The City has received your comment letter and revised drawings dated October 18, 2004 based upon the
City review of September 29, 2004.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLANS
3. Sheet C600 - Storm Sewer Plan and Profile
. Comments on previous reviews: "Structures 152 and 1511ess than 12" from top of pipe to
bottom of pavement aggregate course." and "Please provide minimum 12" cover from top of
pipe to bottom of pavement aggregate course." It is apparent that minimum cover is not
provided. Please provide flowable fill between structures 152 and 151 and change pipe to
Class V.
Based on additional review, the City provides additional comments:
3. Comment on previous review: "Please provide details for pond spillway." Thank you for adding
the detail. The elevations should be 915.30 and 913.41.
6. Comment on previous review: "Does pipe crowns not being matched have a negative impact on
hydraulic grade iine?" Thank you for adding hydraulic grade line. .. ... . .
12. Comment on previous review: "Why is sidewalk on Windy Knoll Lane not one foot from the
back right-of-way?" This will be allowed if this is consistent with other sections.
-If you agree with our comments, please make the revisions and submit all copies necessary for approval
and we will approve the drawings. All bonds and performance guarantees (if required) must be posted
prior to Engineering Department approval. Also, Board of Public Works and Safety approval (if required)
must be obtained prior to Engineering Department approval.

The City has received your comment letter and revised drawings dated July 12,2004 based upon the City
review ofJune 15,2004.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS-CONSTRUCTION PLA..~S
1. We have engaged Crossroad Engineers to review all storm drainage plans and drainage "
calculations submitted to this office for review. We will share these reviews with you as they are
received.
2. C200 - Site Development Plan
. Comment from previous review: "Will there be basements/walk-out basements in this
section? It appears that there should be Minimum Flood Protection Grades (MFPG)
established for:the lots that might be affected by the emergency overflow route. Will this
be designated as an Emergency Flood Route?" There will be no walkout basements, but
with regular basements there will be windows. Those windows need to be two feet above
IOO-year flood.
. Comment from previous review: "Indicate swale slopes (1 % minimum)." Please provide
a 1 % swale along lots 85-91 even if more inlets are needed.
14. Sheet C400, Sheet C40I, Sheet C402 - Street Plan and Profile
. Comment on previous review: "We require a minimum cover of 12-inches between top of
pipe and bottom of pavement aggregate course. Please place this notation on all appropriate
sheets." On the Street Plan and Profile sheets, the Sanitary Sewer Plan and Profile Sheets,
and the Storm Sew~r Plan and Profile sheets, add the following note: THERE SHALL BE A
12" MINIMUM COVER FROM TOP OF PIPE TO BOTTOM OF AGGREGATE COURSE
OF PAVEMENT SECTION ON ALL STREET PIPE CROSSINGS.
. Comment on previous review: "Indicate the pavement widths at the median locations on
Windy Knoll Lane and show r.o.w.lpavement widths on Oliver Lane and Piazza Court."
Please indicate right-of-way width and pavement width on Piazza Court.
3. Sheet C600 - Storm Sewer Plan and Profile
. Comment on previous review: "Structures 152 and 151 less than 12" from top of pipe to
bottom of pavement aggregate course." Please provide minimum 12" cover from top of pipe
to bottom of pavement aggregate course.
Based on additional review, the City provides additional comments:
1. On secondary plat and construction plans, in the curve data, "D" is not the normal nomenclature
for a deflection angle. Please correct this.

2. Sheet C200 - Site Development Plan. More information is needed for the contractor to be able to
layout and construct the medians (length, widths at transition points, radius at each end, center
points of each radius, lane widths at small ends).
3. Please provide details for pond spillway.
4. Storm sewer structure 154 - the casting sits on pipe. There is very little, if any, distance from top
of structure to top of pipe.
5. Can structure 150 be constructed to County standards?
6. Does pipe crowns not being matched have a negative impact on hydraulic grade line?
7. Some yard inlets and pipe runs outside of pavement have less than two feet of cover normally
required by County. Please confirm with County that this is acceptable.
8. Revise the note: "NO W A TERMAIN VALVES ARE TO BE PLACED WITHIN THE
STREETS" to ''NO W A TERMAIN VALVES ARE TO BE PLACED WITHIN THE STREETS,
CURBS, OR SIDEWALKS."
9. Show water mains on street and storm sewer plan and profile sheets.
10. Add a reinforced concrete pipe bedding detail.
11. Check with Gary Hoyt that thirteen-foot lane width at median islands is sufficient.
12. Why is sidewalk on Windy Knoll Lane not one foot from the back right-of-way?

supervision to assure conformance with 327 IAC 3 and the plans and specifications require the
construction of said project to be performed in conformance with 327 IAC 3-6. The daily design
flow rates, in accordance with 327 IAC 3-6-11 generated from within the specific area that will be
collected by the proposed collection system that is the subject of the application, plans, and
specifications (when functioning as designed and properly installed), will not cause overflowing or
bypassing in the same specific area serviced by the proposed collection system other than from
NPDES authorized discharge points. The proposed collection system does not include new combined
sewers (serving new areas) or a combined sewer extension to existing combined sewers. The sewer
at the point of connection is physically in existence and operation. Based upon information provided
by the Owner of the Wastewater System, the ability for this collection system to comply with 327
IAC 3 is not contingent on downstream water pollution control system construction that has not been
completed and put into operation. The design of the proposed project meets applicable local rules or
laws, regulations and ordinances. The information submitted is true, accurate, and complete, to the

