TECHNICAL ADVISORY COMMITTEE
MINUTES
April 28, 1993
Committee Members Present: Rick Brandau, Dave Cunningham, Mike Hollibaugh, and Terry
Jones, DOCD; Randy Powell, City Engineer's Office; Jeff Autry and Jim Rebuck, Indiana Gas
Company; LuAnn Stephens, Carmel/Clay Communications; Steve Cash, County Surveyor's
Office; David Ortel, County Health Department, Stan Puckett, Carmel Fire Department; and
Roger Conn, Carmel Police Department.
MILLBROOK WOODS SECONDARY PLAT
GROVE AT MILLBROOK SECONDARY PLAT
VILLAGE AT MILLBROOK SECTION 2 SECONDARY PLAT
Steve Pittman and Ken Brasseur of Estridge Development Company appeared on behalf of
Millbrook, as well as Paul Claire of Schneider Engineering.
COMMENTS:
- Indiana Gas, Jim Rebuck has not yet seen plans (apparently sent to Rick Schlagle) and
does not know location of entrance and exits. Sections I and II are electric; III is gas,
entry to the east of Haverstick).
- Communications, LuAnn stated that the Subdivision name of Millbrook is already in
use and will need to be changed as well as street names of Brookview and Brookvista.
- County Surveyor, Steve Cash--No comments.
- DOCD, Dave Cunningham, asked for final covenants, petitioner will submit for Grove
and Village; need final signage plan. Creek area not platted; needs to know who will
maintain fringe area. response: Morgan to the north, Estridge to the South.
Petitioner will provide wetland evaluation from DNR.
- City Engineer,Randy Powell said that this subdivision's streets are not to City standards.
Engineer's office will recommend to Bd. Public Works that they not accept unless streets,
rights of way, through streets, and cul de sacs be brought up to city standards.
- County Surveyor, Steve Cash said floodway and drainage have been hashed out with
Petitioner.
- City Engineer, Randy Powell stated that since Creek will be regulated, Engineer's office
will defer any requirements to the Surveyor's Office.
MILLBROOK SPECIAL USE
MILLBROOK DEVELOPMENTAL STANDARDS

COMMENTS:
- Indiana Gas, Jim Rebuck stated no problems with proposed service. Needs as-built
drawings for standards in future.
- Communications, LuAnn Stephens, same comments as above.
- DOCD, Dave Cunningham stated he needs final covenants, subdivider agreement,
additional landscape and final signage plans, filing fee of $100.00..
- DOCD, Rick Brandau stated certificate on file for approval of construction in floodway
from Indiana Department of Natural Resources.
- Jim Nelson, attorney, common areas to be owned and maintained by homeowner's assoc.
There will be one master Millbrook Homeowners Assoc; covenants will be changed to
reflect. Separate plat restrictions may be implemented.
- DOCD, Rick Brandau said that the Village II Creek Area will be designated as one
block area and added to one of the two plats as one single block area and treated as
common area for the association. The association will pay for maintenance of drain and
common facilities and will provide snow removal.
- Board of Public Works will determine acceptance of streets on May 6.
STONEBRIDGE SECONDARY
Bruce Hagan, Prof. Engineer, appeared on behalf of Williams Creek Development Company,
developer of Stonebridge.
COMMENTS:
- Indiana Gas, Jeff Autry stated he has no problems with plans as presented, needs
easement for gas.
- Communications, LuAnn said street names are OK, but Subdivision name will have to
be changed.
- Carmel Fire Dept., Stan Puckett said all OK.
- County Surveyor, Steve Cash said he met with Bruce Hagan. Will require regulated
drain. Will go before Drainage Board. Need some alternatives for se corner in re to
drainage.
- Soil & Water Conservation, John South's letter of 4-28, petitioner has agreed to address
all comments.
- DOCD, Dave Cunningham stated the need for access easement and sidewalk needed
between lots 16 and 17; need recorded sewer, drainage, landscape and signage plans.
BRAMBLEWOOD SECONDARY
COMMENTS:
- Indiana Gas, Jeff Autry - no comment.
- Communications, LuAnn, all OK.

- Carmel Fire Department, Stan Puckett stated no response to date in regard to water
mains, fire hydrant locations, etc.
- County Surveyor's Office, Steve Cash stated initial comments have been satisfactorily
addressed; suggest contingency plan if drain not built.
- Soil, Water & Conservation, John South's letter of comments, petitioner to set up
meeting with John South. Petitioner will contact Steve Cash for schedule of drainage
board hearings. Petitioner is questioning effectiveness of two stage detention outlet.
Petitioner to develop part of lake to be used as a sediment basin.
- Indpls. Power & Light, Charles Eldridge expressed a need for common area drainage
easement, and utility easement behind sidewalk; concern getting utility cable through
between lots 20/31. Petitioner to talk with Linda Ray of IPL re cables.
- DOCD, Dave Cunningham requested that the covenants contain language to the effect
that each lot shall maintain at least two dusk to dawn lights to be installed by builder or
developer, (page 7). Dave requested that the following language be added: the sideyard
aggregate should be 25 to comply with zoning (page 5). Entrance detail plans--Right of
Way to be acquired by 5-11, petitioner to resolve and report. At intersections where
sidewalks intersect, DOCD asks that sidewalks be 45' parallel to the curb to allow people
to walk around the curbs and not have to go out in the Street.
- DOCD, Mike Hollibaugh stated he would like more detail in landscaping on east
property line--suggested planting along north and west property lines and introduce more
deciduous plantings in the scheme of things.
- Communications, LuAnna stated all OK.
CORNERSTONE PLACE
COMMENTS:
- Indiana Gas, Jim Rebuck said they can serve off 106th or Central, no problem.
- Communications, LuAnn stated all OK.
- Carmel Fire Department, Stan Puckett had no comments.
- County Surveyor, Steve Cash stated need for outlet request to Vernon Asher drain, must
show size of storm pipe.
- DOCD, Dave Cunningham stated items are satisfactory.
- City Engineer, Randy Powell no comments.
KROGER ADLS
COMMENTS:
- Indiana Gas, Jim Rebuck stated the gas main needs to be located (or re-located) as it
affects the Kroger property.
- Cannel Fire Dept., Stan Puckett stated fire hydrant and water main OK--request fire
dept. siamese be on island of northeast corner of building.
- Cannel Police Department, Roger Conn expressed concern regarding curb cut on

