length 124-01c SW sea 6.5.7 orientation of homes toward cul-de-sac 124-01d SW sea 6.5.21 < two points of access for more than 15 lots Filed by Dennis Olmstead of Stoeppelwerth & Associates for Glenn E. Christian. 3. Docket No. 151-01 PP Amend; Spring Run Estates, Section 1 The applicant seeks approval to amend Spring Run Estates, Section 1 Subdivision to exclude Block A as identified on the plat. The site is generally located at the northeast corner of West 106th Street and Crooked Stick Lane. The site is zoned S-I/Residence. Filed by Dennis Olmstead of Stoeppelwerth & Associates for Glenn E. Christian. The Department Report for the above two items has been consolidated into this single report. The two items relate to a request to plat 23 lots on approximately 28 acres at the northwest comer of 106th Street and Ditch Road. The public hearing for item 2 (The Sanctuary Subdivision) was held in November. The public hearing for item 3 (Spring Rum Estates, Section 1) was held at the December 18th meeting. The Crooked Stick Sanctuary item was continued at the last Subdivision Committee meeting to provide time for the applicant to explore access onto 106th Street and report back to the committee after the public hearing on the amendment to the Spring Run plat. Briefly, the applicant is proposing to plat a 23-10t subdivision on approximately 24 acres in an S- 1 zone. The subdivision lies on the west side of Ditch Road and north side of 106th Street adjacent to the Spring Run Subdivision. To derive access onto Crooked Stick Lane it is necessary to amend Block "A" of the Spring Run Primary Plat (see attached exhibits). Block "A" in Spring Run Estates is the block identified as Block "A" in the proposed Primary Plat of Crooked Stick Sanctuary. The requirement to file the Primary Plat Amendment will allow it to be removed from the Spring Run Subdivision and included in the proposed subdivision. The Department is in support of the request, as it will reduce the number of drive cuts onto 106th Street within the short proximity to the intersection of Ditch Road. In addition, in order to gain approval of both the proposed subdivision and the amendment to the Spring Run plat the developer will be required to make necessary improvements to the Committee Report 2002-1-8.rtf .- r intersection of Crooked Stick Lane and 106th Street. This matter is of primary importance and should be discussed at the meeting. The applicant should have additional information to share with the Committee. The applicant is also seeking the approval of four subdivision waivers related to the following: 1. Forego the installation of a stub street to the property to the north. 2. Construct both cul-de-sacs exceeding the Ordinance maximum 600-foot length. 3. Orient the front of homes toward the interior street as opposed to 106th and Ditch as required by Ordinance. 4. Provide access to the subdivision from only one point of access. The requests for the subdivision waivers justifies the need to see improvements in the way of landscaping and treatment along 106th and Ditch in excess of what is traditionally seen in these situations as well as improvements to the intersection of 106th and Crooked Stick. The Department recommends that this item be continued to the February 5th committee meeting at which time the proposed improvements to Crooked Stick and 106th Street may be reviewed. In addition, the applicant should provide the committee with a copy of the following for review: 1. Detailed landscape plan identifying existing, proposed and plantings to be removed. 2. Detailed plan identifying construction of proposed wall. 3. Copy of proposed written commitments concerning the above-mentioned items as they relate to consideration for granting of the necessary subdivision waivers. Specifically, the Department is in support of the necessary subdivision waivers only if the applicant is providing written commitment to the improvements (both on site and within the right-of-way) to offset the negative impact associated with the approval of the subdivision waivers.
