CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, October 19, 2022 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2022-00190 ADLS Amend: Ozwell Fitness The applicant seeks design approval for a building addition and remodel to the former Williams Comfort Air building for a new fitness facility. The site is located at 1077 3rd Avenue SW. It is zoned
I-1/Industrial and is not located within any overlay district. Filed by Shawn Jones of CEC Inc. on behalf of the owner, Gemi Ozdemir.
Dan Moriarity of Studio M Architecture & Planning presented the project. This project will include a proposed addition of approximately 3,500 sq. ft. and remodel of a former warehouse to a fitness center featuring a collapsing greenhouse element. The project was previously filed and withdrawn.
Dave McCoy – City of Carmel Addressing - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding right-of-way improvements and connections to sidewalk from the building to the sidewalk along 3rd Avenue. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding existing landscaping along the western perimeter. Mr. Mindham requested the original landscape plan for the site from Williams Comfort Air details be combined with the proposed landscape plan. Aliza Shalit – City of Carmel Signage
- Comments submitted on ProjectDox regarding number of signs and signage on a non-street-front elevation. Ms. Shalit inquired about the materials used on the top portion of the masonry addition. Mr. Moriarity stated the material would be Hardie paneling. Mr. Moriarity inquired if any signage
was allowed on building sides without street-frontage. Ms. Shalit stated that buildings are allowed one sign per street frontage and the proposed design features two signs on the street-fronting elevation and two signs on a non-street-front elevation. Mr. Moriarity inquired if Ms. Shalit was counting the brick logo design in the masonry elevation as a sign. Ms. Shalit confirmed that the design was considered as signage. Mr. Moriarity inquired about Monon Trail counting as street frontage. Ms. Shalit stated that the Monon Trail is not considered as a public street. Mr. Moriarity inquired how businesses like the
Carmichael Hotel and the Palladium acquired signage along the Monon Trail. Ms. Shalit stated that those projects likely required variances and informed Mr. Moriarity that the applicants could apply for variances and upon further review staff would determine if the variances would be supported by the Department of Community Services.

Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox and requested a 30’ drainage easement along the northern
property line. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn stated that Mr. Moriarity work be working with herself if any variance applications were filed. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling asked Mr. Moriarity if he had reviewed the project’s previously withdrawn review comments. Mr. Moriarity stated he had not seen the prior submission’s review comments. Ms. Keesling offered to share these review comments with Mr. Moriarity. Ms. Keesling seemed content with the proposed changes from the original project submittal including the building’s new size.
Ms. Keesling reiterated Mr. Littlejohn’s comments regarding pedestrian connectivity and inquired about an outdoor mechanical unit for a cryo-chamber. Mr. Moriarity stated condenser unit was needed but may be able to be mounted upon the roof. Ms. Keesling requested the condenser not
block access to the sidewalk and Mr. Moriarity stated that the condenser should be easily able to mount on the roof.
Ms. Keesling stated that she was under the impression that the blue Hardie paneling on top of the masonry addition was to be colored glass and inquired why the addition did not include any windows. Mr. Moriarity stated that the addition includes locker rooms and offered to propose the possibility of utilizing colored glass to let more light into the space with the property owner. Ms. Keesling stated that signage issues would need to be worked out with variance petitions and advised Mr. Moriarity that the petition would only go to the Commercial Committee and would not need public notice due to the face that the docket is an ADLS Amendment. Mr. Moriarity inquired about the property owner being able to connect the proposed project to the Monon Trail. Ms. Keesling stated that the connection details would be worked through with the Engineering Department. Mr. Littlejohn stated that the connection would need Board of Public
Works approval through the Engineering Department to illustrate the amount of disturbance with vegetation and drainage. Ms. Keesling also mentioned that there was previous concern about the connection being open to the public as an access easement through the site.
9:15 a.m. Docket No. PZ-2022-00191 Z: Rosie’s Garden Rezone The applicant seeks approval to rezone the site (about 15 acres) from R1/Residence and B1/Business to B3/Business. The site is located at 10402 North College Ave. It is currently zoned R1/Residence,
B1/Business, and B3/Business. Part of the site is located within the Homeplace Business District Overlay. Filed by Andrew Wert of Church Hittle and Antrim on behalf of Lawrence & Mary Beth Hughes, owners. Andrew Wert of Church Hittle and Antrim presented the project. This project will include a rezone of nearly 15 acres from R-1 and B-1 to B-3 for a future expansion project at Rosie’s Garden including a parking lot expansion and a new building addition. submitted on ProjectDox regarding future items to consider when filing the DP/ADLS portion of the project. Daren Mindham – City of Carmel Urban Forestry - No comments. - No comments regarding the rezone but Mr. Jordan did include a comment regarding the applicants possibly dumping a wetland as brought up by the Stormwater Administrator. Mr. Wert stated that he had verified with the property owners that dumping was no longer happening at the site. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn inquired about the eastern portion of the site included in the rezone petition that is also
located within the Homeplace Business District Overlay. Ms. Conn asked Mr. Wert if the intention was to keep the area in the overlay district. Mr. Wert stated that he would have to look into the standards for the overlay district. Ms. Conn stated that based on the conceptual plan, she assessed that various variances would be needed. Mr. Wert stated that the applicants may wish to rezone out of the overlay district if staff was supportive of the decision rather than try to apply for multiple variances. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling requested more information for the applicant’s choice of rezoning to the B-3 zoning district as opposed to selecting the B-1 zoning district already located on the site. Ms. Keesling requested the petitioners formally outline the advantages and disadvantages of the B-3 zoning
district and provide a comparison of allowable uses. Ms. Keesling also requested the rezoning map reflect the City’s regular zoning map to call attention to what the actual zoning districts are around the surrounding area.
