Dear Mr. Burke:
The Department of Engineering has reviewed the revised sets and comment letter dated March 3,2005 and
revised drawings dated June 3, 2005 based on Crossroads drainage review for this project. The Department
reviewed the latest set submitted. The Department offers the following comments:
PROJECT COMMENTS
The items from the Departments review letter dated February 9,2005 have been addressed with the
exception of the following:
1. Comment on previous review: "Please indicate subsurface drains to be double wall." Thank you for
adding the note to the sheet. Please also add a note to the detail on Sheet C801.
2. Comment on previous review: "Are turning radii adequate for fire trucks, moving vans, etc.?" Thank
you for your response. As you know, this was a discussion point at the T AC meeting with the Fire
Department. Please confirm with the Fire Department that the radii are acceptable.
3. Comment on previous review: "In the Street Cross-Section and Typical Frontage Drive section, please
show the outside edge of the subsurface drain trench aligned with the back of the curb." The response
indicated that the subsurface drain location had been revised on the appropriate details, but the
revisions were not reflected on the latest set of plans. Please revise.
ADDITIONAL COMMENTS
Based on this review, the Department provides the following additional comments:
4. Please revise the MFPG note on Sheet CI0l which reads "Finished Floor Elevation" to read as
follows: "Finished Floor Elevation, including the Finish Floor Elevation of any basements, as well as
any structure openings including doors, windows, etc."
5. Please remove the disclaimer above the seal area on the title sheet from the drawings submitted for
approval. The Department will only approve drawings that are not subject to periodic revisions.
These comments represent the Department of Engineering's second review of this project. We request that
all responses to our comments be provided in writing. Failure to provide written responses may result in
the delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.

This letter is in response to your revisions on the secondary plat application for the Village ofWestc1ay Section
10004-B Secondary Plat. The following issues must be resolved:
The following must be revised on the plat:
1. Remove centerline monumentation from Towne Road
2. Increase the line weight at the Towne Road right of way, and decrease the line weight of those
lines within the right of way (plat should indicate the boundary of this section is at the right of way,
and does not extend to the street centerline).
Once all required changes have been made and comments addressed, please produce a Mylar copy (with owner's
signature) for signature by this Department. Two paper copies of the plat must be fIled with the Mylar prior to
recording. A digital version, three paper copies, and a Mylar of the recorded plat must be submitted following
recordation. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans according
to the items listed above.

The construction component of the Storm water Pollution Prevention Plan includes stormwater quality
measures to address erosion, sedimentation, and other pollutants associated with land disturbance and
construction activities. Proper implementation of the plan and inspections of the construction site are
necessary to minimize the discharge of pollutants. The Project Site Owner should be aware that
unforeseen construction activities and weather conditions may affect the performance of a practice or the
effectiveness of the plan. The plan must be a flexible document, with provisions to modifY or substitute
ractices as necessary.

We have reviewed the plat and plans submitted for the February 16, 2005 Technical Advisory Committed
meeting. We offer the following comments:

1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way (Towne RoadlInterior Streets) - City of Carmel.
. Water - Indianapolis Water Company Service Area.
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Drainage - Hamilton County Surveyor's Office (City of Carmel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)

- A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously sent for your use. Please use the Engineering Department deadlines for submissions to
the Board. Any submission to tile Board requires prior approval by tile Carmel Clay Plan
Commission and/or tile Board of Zoning Appeals (if applicable) alld completion of review by
the Technical Advisory Committee. All written requests to be placed on the Board's agenda
must include tile appropriate Docket Number alld the date (or dates) of approval by the Plan
Commission and/or the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Hamilton County Surveyor's
Office issues have been resolved. The design engineer must certify all drawings submitted for
final approval. Because of the dual jurisdiction between the City of Carmel and the Hamilton
County Surveyor, we will require a minimum of seven-sets of drawings fro approval after all
issues have been resolved. The drawings will be stamped as approved and will be signed by the

Carmel City Engineer. The seven-sets will then sent to the Hamilton County Surveyor's Office
fro approval and signatures. Two sets are to be returned to the City of Carmel, The Hamilton
County Surveyor's Office will retain two-sets. The Developer, the Engineer and the Contractor
will each receive one-set.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.