southwest corner of property--if only for trucks it would be OK, if for regular traffic in
and out, Carmel Police opposed due to heavy traffic in close proximity of Carmel Drive
and Rangeline Road; during rush hour it is heavy traffic and too hazardous.
Recommendation is for entrance only but no exit on this particular curb cut.
- Jim Nelson responded that this plan was presented to the Board of Public Works.
Basically, BPW has reviewed as shown and did suggest some modifications.
- Jim Klausmeier stated there is a channel island of concrete to allow only right turn in
and right turn out--no left turn in or out of driveway. Signs and pavement markings
would be sufficient to prohibit left turns out.
- Carmel Police, Roger Conn said in theory and on paper it looks like it would work, but
in practicality, it will not work--people will make left turns in and out. Initially, the
Department was opposed to the curb cut, but did approve for trucks only. Chief Conn
will attend BPW and City Council meeting to voice opposition.
- Jim Nelson stated that BPW did not official approve, but said everything looked fine
and to proceed. BPW will have final decision.
- DOCD, Terry Jones stated that the BPW will listen to the concerns of the Technical
Advisory Committee. Public safety will be a concern and this is an item for
discussion.
- City Engineer, Randy Powell asked about a six inch roll curb, Klausmeier responded
that it could be done.
- Carmel Police, Roger Conn said that it still would not be acceptable--only right turn in
and right turn out.
- Carmel Utilities, John Duffy requested inside meter setting.
- City Engineer, Randy Powell said sanitary sewer, water, and storm drainage had been
addressed; however up-dated plans need to be submitted.
- DOCD, Dave Cunningham asked about perimeter easements--not shown on drawings.
Existing trash screen on south, nothing on north side of property--same screen to be used.
Site location map needed; BPW to determine name of future street. Right of Way to be
dedicated.
- DOCD, Mike Hollibaugh stated plan looks much better. Purpose of painted island--
could be converted to raised, landscaped areas. Would rather trade parking lot numbers
(% of interior parking lot landscaping) for a balanced planting plan. Request that original
two islands be put back into plan. Request landscaping around transformer area and on
south property line. Also request additional screening on east property line to screen back
of building.
- DOCD, Terry Jones asked about cart corral. If planned in the future, Kroger could
come back for variance.
- Jim Nelson to respond to Mike Hollibaugh's comments.
- DOCD, Dave Cunningham said size and number variance will be needed for signage.
STAIR REZONE
Ramon L. and Arlene Stair are seeking approval for rezone from S-1 to B-7 to locate a

professional office at 3760 West 96th Street.
COMMENTS:
- Ramon L. Stair has certified mail green receipt cards and proof of publication of notice.
- DOCD, Dave Cunningham requested statement from petitioner as to non-opposition to
annexation (to be in recordable form). Need comp plan statement, sewer & water
statement, and traffic statement. Only first floor to be developed, 2800 square feet.
Second floor will not be used for business, only storage.
- DOCD, Rick Brandau asked if petitioner would be willing to install sidewalks when a
sidewalk plan is developed for area. Petitioner can add to non-opposition statement. The
fact that the second floor will not be developed needs to be made clear, since it will affect
the number of required parking spaces.
- County Surveyor, Steve Cash asked how much runoff/absorption, could warrant a catch
basin. Needs drainage calculations.
- County Highway letter, items 2 A, B, and C have been addressed. Items 1 A and B need
to be addressed.
- Indpls. Power&Light, Charles Eldridge said utility pole belongs to telephone company.
To change location would be a substantial charge. This item needs to be addressed. Mr.
Eldridge asked petitioner if proposed construction would increase or add to existing
electric load, petitioner responded in the negative. If petitioner is forced to move pole,
should get in touch with Chas. Eldridge.
- DOCD, Rick Brandau said because of 40' front yard setback requirement, petitioner
would not be able to add on the south.
- County Surveyor, Steve Cash requested soils map, and letter for flow/elevation showing
arrows for drainage.
WEAVER REZONE
Petitioner is seeking approval for rezone from R-3 to B-2 for future business at 755 East 106th
Street and Jessup Boulevard.
COMMENTS:
- DOCD, Dave Cunningham stated filed is in impeccable order.
- DOCD, Rick Brandau requested statement as to non-opposition to annex and
commitment for installation of sidewalks. Petitioner agrees to submit.
