GENERAL Millbrook Woods is a proposed 25-lot subdivision situated on 15.90 acres in Carmel, Hamilton County, Indiana. It is more specifically located adjacent to and on the west side of Keystone Avenue (U.S. 431) on the south side of 106th Street. B. EXISTING CONDITIONS 1 . The site has relatively gentle slopes ranging from 0.5% to 8%. The site is predominantly wooded. The site is currently zoned S-2. 2. Soils maps from the United States Department of Agriculture, Soil Conservation Service, identify Brookston, Miami, Shoal and Sloan soil types on the subject property. Brookston, Shoal and Sloan are associated with deep, poorly drained soils with moderate permeability. Miami is associated with deep, well drained soils with moderate permeability. 3. There are existing sanitary sewers located through the site. 4. Existing onsite drainage consists of surface water flow to the south travels overland to Carmel Creek. C. PROPOSED CONDITIONS 1 . The proposed subdivision is in compliance with S-2 cluster zoning requirements. 2. The property is outside of but contiguous with the Carmel Corporate limits. It is presently zoned S-2 as are all adjacent properties. The Carmel Comprehensive Plan places this property in the moderate intensity residential area which allows for gross densities of 2 to 4 units per acre. The owners are currently in the process of annexation of the property into the City of Carmel. 3. Domestic water will be provided by the Indianapolis Water Company. 4. Sanitary sewer service will be provided by Clay Township Regional Waste District. Interceptor sewers and a lift station are located onsite. At the request by the District, there will be a sewer line stubbed to the west property line so that sewer service can be provided to Holaday Hills and Dales in the future which is all septic systems currently. 5. The storm drainage system will consist of curb inlets, beehive inlets, storm sewers and detention ponds. The outfall will discharge into Carmel Creek. 6. The proposed subdivision falls within the Carmel Police and Carmel Fire Department jurisdictions. Schools are within the Carmel-Clay School district. Land alterations which strip the land of vegetation, including regrading, will be done in a way that will minimize erosion. Whenever feasible, natural vegetation will be retained, protected, and supplemented. The duration of time which an area remains exposed will be kept to a practical minimum. The area will be stabilized as quickly as practical. Temporary vegetation or mulching will be used to protect exposed area during development. Permanent and final vegetation or structural erosion control devices will be installed as soon as practical under the circumstances. 5. Sediment in runoff water will be trapped by the use of such methods as slotted riser pipes, debris basins, and silt traps until the disturbed area is stabilized.