BONDING REOillREMENTS
7. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Street Signs
. Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt
paths may be bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the
enclosur~s for more detailed explanation of our procedures.
8. We have engaged Crossroad Engineer's to review all drainage plans and drainage calculations
submitted to this office for review. We will share these review comments from Crossroad
Engineers as they are received.
COMMENTS - SECONDARY PLAT
9. Please label alleys as "Private".
COMMENTS - CONSTRUCTION PLANS
10. Sheet ClOl- Development Plan
. Please indicate subsurface drains to be double wall.
. The -subsurface drains on Blisland Street need to discharge to street inlets. Additional inlets
are necessary. Additional inlets would be expected opposite structure 603 and in the vicinity
of structure 601.
. The City standard street is a minimum right of way of 50-feet and a minimum street width of
30-feet.
. Please label the width of the alleys and label as private.
. Are turning radii adequate for fire trucks, moving vans, etc.?
. All lots adjacent to side yard easements should be wide enough to accommodate the
anticipated house model and any planned driveways such that there is no encroachments into
the easement.
. All the horizontal curves in Blisland Street around Block "A" Commons have radii that are
less than the City's minimum standard of ISO-feet.
. The alley from lot 905 to lot 900 is very long. Is the inverted crown section adequate to
convey the design storm and not pond significantly in the alley?

. Please coordinate purchase, installation, and maintenance of signs in right-of-way with Street
Department.
12. Sheet C801 - Street Details
. In the Street Cross-Section and Typical Frontage Drive section, please show the outside edge
of the subsurface drain trench aligned with the back of the curb.
13. Sheet C701 - Water Distribution Plan
. General note #2, "6-inches of the excavation below the start of the aggregate base sub base",
please delete the word "base".
14. Please confirm with the Department of Community Services that the alley can be installed on the
perimeter as shown behind lots 905 to 898. Is any screening or setback required?
15. Is the sole inlet in the alley behind lots 905 to 898 adequate to receive any runoff from the
property to the north? Does any off-site acreage need to be accommodated or routed directly to
the pond?
16. It is apparent from the details that chair back curb is to be installed along all roadways. As we
have discussed previously, this type of curb does not facilitate driveway access. Please add detail
13/C801 from Village of West Clay, Section 9007.
17. All paving within the existing and proposed City right-of-way shall conform to the requirements
of the Department of Engineering. Please add a note to the drawings that the Contractor shall
contact the Department of Engineering to schedule a pre-construction meeting to review the
Department's construction requirements, staff notification requirements, required inspections for
certain stages of the work and to review the authority of the Department as it relates to work
within the existing and proposed City right-of-way.

We have reviewed the construction plans submitted to the Hamilton COtlttty Surveyor's
Office on February 3, 2005 for this project and have the following comments:
1. The proposed project faDs in the jurisdiction of the City of Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the Clay Creek Regulated Drain Watershed.
4. This project will be a Hamilton County Regulated Drain Subdivision, subject
to approval of the Hamilton County Orainage Board. As per the prior
agreement for the Village of West Clay, the underdrains will not be pan of the
regulated system.
S. Please submit the following procedural items to this office, petition for
regulated subdivision, non-enforcement request for subdivision, outlet permit
(Clay Creek Drain), engineer's estimate. and all u$Ociated bonds for 120010 of

lots 90S and 906 need to be moved sHgbdy.
8. A Datul'8I watercourse or swate exist on the property north oftbis site, that
provided drainage for part of Towne Road, drains onto this parcel and towards
Clay Creek. I see DO representation of this drainage path or any structure to
pick up this water flow. Do to the fact that water already ponels on Towne
Road at this ~ we need to make sure we are improving the situation and.
not making it worse. Please investigate this and make the necessary cbanges
needed to pick up this water flow.

The following must be indicated on the plat:
1. Secondary Plat Docket Number 05020007 SP.
2. Registered Surveyor's Seal.
3. Legend symbol for 4"x 4" concrete monument should match that used in the plat drawing.
4. Please add "AE" to the legend.
Concerns and Comments are as follow:
1. Please provide a complete landscape plan for review.
2. A copy of the landscape plan approvalletter/e-mail from the Urban Forester is required prior to
plat approval and signature.
3. Please provide lighting location and fixture details. All lighting should be indicated on a plan
sheet.
Please wait to submit a revised secondary plat until after the Technical Advisory Committee (TAC) has met on this
