CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, November 16, 2022 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2022-00154 DP/ADLS: 116th & Rangeline Redevelopment The applicant seeks site plan and design approval for a new 2-story building on 0.89 acres. The site is located at 1701 E. 116th Street. The site is zoned B-3 and is within the Rangeline Road Overlay
District. Filed by Warren Johnson, owner. Scott Rucker of Weihe Engineers presented the project. This project will include a proposed new
building with office space as well as a bank with a drive thru. Dave McCoy – City of Carmel Addressing
- Mr. McCoy requested the applicant contact Nick Mishler in the Building & Code Services office with future suite numbers. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Mr. Littlejohn stated there would likely be conversations with the Department of Community Services and Engineering Department regarding the path and urban commercial sidewalk along Rangeline Road. Aliza Shalit – City of Carmel Signage - Comments submitted on ProjectDox. Ryan Murt – City of Carmel Streets - Mr. Murt stated that once construction is close to being finalized his department will do a walkthrough of their irrigation system along Rangeline Road to ensure there was no damage due to

Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Eric Carter of Weihe Engineers inquired about some of the
drainage calculations and requested to set up a call with Mr. Jordan and Crossroad Engineers. Mr. Jordan confirmed that a meeting could be set up outside of TAC. Ms. Keesling inquired if the City was installing the sidewalk around the new roundabout improvement or if the installation was to be postponed until construction commenced. Mr. Rucker stated that he was under the impression that the City was not installing the sidewalk until the foundation or footers were installed in the building. Ms. Keesling stated that she would like to receive confirmation from the City Engineer. Mr. Jordan stated he would confirm the proposed schedule with the City Engineer. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that the sidewalk along the roundabout was one of her largest concerns with the site plan along with the absence of street trees. Ms. Keesling recommended shifting the building
and/or the drive thru to accommodate the required street trees. Ms. Keesling stated that the building base should be masonry with brick or stone materials and noted that the blue-colored materials for the bank portion of the building were too brand-specific and recommended working branding
through signage and window graphics that are less blatant. Ms. Keesling stated that the building should be the focal point, not the branding of a specific business. Ms. Keesling stated that a few variances might be required as well. 9:15 a.m. (UV, V) Insurance Office Variances The applicant seeks the following use variance and development standards variance approvals: Docket No. PZ-2022-00192 UV UDO Section 2.03 - Office use not allowed, Use variance requested. Docket No. PZ-2022-00193 V UDO Section 5.39.H.5.b.iii - Ground Sign type requested for residential structure converted to office. Docket No. PZ-2022-00201 V UDO Section 2.04 - Minimum 40’ front yard building setback required, 31’ requested. Docket No. PZ-2022-00203 V UDO Section 5.39.H.2 - One sign allowed, Two signs requested. The site is located at 4991 E. Main St. and is zoned S1/Residence. Filed by Katelyn Klingler (Leveque) of Dinsmore Law Firm, on behalf Marshall Holdings LLC.
Misha Rabinowitch of Dinsmore Law Firm presented the project. This project will include variances to convert a residential home to an office for an insurance agency for usage, signage, and front yard
setback. Jon Sheidler of LandWorx Engineering, LLC stated the dedication of right-of-way and installation of an ADA ramp prevent the existing structure to meet the required minimum front yard building setback. Dave McCoy – City of Carmel Addressing - No comments. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham stated that he had the landscape plan stamped and approved. Ryan Murt – City of Carmel Streets - No comments. Bill Hohlt – City of Carmel Building & Code Services - No comments. Alex Jordan – City of Carmel Engineering - No comments regarding the use variances but Mr. Jordan stated that the Stormwater Administrator determined if the project exceeds more than 0.25 acres of disturbance the Engineering department would have to review the project and require detention. Mr. Jordan stated he would take a more
detailed look once construction documents become available. Rachel Keesling – City of Carmel Planning & Zoning

- Comments submitted on ProjectDox. Ms. Conn notified Mr. Rabinowitch that information packets were due Friday, November 18th, 2022. Mr. Rabinowitch stated that the information packets should have been mailed out the day prior to the TAC meeting. 9:30 a.m. Docket No. PZ-2022-00224 OA: BJ’s Wholesale Club - 146th and Keystone PUD Amend The applicant seeks to amend the PUD to add accessory uses and update various other development standards requirements to construct a BJ’s Wholesale Club building. The site is located at 14480 Lowes Way. It is currently zoned PUD: Z-344 - 146th & Keystone Ave. PUD. Filed by Marc LaVoie, PE, of BJ’s Wholesale Club, Inc. Gene Beiermann with Kite Realty Group presented the project. This project will include an amendment to the 146th and Keystone PUD to develop a new wholesale club of approximately 100,000 sq. ft. within
Greyhound Commons along Lowes Way. Dave McCoy – City of Carmel Addressing
- No comments regarding the PUD amendment. Mr. McCoy noted that he proposed an address of 14400 Lowes Way as opposed to one of the existing addresses for the two vacant restaurants located on the property. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding connections to sidewalks and path. Aliza Shalit – City of Carmel Signage - Comments drafted on ProjectDox regarding signage language. Ms. Shalit stated she would submit her comments back to the applicants at the end of the day. Alex Jordan – City of Carmel Engineering - No comments regarding the PUD amendment but Mr. Jordan stated that he would take a more detailed look at the project once construction documents become available. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that she had been working with Mark Jenkins with Kite Realty Group on the project design. Ms. Keesling noted that she felt there was additional issues to address regarding
honing in on the building design and providing more opportunities for pedestrian-scaled detailing. Ms. Keesling requested the applicants make the rear elevation fronting off of Lowest Way appear more like a front elevation due to the street frontage and mentioned the disproportionate scale of
design elements. Ms. Keesling expressed her disappointment in the proposed location of the gas station adjacent to
Cool Creek addressing major environmental concerns. Ms. Keesling reminded the applications of the required 500’ distance from the gas station to residential neighborhoods and noted that gas stations were not currently allowed as a primary use within the PUD. Ms. Keesling stated that the PUD referred to the B-2 zoning district for allowable accessory uses and noted that gas station was not an allowable accessory use for the B-2 zoning district. Ms. Keesling noted that there was a need to clean up the proposed PUD language.
