Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2022-00033 ADLS Amend: Ozwell Fitness The applicant seeks approval for the remodel and expansion of the former Williams Comfort Air building for a new fitness facility. The site is located at 1077 3rd Avenue SW. It is zoned I-1/Industrial and is not located within any overlay district. Filed by David Gilman of Land Development Services on behalf of the owner. David Gilman of Land Development Services presented the project. This project will include the remodel and expansion of the former Williams Comfort Air building into a new 17,500 sq. ft. fitness center. Dave McCoy – City of Carmel Addressing - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Ryan Hartman – TriCo Regional Sewer Utility - No comments as the properties are not located within TriCo Regional Sewer Utility service territory. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding north perimeter construction limits, potential future drainage easement landscaping, eastern perimeter setbacks, landscaping along the Monon Trail, and parking lot landscaping requirements. Mr. Gilman inquired about the north perimeter and stated the Engineering Department requested this area be used as a drainage easement while Mr. Mindham requested landscaping. Mr. Gilman stated that they wanted to ensure the plantings provided in the potential easement would not be removed at a later time. Mr. Mindham stated that landscaping is not required in county regulated drains and/or right-of-way and confirmed that landscaping would still be required in the potential easement. Angie Conn – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Conn stated that Rachel Keesling would be the Planning & Zoning contact throughout the filing process. Ms. Lopez recommended the applicants look to ProjectDox for comments by Ms. Keesling as was not in attendance. The renovation will include an addition to the rear and an outdoor patio. The site is 0.43 acres and is located at 875 Freeland Way. It is zoned UR/Urban Residential and is not located within any overlay zone. Filed by Rebecca McGuckin of Old Town Companies. Rebecca McGuckin of Old Town Companies presented the project. This project will include a remodel of an existing historical home into a restaurant. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he would send out an address reminder at a later date to verify the property’s address change. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding needing direct accessible routes from the ADA parking accessible isle to the building, straightening out the sidewalk from the street to the building, as well as bike parking details. Ryan Hartman – TriCo Regional Sewer Utility - No comments as the properties are not located within TriCo Regional Sewer Utility service territory. Alex Jordan – City of Carmel Engineering - No comments. Sam Clark – Hamilton County Surveyor’s Office - No comments. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding confirmation of existing trees to be saved around the site and if trees were not able to be saved, proposing additional tree plantings to the east. Angie Conn – City of Carmel Planning & Zoning - No comments. Ms. Conn deferred comments to Ms. Keesling. Ms. Lopez recommended the applicants look to ProjectDox for comments by Ms. Keesling as was not in attendance. Ms. Lopez inquired about the meandering nature of the proposed sidewalk. Andy Taylor with Kimley-Horn confirmed that the design was due to the grade change and length of sidewalk needed to meet ADA standards without handrails. Mr. Taylor stated the design may be altered to accommodate a ramp with handrails in lieu of the meandering sidewalk. Curtis Stattison with Old Town Companies stated that they would look further into the ramp as a possibility. Mr. Littlejohn offered to examine any plans for the potential ramp. Page 3 of 4 City of Carmel Technical Advisory Committee April 20, 2022 9:25 a.m. Docket No. PZ-2022-00045 DP/ADLS: Jackson’s Grant Village Section 2 The applicant seeks site plan and design approval for 52 townhomes and an amenity building on 8.83 acres. The site is located at the NW corner of 116th Street and Springmill Road. It is zoned Jackson’s Grant Village PUD (Ordinance Z-653-20). Filed by Douglas Wagner with Republic Development LLC. Douglas Wagner with Republic Development LLC presented the project. This project will include 52 townhomes built by two home builders and an amenity building on 8.83 acres. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he had been working with Mr. Wagner and inquired whether the amenity building would be addressed to the street to the north or east. Mr. Wagner stated that addressing the building to the north would be optimal for wayfinding purposes. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding bike parking throughout the site, bike detail, and sidewalk connection requests. Mr. Wagner stated that bike parking locations were determined in the previous zoning filing. Mr. Littlejohn requested that the locations be notated on the plans being reviewed in ProjectDox. Brain Robinson with Stoeppelwerth and Associates Inc. stated that the bike parking details would be added to the plans and noted that he would need to work with Mr. Littlejohn on the requested sidewalk connection to Springmill Road regarding ADA compliance requirements. Mr. Robinson inquired if Mr. Littlejohn was requiring all sidewalks be connected to Springmill Road or just an access point. Mr. Littlejohn stated that his comments were mostly recommendations and that one or two direct connections would be okay at the very least. Mr. Wagner stated that his preference was to not have every front door connect to the trail on Springmill and requested a parallel sidewalk with access points connecting to Springmill for additional privacy. Mr. Littlejohn offered to look at the proposed connections. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated comments were submitted on March 23rd to Mr. Robinson. Rodney Johnson – AES Indiana - Mr. Johnson inquired if the pole line running north and south to the west of the property would abut the proposed subdivision. Mr. Wagner stated that there is a parcel in between the subject property and Williams Creek Drive and the subdivision would not abut the pole line. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Robinson stated he would set up a meeting with Mr. Jordan after the TAC meeting. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he would complete his review by the end of the day. Mr. Clark stated that the regulated drain open ditch would be extended to the northwest as county-regulated infrastructure. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham stated that landscape plan had been stamped and approved and requested that the applicants notify him if the design were to change. Mr. Wagner inquired about a requested change to swap out burning bush and stated they would resubmit an updated plan to ProjectDox. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn deferred comments to Ms. Lopez. Page 4 of 4 City of Carmel Technical Advisory Committee April 20, 2022 Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated that she was planning to finalize her review comments on ProjectDox later in the day. Ms. Lopez inquired about the elevations being built by the two builders, McKenzie Collection and David Weekley Homes, as the elevations provided one design. Mr. Wagner stated that the builders would build two different styles of townhomes. Mr. Robinson offered to reupload both designs to ProjectDox. Ms. Lopez stated that she had color samples available from the David Weekley Homes but could not locate any architectural elevations. Ms. Lopez stated that a site plan would be required to illustrate which units are which colors to meet diversity standards within the building per the PUD. Ms. Lopez also requested a colored elevations with all materials labeled. Mr. Robinson stated he would upload the elevations to ProjectDox after the TAC meeting ended. Ms. Lopez noted a maximum lot coverage for the attached units and requested calculations including building footprint, driveway, and any impervious surfaces on the lot. Mr. Wagner inquired if Ms. Lopez wanted the calculation of lot coverage per building or per lot. Ms. Lopez stated she would prefer the calculation per building. Mr. Wagner inquired about comments regarding entry signage. Ms. Lopez referred Mr. Wagner to Aliza Shalit, Sign Permit Specialist, with the Department of Community Services. Mr. Wagner inquired whether the photometric plan submitted was adequate. Ms. Lopez stated that townhomes reviews typically focus more on the style of fixture for the ADLS submission.
