CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, January 20, 2021 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00221 DP/ADLS: 146th Street and Monon Townhomes The applicant seeks development plan and site & architectural design approval for 15 townhome lots on 1.26 acres. The site is located at the southwest corner of 146th St. and Rolling Hill Dr. It is zoned 146th and Monon PUD (Z-654-20). Filed by Jim Shinaver and Jon Dobosiewicz of Nelson and
Frankenberger on behalf of Estridge Development Management, LLC. Jon Dobosiewicz of Nelson and Frankenberger presented the project. This project includes fifteen
townhomes in four buildings. Daren Mindham – City of Carmel Urban Forestry
- Comments were made on ProjectDox referring to perimeter landscaping along the south perimeter. Dave McCoy – City of Carmel Addressing - Mr. McCoy inquired about a possible street name for the development and noted that this decision would be determined later on. - Ms. Girod requested updated plans to Duke Energy for review. Alex Jordan – City of Carmel Engineering

- Mr. Clark reminded the applicant that an outlet connection permit would need to be submitted with his office. Mr. Clark also reminded the applicant that they would be working with the Hamilton County Highway Department to make stormwater infrastructure connection along 146th
Street. Matt Filson – Spectrum - No comments. Larry Richards – Panhandle Eastern Pipeline - No comments.

Alexia Lopez – City of Carmel Planning & Zoning - Comments were made on ProjectDox. Ms. Lopez stated that a plan would need to be included in
the submission if the project were to feature individual lots per unit. Ms. Lopez requested revised plans be uploaded to ProjectDox as individual sheets. Ms. Lopez informed Mr. Dobosiewicz that further discussion was needed regarding the possible vacation of certain project areas from the existing subdivision. Mr. Dobosiewicz assured Ms. Lopez that the need for any type of vacation would be addressed. 9:15 a.m. Docket No. PZ-2020-00223 PP: Jackson’s Grant Village Primary Plat The applicant seeks primary plat approval for 21 lots on 22 acres. The site is located at the NW corner of 116th Street and Springmill Road. It is zoned Jackson’s Grant Village PUD (Ordinance Z-653-20).
Filed by Douglas Wagner with Republic Development, LLC. Douglas Wagner with Republic Development, LLC. presented the project. This project includes
nineteen single-family homes, seventy townhomes, and approximately 70,000 sq. ft of retail space. At this time, the applicants are submitting for a primary plat for the nineteen single-family lots only as it is the only portion of the overall project which does not need to go through the ADLS process. Daren Mindham – City of Carmel Urban Forestry - Comments were made on ProjectDox. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated no comments regarding the Primary Plat but did note possible addressing challenges may arise later on for the townhome portion of the overall development. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Mr. Littlejohn noted that there was missing bicycle parking from a park space included in the initial plan. Christina Girod – Duke Energy - No comments. Ms. Girod noted that the subject development fell under IPL’s jurisdiction. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan stated that more detailed comments would be
provided when construction documents were submitted later on. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark reminded the applicant that with the approval of the plat, this site would likely become a regulated drain subdivision. Mr. Clark recommended scheduling a site visit with his office and the applicants to determine if any additional improvements would be needed. Mr. Wagner stated that the applicants were assuming the subdivision would have a regulated drain and agreed to walk the site with Mr. Clark at a later date. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez inquired about right-of-way widths and Mr. Wagner stated that the applicants did not
change anything in regard to the road system and that all right-of-way widths would be at 50’ to meet the remaining Jackson’s Grant right-of-way widths. Ms. Lopez stated that the right-of-way standard may have been different when Jackson’s Grant was approved and that the current right-of-way width was 56’. Ms. Lopez suggested they continue to look into the right-of-way width. Mr. Wagner agreed to look further into the difference. Ms. Lopez inquired if the right-of-way width was labeled on any concept plans as 50. Mr. Wagner said he would have to go back to see what was originally provided.
