Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2022-00025 PPA: Five-Ten Subdivision PP Amend The applicant seeks primary plat amendment approval to reconfigure 2 lots and 2 blocks into 3 lots on 1.95 acres. The site is located at 510 1st Avenue NW and is zoned R-2/Residence within the Old Town Overlay Zone. Filed by Tom Lazzara of Custom Living USA. Tom Lazzara of Custom Living USA presented the project. This project will include replatting a land-locked lot to accommodate two additional single-family home parcels with alley access with a shared private drive. Daren Mindham – City of Carmel Urban Forestry - No comments. Mr. Mindham advised that any Monon right-of-way trees are preserved and fenced off if construction occurs nearby. David Littlejohn – City of Carmel Alternative Transportation - No comments. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox regarding stormwater technical standards. Mr. Jordan offered to set up a meeting for further clarification. Terry Krueskamp – City of Carmel GIS - Commenting on behalf of Dave McCoy from City of Carmel Addressing. Mr. McCoy had addresses ready to go as soon as the Secondary Plat is approved. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on ProjectDox regarding verification of the vacation of a regulated drain. Mr. Lazzara confirmed that this vacation approval took place on November 20th, 2021 Hamilton County Drainage Board hearing. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox regarding any variances that may have been needed. No major concerns were raised with the proposed layout. The applicant seeks administrative secondary plat and construction plans approvals for 34 lots on 16.87 acres. The site is located at 947 W. 146th St. and zoned PUD/Planned Unit Development (Ordinance Z-667-21). Filed by Duane Sharrer of Weihe Engineers, Inc. on behalf of Less Impact Development, owner. Duane Sharrer of Weihe Engineers, Inc presented the project. This project will include a subdivision of new single-family homes. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham informed applicant that the landscape plan would be stamped and approved in ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding required bicycle parking per the PUD and the UDO. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Terry Krueskamp – City of Carmel GIS - Commenting on behalf of Dave McCoy from City of Carmel Addressing. Mr. McCoy had no comments. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on ProjectDox regarding easements and tree preservation. Mr. Clark confirmed that the subdivision would be county regulated and will involve the reconstruction of an existing regulated drain. Angie Conn – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Mr. Sharrer inquired if amenity plans for gazebo will be required for site construction plan approval. Ms. Conn answered that the gazebo amenity was proposed as a part of the PUD review primary plat process and that more details are required along with confirmation that the gazebo will be constructed in the future.
