Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2022-00143 ADLS: North End Pool The applicant seeks site plan and design approval for a new pool and pool house at the North End Development. The site is located north of Mariposa Trail and Freeland Way and is zoned UR/Urban Residential. Filed by Rebecca McGuckin with Old Town Companies. Rebecca McGuckin with Old Town Companies presented the project. This project will include a new pool and pool house for the North End Development located west to the restaurant. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that the address for the pool would be 827 Freeland Way. Ryan Murt – City of Carmel Streets - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding details on bike parking for the amenity. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan stated concern about constructability of the wall over the underground detention. Mr. Jordan requested details on this concern be acknowledged and addressed in the submittal materials on ProjectDox. Erik Dirks with Old Town Companies inquired if Mr. Jordan’s comment was regarding the retaining wall and path. Mr. Jordan confirmed that this was the area he was requesting additional details on. Aliza Shalit – City of Carmel Signage - Ms. Shalit stated she would be making comments on ProjectDox regarding any proposed signage. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler stated that an application for the pool permit would be required after a state release had been obtained. Jason Stewart – City of Carmel Utilities - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated she would aim to finalize review comments later that day. Page 2 of 4 City of Carmel Technical Advisory Committee August 17, 2022 9:15 a.m. Docket No. PZ-2022-00147 OA: Legacy PUD Amendment The applicant seeks approval to amend the Legacy PUD text in order to increase the number of permitted units in the PUD and increase the number of apartments permitted. The site is located southwest of 146th Street and Community Drive. It is zoned Legacy PUD Z-501-07. Filed by Nelson & Frankenberger, LLC on behalf of Advenir Oakley Development, LLC. Jim Shinaver of Nelson & Frankenberger presented the project. This project would increase the number of permitted housing units in the PUD as well as increase the number of apartments permitted. Dave McCoy – City of Carmel Addressing - No comments. Ryan Murt – City of Carmel Streets - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted preliminary regarding comments on ProjectDox for the future DP/ADLS regarding sidewalks and bike parking. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox regarding site changes, path, and which roads the City Engineer would like to be dedicated as public right-of-way. Aliza Shalit – City of Carmel Signage - Ms. Shalit stated she made a comment on ProjectDox regarding any proposed signage. Mr. Shinaver stated that the text amendment was not altering any signage provisions, requirements, or standards within the Legacy PUD and did anticipate signage through the DP/ADLS phase. Nick Mishler – City of Carmel Building & Code Services - No comments. Bill Hohlt – City of Carmel Building & Code Services - No comments. Jason Stewart – City of Carmel Utilities - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox regarding the site plan and the PUD text. Ms. Lopez requested incorporating standards for setbacks from the property lines and streets. Scott Weathers of Advenir Oakley Development, LLC inquired if Ms. Lopez was requesting illustrated designs or text outlining the requested setback details. Ms. Lopez stated text outlining the requested details would suffice as the proposed amendment stated the new development would not follow the bulk standards outlined in the PUD. Ms. Lopez requested the applicants identify new setback parameters if they wished to not comply with the existing bulk standards. Marc Mariano of Advenir Oakley Development, LLC inquired if a site data table format was allowable. Ms. Lopez stated that a site data table format would be ideal. Mr. Mariano clarified that Ms. Lopez was requesting setbacks for: sidewalk, parking, exterior property lines, public rights-of-way, and building separation. Ms. Lopez stated the table would be an ideal place to also outline additional standards that are deviating from the bulk standards of the PUD, such as height. Mr. Jordan stated that the City Engineer would like the streets highlighted in orange on the site plan in ProjectDox. Mr. Mariano inquired if the Carmel Fire Department was involved in the TAC review process. Ms. Lopez stated that the Carmel Fire Department does review through the TAC process and did make comments on ProjectDox. 9:25 a.m. Docket No. PZ-2022-00149: Clay Terrace Hilton Tempo Hotel The applicant seeks site plan and design approval for a new hotel on 1 acre. It will be 5 stories tall (70’) with 150 rooms and a rooftop restaurant. The site is located at 14311 Clay Terrace Blvd. in Clay Terrace. The site is zoned PUD (Z-662-20). Filed by Mark Leach of Faegre Drinker on behalf of Lisa Callahan of Clay Terrace Partners, LLC and Christopher White of Equicor Hotel Group, LLC. David Rausch of David Rausch Studio presented the project. This project will include a new 90,000 sq. ft. 5-story hotel building with 150 rooms and a rooftop restaurant located on 1 acre in Clay Terrace. The building will feature a masonry brick base, a fiber cement panel body, featuring aluminum windows with clear glazing and limestone window trims. The mechanical equipment will be located on the roof and carefully screened. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that the address for the hotel would be 14385 Clay Terrace Boulevard. Ryan Murt – City of Carmel Streets - No comments. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn stated he would aim to finalize review comments later that day likely regarding bicycle parking and pedestrian connections within the site. Mr. Littlejohn informed the applicants that the Unified Development Ordinance requires long-term bicycle parking for hotels at a rate of 1 space per 15 rooms and short-term bicycle parking at a rate of 1 space per 30 rooms. Mr. Littlejohn inquired how long-term bicycle parking was incorporated into the hotel design. Mr. Rausch stated no bicycle parking had been included within the building design at that time. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler inquired if the rooftop restaurant would be built out at the same time as the rest of the hotel or if the restaurant would be a tenant coming in at a later time. Mr. Rausch stated that the restaurant would be constructed as part of the hotel and not operate under a separate tenant. Mr. Mishler requested the state review the restaurant with the hotel plans when applying for their state release. Jason Stewart – City of Carmel Utilities - Mr. Stewart inquired if the rooftop restaurant would include a grease interreceptor. Mr. Rausch stated there would be a grease interreceptor in the ground near the service bay and is coordinating with Kimley-Horn to determine that location. Mr. Rausch also added that the first floor of the hotel will feature a small food service kitchen with a three-base sink and grease facility. Page 4 of 4 City of Carmel Technical Advisory Committee August 17, 2022 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated she would aim to finalize review comments soon and commended the design of the building. Ms. Keesling brought attention to the demolition plan and inquired why the mature trees originally planned to be saved were planned now to be demolished. Lisa Callahan with Washington Prime Group Inc stated that an arborist determined on a site visit that the mature silver maple trees were multi-stemmed and not healthy enough to save and recommended to replant the oak trees along the south side of the parcel in the current location of the silver maple trees. Ms. Keesling inquired if the arborist thought the replanted oak trees would survive the relocation. Ms. Callahan stated that the arborist thought the oak trees would be healthy and sturdy enough to survive the relocation. Ms. Keesling requested that the landscape plan be updated to reflect the proposed replanting of the oak trees in place of the silver maple trees. Ms. Keesling stated she would likely mirror Mr. Littlejohn’s review comments in regard to pedestrian connectivity in connecting to the existing sidewalk network.
