SUMMARY A. This Telecommunications Standards document has been prepared to provide the Architect/Engineer/Contractor with the necessary telecommunications standards to assist with the design and installation that are required for telecommunications projects for the City of Carmel. 2. The Contractor shall at a minimum possess the following qualifications: a. Be in business a minimum of five (5) years. b. Possess those licenses/permits required to perform telecommunications installations in the specified jurisdiction. B. Personnel with knowledge in local, state, national codes, and regulations. All work shall comply with the latest revision of the codes or regulations. When conflict exists between local or national codes or regulations, the most stringent codes or regulations shall be followed. C. Must be able to commit at a minimum a single Project Manager and Lead Technician to this project. D. The contractor shall have completed standards based product and installation training. E. Contractor must possess current liability insurance certificates. F. Contractor must have personnel certified by BICSI on staff. COMMON WORK RESULTS: 1. QUALITY ASSURANCE A. The communications systems components and equipment shall be listed by Underwriters Laboratories, Inc., and the components shall bear the UL label. B. All work, including but not limited to: cabling, pathways, support structures, wiring, installation and workmanship shall comply with the latest editions of the requirements of the Authority Having Jurisdiction (AHJ), National Electrical Code, National Electrical Safety Code, all applicable local rules and regulations, equipment manufacturer's instructions, and the National Electrical Contractors Association (NECA) Standard of Installation. In case of discrepancy or disagreement between the documents noted above, the Contractor shall satisfy the most stringent requirements. C. Deviations from the Drawings, to avoid interferences, shall be considered a job condition and additional compensation will not be considered. In the event that such interferences occur in course of the Work, due to an error, omission, or oversight by the Contractor, no additional compensation shall be allowed. Interferences which may occur during the course of construction shall be brought to the immediate attention of the Owner & Owner’s representative. The Owner & Owner’s representative will review the condition and render a decision which shall be considered final. The decision will be confirmed in writing. D. If the products specified are no longer available, Contractor shall provide a replacement product that meets or exceeds the performance requirements of the original specified model at no additional cost. Replacement product information shall be submitted to the Owner & Owner’s representative for review. 2. SUBSTITUTION A. Substitution requests will be considered only if submitted to Owner or Owner’s Representative. Acceptance or rejection of proposed substitution is at Owner’s sole discretion. No exceptions. Requests for substitutions shall be considered not approved unless approval is issued in writing by Owner or Owner’s Representative. 3. WARRANTY A. All components, parts, and assemblies of the products supplied by the installer shall be guaranteed against defects in materials and workmanship for a period as indicated by the manufacturer and installer. B. Warranties shall include all labor, material, travel expenses, test equipment, equipment rental and any other expense required to troubleshoot, remove, repair or replace equipment or components to bring the system up to the original performance criteria and operation. C. Warranty services shall be provided by an installer certified by the equipment manufacturer during normal business hours. D. Provide warranty certificate as part of the closeout documentation. INSTALLATION NOTES: 1. INSTALLATION A. The contractor is responsible for providing complete and usable work per contract documents. All materials and equipment shall be provided with all accessories and additional work required for field conditions, as well as additional work and accessories required for complete, usable, and fully functional construction and systems, even if not explicitly specified or indicated. Communications system in this Contract shall be provided as complete and operable systems in full compliance with requirements on drawings and specification requirements. B. Contractor shall be responsible for coordinating installation of electrical systems with all field conditions and work of other trades. C. Contractor shall verify all field conditions and dimensions that affect selection and provision of materials and equipment, and shall provide any disassembly, reassembly, relocation, demolition, cutting and patching required to provide work specified or indicated, including relocation and reinstallation of existing wiring and equipment. 2. FIRESTOPPING A. The contractor shall firestop all penetrations of all walls and floors which extend to the underside of the floor or roof deck above. Firestopping shall be accomplished after all cables are pulled using UL classified systems with fire rating equal to or greater than the fire rating of the floor or wall assembly penetrated. Install in accordance with the manufacturer’s printed instructions. All other penetrations or openings in non-fire rated walls shall be repaired and sealed with materials to match the existing construction. 3. DELIVERY AND STORAGE A. Contractor shall be responsible for the deliveries, storing and handling of all materials relative to the communications systems, including materials supplied by others that are part of the communications installation contract. Material shall be stored and protected per manufacturer’s instructions. Contractor shall be responsible for the security of all material during installation. For all material provided by contractor, or delivered to contractor on site, contractor assumes full responsibility and liabilit y for any material shortages, damage or loss due to storage and handling methods.
