We are counsel to Manchester Properties" LLC, the owner and petitioner in connection with
the above referenced matter. On behalf of petitioner, we hereby respectfully request a continuance
of this matter to the March 5, 2002 committee meeting. This additional time is necessary as to
continue to explore certain development aspects of the project, in particular the appropriate location
for the entryway to the subdivision. This process has been more cumbersome than we originally
anticipated.

We are counsel to Manchester Properties, ILC, the owner and petitioner in connection with
the above referenced matter. On behalf of petitioner, we hereby respectfully request a continuance
of this matter to the February 5,2002 committee meeting. This additional time is necessary in order
to further explore potential improvements to the intersection of Crooked Stick Lane and West 106th
Street, as well as to have an opportunity to meet with representatives of Crooked Stick. Subdivision.
This afternoon I confinned this request with Attorney Dave Coots, who represents the
remonstrators in respect of this matter. Mr. Coots indicated that he had no objection to this request
for continuance. Moreover, Mr. Coots and I are making arrangeIrents to meet to discuss the open
issues pertaining to these petitions.

I am the current owner ofa 2.87 acre estate located at the southwest corner of 106th &
Ditch Road. My family and myself have resided at this location since the spring of 1993.
I have Witnessed first hand an enormous amount of residential growth around our home
over the past 8 years. It comes as no surprise that a development is under consideration
for the northwest corner of 106th & Ditch Road.
Previous development over the past several years has kept our taxes relatively low and
our public services exceptionally high. I applaud the cooperative efforts of the proposed
development and the engineering firms effort to provide first class homes and a much-
improved infrastructure to an existing "poorly maintained field" that gives no added
value to the surrounding community. All concerned neighbors should welcome the nature
of the proposed homes and lot sizes. The proposed development definitely conforms to
current and previous projects within the surrounding area.
In closing, I would ask the Commission to look favorably towards this advantageous
proposal.

RE: Proposed Sanctuary Subdivision, Primary Plat Application
Dear Dennis:
This letter is in response to discussions with ZeffWeiss on Friday the 2nd and our discussion later that day. The
following comments need to be addressed and plans updated accordingly:
1. A Primary Plan Amendment will be required for the Spring Run Subdivision to allow Block A to be
split and access to be provided to the property to the east. This will require notice as any other Primary
Plat Amendment. The Spring Run Subdivision will be the parent tract. All properties within the plat as
well as surrounding properties as required by Ordinance is required.
2. Provide a non-access easement at least 20-feet in width alongside the Ditch and 106th Street frontage of
the lots abutting these streets per SCO 6.5.3.
3. Dwellings on the lots adjacent to 106th and Ditch area required to face these streets per sea 6.5.7.
Application for a Subdivision Waiver (1) will be necessary if the homes are to face the cul-de-sac.
4. A stub street needs to be provided to the property to the north. This is required per sca 6.3.3.
Application for a Subdivision Waiver (2) will be necessary if the stub is not provided.
5. After additional review it has been confirmed that the cul-de-sac lengths do exceed 600' in length.
This is the maximum per SCO 6.3.7. Application for a Subdivision Waiver (3) will be necessary if
the cul-de-sacs are to exceed 600' in length. Note that this is measured from Crooked Stick Lane.
Please submit a revised Primary Plat with the above-mentioned changes. If you submit the above mentioned