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on June 17,2004 for this project and have the following comments:
NOTE: Existinl drainage problems exist in the J.W. Brendle Regulated Drain
Watershed and it has been approved by the Hamilton County Drainage Board
for a (:omplete watenhed study to be conducted. No additional development in
this watershed will be approved until this study is complete ud corrective
action Is taken to address the drainage problems.
1. The proposed project falls in the jurisdiction of the City of Carmel
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The propOsed project falls in the J.W. Brendle Regulated Drain Watershed, which
has an allowable release l'a,te of 0.24 cfs per acre.
S. Please submit the following procedural items to this office, petition for regulated
subdivision, outlet permit, engineer's estimate, and all associated bonds for 120%

the 100 year elevation. The emet'gency routing must have a positive fall route
away from the pond to an adequate outlet. No adequate emergency ovedlow is

9. Please show the ponding that will occur during the 100 year storm event at end
sections 154 and 160. If the emergency overflow is not correct on Pond #3, these

4. T.AC. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of four-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
the Director of Carmel Utilities. The Owner will receive one-set that is to be maintained on the
construction site at all times. Carmel Utilities will receive one-set, our Construction Manager will
receive one-set and one-set will be maintained in the Engineering Department. We will approve an
additional two-sets of drawings, totaling six-sets if desired. The additional sets must be provided
with the minimum four-sets. Since there is dual jurisdiction with the Hamilton County Surveyor's
Office, the coordination of approval between the two agencies and the total number of sets of
drawings required for approval will be determined later.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a
separate review regarding these issues. Please assure that Carmel Utilities is on the distribution
list for all drawings and drawing revisions.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
8. I am including copies of the following with this correspondence:

BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:

. Curbs

. Storm Sewers/Drainage (dependant upon jurisdiction)
. Monuments and Markers (dependant upon jurisdiction)
. Street Signs
. Sidewalks (interior builders lot sidewalks and perimeter right of way sidewalks/right of way
sidewalks adjacent to common areas may be bonded separately).
The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate for 100%
of the cost oflabor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/CertifiedlOfficial Checks. Please reference the enclosures for more detailed explanation
of our procedures.

AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to start of construction activities (the exception is that you are
allowed to move dirt on site). Availability Fees are based upon total platted acreage for the
development at the rate of$I,OIO.OO per acre for Water Availability. Based upon the secondary
plat indicated acreage, the following Availability Fees would apply:
Water - 30.853 Acres @ $1,01O.00/Acre = $ 31,162.00
Connection Fees are $1,310.00 for water per single-family residence. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and the subdivision
has been released for permits. Connection Fees are paid on a ner-lot basis.
. If an irrigation system is planned is planned for this, or any future section of the
development, additional Water Connection Fees will be assessed based upon the
recom.mendation of the Director of Carmel Utilities.

11. We have engaged Crossroad Engineers to review all storm drainage plans and drainage
calculations submitted to this office for review. We will share these reviews with you as they are
received.
12. C200 - Site Development Plan
. Indicate the pavement widths at the median locations at Oliver Lane and Windy Knoll
lane. What is the purpose of the islands?
. The note regarding signs, sprinkler systems, trees, etc. in the right of way is not included
with these plans. If it is, it should be modified to indicate that installation of amenities
will require review and approval by the City of Carmel.
. There are two instances (at Lots 84, 85 and 91) where riprap is installed in what will the
back yards of the residences. From past experience, we would expect objections from
future homeowners as the homes are built and landscaped. Please propose an alternative
or alternatives to resolve this issue.
. Will there be basements/walk-out basements in this section? It appears that there should
be Minimum Flood Protection Grades (MFPG) established for the lots that might be
affected by the emergency overflow route. Will this be designated as an Emergency
Flood Route?
. Please provide more detail on the emergency overflow route. Is this overflow being
directed to structure 150? Given the elevations indicated, how will this route function?
. Freeze water main from this plan or show whole system.
. Indicate swale slopes (1 % minimum).
13. Sheet C300 - Storm Water Pollution and Protection Details
. Where is the concrete swale noted?

UTILITY SUMMARY FOR THE RIDGE AT HAYDEN RUN
Electric
Electric service will be provided by Cinergy. The development will be served by existing
power service within the area of the subject site along 141st Street.
I~lephone
Telephone service will be provided by Ameritech. The development will be serviced by
existing telephone facilities along 141st Street.
Water
Water service will be provided by Carmel Utilities. The watermain will be extended out
of the existing section from the north.
Sanitary Sewer
Sanitary sewer service will be provided by the Clay Township Regional Waste District
(CTRWD). CTRWD will extend the sewer from the section to the north and south.
Drainage
The pre-developed drainage follows basically a southeastwardly pattern across this site
ultimately to the East ann of the IW. Brendle Drain. Post-developed conditions will
collect the entire development through a series of swales and pipes directing stormwater
to retention ponds located in the center and East side of this development. All
stonnwater ultimately will be routed to a pond located near the center of the development
along its East line where it will discharge into the storm sewer/pond system of the
existing Lakeside Park Subdivision which leaves that system and ultimately outletting
into the Long Branch Drain.
Gas
Natural gas service will be provided by Vectren. A gas main must be extended to the site
from the section to the north. The exact route and size will be detennined by Vectren.
