TRAFFIC IMPACT STUDY
HAMILTON COUNTY, INDIANA
INTRODUCTION
This Traffic Impact Study was prepared for the C. P. Morgan Company (CPM) and
the Estridge Development Company (EDC). Each company proposes to develop a
residential neighborhood on separate portions of a 63 acre site west of Keystone Avenue
(SR 431) between 99th Street and 106th Street in Hamilton County.
This Traffic Impact Study conforms with the Applicants Guide - Transportation Impact
Studies For Proposed Development as prepared for the Carmel Plan Commission.
EXISTING SITE CONDITIONS
The location of the 63 acre site is shown by Figure 1. The site has frontage on both
99th Street and 106th Street. Although adjacent to Keystone Avenue, access to that
street is restricted.
The site is naturally separated by Carmel Creek and its associated flood plain. Three
distinct neighborhoods are proposed in the development plan. The flood plain will
serve as an open area for the benefit and enjoyment of the neighborhood residents.
The neighborhood to the north of Carmel Creek will contain 23 single family home
sites and will be developed by the C. P. Morgan Company. An interior street system
will connect with 106th Street at two proposed intersections.
There will be two neighborhoods south of Carmel Creek. These will be developed
by the Estridge Development Company. One will have 88 home sites and the other
will contain 9 home sites. The nine large lots have been designed to preserve trees
and the original homesite. Each neighborhood will be served by an independent internal
street system and will each have one proposed intersection on 99th Street.
EXISTING TRANSPORTATION FACILITIES
99th Street
99th Street is a Local Street according to the Carmel Thoroughfare Plan between
Keystone Avenue and Westfield Boulevard. On an average weekday the total daily
traffic (eastbound plus westbound) is nearly 1500 vehicles adjacent to the proposed
development site. Traffic volumes recorded on April 23, 1992 and April 24, 1992
indicated AM peak hour volumes of 54 eastbound vehicles and 78 westbound vehicles.
The PM peak hour volumes were found to be 57 eastbound and 123 westbound. 99th
Street is nearly 20' wide with no defined shoulders. The street widens to a total width
of 54 feet at Keystone Avenue as shown by Figure 2. Stop signs on 99th Street control
traffic at the intersection.

106th Street
106th Street is a Secondary Thoroughfare according to the Carmel Thoroughfare
Plan. It is continuous between River Avenue to the east and US 421 to the west.
Traffic volumes recorded on April 23 and 24, 1992 indicated an average daily traffic
volume of nearly 7000 on weekdays adjacent to the site. The AM peak hour volumes
were 208 eastbound vehicles and 451 westbound vehicles. The PM peak hour volumes
were 468 eastbound and 344 westbound. Pavement markings on 106th Street indicate
a 10' wide eastbound lane and an 11' wide westbound lane. 106th Street widens as
it approaches Keystone Avenue as shown in Figure 3. This intersection is currently
signalized as part of a computer controlled traffic signal system between I-465 and
Smokey Row Road (136th Street).
SR 431 (Keystone Avenue)
SR 431 (Keystone Avenue) is a divided Expressway with access controlled by the Indiana
Department of Transportation. Two travel lanes in each direction are provided north
of 99th Street, and three lanes in each direction are provided south of 99th Street.
Auxiliary left and right turn lanes are provided at both 99th and 106th Streets. A
traffic signal at 106th Street is a part of an interconnected system of signals along
SR 431.
SITE GENERATED TRAFFIC
The site generated traffic has been estimated in accordance with the 5th Edition
of Trip Generation as published by the Institute of Transportation Engineers. As
described earlier, three separate neighborhoods have been established in the
development. The C. P. Morgan neighborhood consists of 23 home sites. One of the
Estridge Development Company neighborhoods has 9 home sites and the other contains
88 home sites. The 23 home site area will have two ingress/egress points on 106th
Street. The other two areas will have one ingress/egress point each that intersects
with 99th Street. This is shown in Figure 4 which is a reprint of a preliminary site
plan for the development. For purposes of this report only, the access points on 106th
Street to the 23 home sites has been identified as intersection lA and 1B. Intersection
2 serves the 9 home site area from 99th Street and intersection 3 on 99th Street
provides access to the 88 home site area. Table 1 below provides the results of the
Site Generated Traffic estimation.

The distribution of the site generated traffic is shown by Figures 5 and 6 for AM
and PM peak hours. The distribution of site traffic to and from various directions
considers the configuration of the street network and opportunities for employment
and shopping.
IMPACT OF SITE GENERATED TRAFFIC ON EXISTING FACILITIES
Analyses were performed on each of the four new unsignalized local intersections
of the proposed development. The analyses were performed using the computer
software based on the 1985 Highway Capacity Manual. Summary reports are included
in the Technical Appendix for all intersections, for the AM and PM peak hours.
A general statement can be made that the impact on 99th Street and 106th Street
due to the site generated traffic will be insignificant. Both 99th Street and 106th
Street are expected to continue to operate at Level of Service (LOS) A during peak
hours and throughout the day.
The average right turning vehicle leaving the proposed development from any driveway
is expected to experience LOS A at all times. Left turning vehicles exiting the
development from driveways 2 and 3 are expected to experience LOS A at all times.
Left turning vehicles exiting the development at intersections 1A and 1B will
experience LOS B during the AM peak hour and LOS C during the PM peak hour.
The impact of the site generated traffic at the intersections on Keystone Avenue
at 106th Street and 99th Street is also expected to be insignificant. It is expected
that 30 additional vehicles will pass through the signalized intersection on Keystone
Avenue at 106th Street due to the development during AM and PM peak hours.
There is ample left turn and right turn storage capacity on Keystone Avenue at 99th
Street to service the existing plus site generated traffic. It is unlikely that a traffic
signal will be warranted upon complete build out of the development. Representatives
of the Indiana Department of Transportation should monitor this location in the future.
RECOMMENDATIONS AND CONCLUSION
The residential development as proposed by the C. P. Morgan Company and the Estridge
Development Company will have a very small impact on the surrounding transportation
system. This results from the fact that there are three distinct neighborhoods and
the associated ingress/egress points intersect two separate streets. The 88 homesite
neighborhood and the 9 homesite neighborhood are served by 99th Street which is
currently experiencing very low volumes of average daily traffic. The 23 homesite
neighborhood will be served by 106th Street at two locations. The intersections formed
by these two new drives will distribute the relatively light volumes of traffic generated
by this neighborhood.

After reviewing the site plan, including access points and internal roadway system,
no additional recommendations for improvement are made. The standard
acceleration/deceleration tapers shown for the new access points are sufficient and
the extension of the eastbound right turn lane between intersections 1A and 1B is
appropriate.
In conclusion, the results of this study do not indicate a significant impact on the
transportation system surrounding this proposed development, due to the anticipated
site generated traffic.