Dear Dennis:
This letter serves to acknowledge receipt of a transmittal containing the Primary Plat for the above-
mentioned project. After reviewing the plat. the Highway Department has the following comments:
1. An Application for Project Review needs to be completed and the appropriate review fees for a
Primary Plat paid, before any approvals will be granted from this office.
2. In accordance with the Hamilton County Thoroughfare Plan, additional right of way is required at
the intersection of 10611I Street and Ditch Road. On Ditch Road. the right of way from the
intersection to a point 500' to the north is a 60' half. From that point to the northern property line
the right of way is a 40' half. On 10611I Street, the right of way from the Intersection to a point 500'
to the west is a 65' half. From that point to the western property line the right of way Is a 50' half.
3. A triangular right of way cut is required at the intersection of 10611I Street and Ditch Road. The cut
should consist of two SO' legs.
4. Can Block B, of the Spring Run Estates, be utilized for access to the site? Proof must be provided
to the Highway Department that this can be accomplished.
5. If access cannot occur off of Crooked Stick Lane, the entrance must be relocated to the far
northern comer of the parcel, along 10elh Street, or a minimum of 650' west of Ditch Road. If the
entrance is located on Ditch Road, additional right of way may be needed for the installatIOn of the
accelldecellane. If the entrances are placed on one of the perimeter roads, the full accel/decel
lanes must be built.
6. A stub street must be provided to the undeveloped parcel to the north.
7. A new name for this subdivision must be chosen. A previous primary plat named the Sanctuary
was presented for the property at the intersection of 13161 Street and Clay Center Road.
8. Please note that decorative signs, sprinkler systems. trees. landscaping mounds, light poles or
other such amenities are not permitted In the right of way.
9. A2' non-access easement is needed behind the right otway of 106th Street and Ditch Road.
10. All storm water run-off from this site must be detained on site. Storm water will not be permitted to
discharge into the right of way of the perimeter roads.
11. Please verify that the cul-de-sacs do not exceed the 600' maximum length.
12. The improvements must be made to 10611I Street and Ditch Road. Three feet of widening wKI be
required along both roads as well as the Installation of a three-foot stone shoulder.

addressed:
Our office is requesting a set of plans showing fire hydrant locations for the entire development.
I am also sending a specification sheet for our longest piece of apparatus, of which I have a
concern with the turning radii. Could you please provide a statement that the design you are
submitting will allow for the turning of this truck in the cul-de-sacs depicted on the plans.
The final concern is the overall length of the two planned cul-de-sacs measured from the
centerlines of the roundabout. We request a statement listing these measurements be submitted
to our office for review.

Following are CTRWD comments on the agenda items effecting our sanitary sewers or service area for the October 17
TAC meeting. Please feel free to copy and distribute this email or attach it to your meeting minutes.
CMC & CH Land Properties
To follow on our comments from last month's TAC meeting, the District has reviewed the plans and notes that the sewer
connection is proposed through core drilling a manhole. District specifications need to be added to the plans and special
permit conditions will apply for the core drill. Building permits should NOT be issued unless the District has issued its
connection permit.
Claybourne Estates
The District has reviewed the plans and has been in discussions with the developer about sanitary sewer service. An
offsite sewer extension, the location of which is being negotiated with the Hamilton County Highway Department, will be
needed to se.rve this property. construction plans would still need to be reviewed by the District's consulting engineers.
Once that review is complete, the plans will be ready to be submitted by the District to IDEM for State approval along
with the District's plans for the offsite sewer extension.
Papay Subdivision (136th Street East of Towne Road)
The District has not received any plans for this proposed subdivision. Please advise the applicant to contact the District
and provide plans for our review.
The Sanctuary (106th & Crooked Stick Lane)
The District has not received any plans for this proposed subdivision. Please advise the applicant to contact the District
and provide plans for our review.
Carpenter GMAC (790 West 122nd Street)
The District has not received any plans for this proposed development plan amendment. Please advise the applicant to

USTA PUD (96th & Monon Greenway)
Since corresponding with the applicant's attorneys in April and May 2001, the District has received no additional
information on this project. The District has not received any construction plans for this proposed development. Please

I will not be able to attend the T AC meeting on October 17th. I will be out of town attending a conference in Florida. I do
have a few comments that I would like to have you mention if you would.
CMC & CH LAND PROPERTIES
These two projects each be addressed off of Meridian Corners Blvd. Assignment will come at a later Date.
CLAYBOURN ESTATES
All the names on the primary plat will have to be approved by the county;layout looks ok as far as street cutoffs go: Only
concern is name"Donavan Blvd";it needs to be cut off at 131 st st, will need additional name for either North or South
entrance off of 131st(to replace Donavan Blvd).
FECITT SUBDIVISION
Is this a totally seperate structure: if so it will get a different address then what is stated on the plans.
PAPAY SUBDIVISION
No comment at this time....will assign an address when applying for permits.
SANCTUARY
No comment at this time; not recieved plans as of this date
HUNTERS CREEK OFFICE PARK
Is entrance a private drive?Prefer it not to be; if private drive each building will be assigned off of Marana Drive.
