Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00164 DP/ADLS: Guidepost Montessori The applicant seeks site plan and design for a new daycare facility. The site is located at 10216 North Michigan Road within West Carmel Commons Subdivision, Lot 3. It is zoned B-2/Business and is located within the US 421 Overlay Zone (as part of original development 11120029 DP/PP). Filed by Chris Horney of Murphy Real Estate Services. Chris Horney of Murphy Real Estate Services presented the project. This project will include a new daycare facility for children aged 0-6 located along Michigan Road within the Michigan Road Overlay Zone. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had completed his review on ProjectDox and notified the applicant that his office would require a physical copy of plans. Alex Jordan – City of Carmel Engineering - Mr. Jordan stated that a full set of civil plans were not uploaded to ProjectDox and notified the applicant that his department was not able to complete the review and was waiting for these outstanding plans. Mr. Jordan also offered to set up a future meeting to discuss any comments once the requested plans had been submitted and reviewed. Mr. Horney stated the civil set of plans would be provided. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. Mr. Horney inquired about the location of a requested tree buffer along the west side of the property as he explained that there were plans to install a toddler playground in this location and inquired if there would be an alternative landscape design to still accommodate the playground. Mr. Mindham stated that spaced out shade trees are ideal but that limiting landscaping requirements may require a variance. Mr. Mindham also suggested the possibility of making the area a no-mow, naturalized area. Mr. Horney stated he would work with Mr. Mindham on the design offline. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding bicycle parking requirements and installing a path connection from the existing path to the sidewalk going to the building to provide an accessible route from the path to the building. Mr. Horney inquired about the property ownership of the land in which the path connection would be located on. Ms. Keesling stated that the design may need to be shifted to the north to accommodate adding the path requirement on the subject property. Mr. Littlejohn confirmed that this was the intention of his comment. Ms. Keesling stated that the applicants could establish an easement with the adjacent property owner or jog the design. Page 2 of 6 City of Carmel Technical Advisory Committee October 20, 2021 Mr. Horney inquired if the City would assist in corresponding with the adjacent property owner about making the path connection or City services to identify property lines on the site. Ms. Keesling stated that the City does not have an in-house surveyor or offer surveying services and that the applicants would need to hire a private surveyor to stake the site for them. Mr. Littlejohn recommended to confirm with Engineering about which entity owns the existing right-of-way to determine if it is local, county, or state regulated. Mr. Jordan confirmed that he would look into the ownership and stated that the City expects the applicants to hire a surveyor to survey the site. Dave McCoy – City of Carmel Addressing - No comments. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that his office was waiting for a full set of utility plans before they could complete their review. Mr. Horney stated that the utilities had been stubbed to the site by the previous developer and the plan was to connect to what was stubbed. Mr. Hartman stated that his department would ask for the sanitary sewer to be extended all the way to the north side of the subject property. Mr. Horney inquired to which point the extension would need to reach. Mr. Hartman stated the sanitary sewer would need to extend to the farthest most property line, in this case, the northern property line, as a part of their ordinance to service other properties to the north. Mr. Horney asked if the property to the north did not have sewer service. Mr. Hartman confirmed that the property to the north did not have sewer service and was on septic. Angie Conn – City of Carmel Planning & Zoning - No comments. Ms. Conn deferred comments to Ms. Keesling. Rachel Keesling – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Keesling discussed the applicant’s previous request for a variance for a bump out on the rear side of the building and Ms. Keesling stated that variance would likely be backed by departmental support in applying for the variance with the Board of Zoning Appeals. Ms. Keesling inquired about the public notice required for the variance. Mr. Horney stated that the ad was submitted with the newspaper. Ms. Keesling stated that there was a possibility of a combined hearing but that it would be too late to exercise that possibility and confirmed that the applicants would be working with Ms. Conn to file for those variances. Ms. Keesling confirmed that she spoke with the project architect about changes to the building façade to keep the architectural details consistent across all sides of the building, ensuring the 8’ offsets required under the Michigan Road Overlay Zone, and overall architectural style. Ms. Keesling requested a write up of the architectural style and how it is complimentary to or consistent with the four architectural styles that are required in the overlay zone. Ms. Keesling requested a pedestrian connection through the center of the site plan and Mr. Horney stated that he would see what he could do to make that happen. Additionally, Ms. Keesling reiterated the required path along the southern property line and mentioned that signage would be necessary for a complete submittal. Mr. Horney confirmed that the business will have a canopy sign and a spot on the multi-tenant monument sign on the bank’s property directly off of Michigan Road. Page 3 of 6 City of Carmel Technical Advisory Committee October 20, 2021 9:15 a.m. Docket No. PZ-2021-00169 PP: Bedford Falls of Carmel Subdivision The applicant seeks primary plat approval for 34 lots on 16.87 acres. The site is located at 947 W 146th Street and is zoned Bedford Falls PUD/Planned Unit Development (Ordinance Z-667-21). Filed by Scott Schutz of Less Impact Development. Duane Sharrer of Weihe Engineers presented the project. This project will include a new age-restricted subdivision with 34 single-family homes off of 146th Street. Dave McCoy – City of Carmel Addressing - Mr. McCoy inquired about the spelling for Mitchel Lane and wanted to verify if the applicants wanted to spell Mitchel with one or two Ls. Scott Schutz of Less Impact Development stated that the street was named after the Mitchel family of Carmel which is spelled with one L. Mr. McCoy also requested the applicant’s engineer email him a DWG and Indiana State Plane East. Mr. Sharrer confirmed his team would send over the requested files to Mr. McCoy. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had completed his review on ProjectDox and notified the applicant that the Hinshaw-Henley Regulated Drain ran through the middle of the site and confirmed that the drainage infrastructure would be county regulated as well. Mr. Clark notified the applicants of the procedural items required. Mr. Clark stated he was happy to hear that the applicants were not developing within the 100-year flood plain. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that he had been working with Mr. Sharrer and would be able to process the plan review of the sanitary sewer once offsite easements had been acquired. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox including requesting additional tree plantings and landscaping around the perimeter common areas. Page 4 of 6 City of Carmel Technical Advisory Committee October 20, 2021 9:25 a.m. (SUA) Faith Apostolic Church Expansion The applicant seeks the following special use amendment approval for a building addition and site improvements: Docket No. PZ-2021-00175 SUA UDO Section 2.07 Institutional Special Use for Church/Temple/Place of Worship. The site is located at 1212 E. 116th St. It is zoned R1/Residence and SFHA/Special Flood Hazard Area. Filed by Jim Shinaver of Nelson & Frankenberger LLC on behalf of Faith Apostolic Church. Jim Shinaver of Nelson & Frankenberger LLC presented the project. This project will include a new expansion of the existing church building. Dave McCoy – City of Carmel Addressing - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had completed his review on ProjectDox and stated that the applicants proposed to fill in the floodplain and that a small portion of the 100-year flood plan would be located where the dry detention basin was proposed. Mr. Clark stated that generally detention would be located outside of the floodplain; however, since the portion was so small, Mr. Clark would discuss the possibility of supporting the current design with the Hamilton County Surveyor due to the small size of the portion. Mr. Clark also acknowledged that the site plan featured a separate compensation area to cover mitigation needs. Mr. Clark inquired if it would be possible to alter the grade work of the detention pond so the pond would be located out of the floodplain. Rusty Spiars with Spiars Engineering LLC stated that there was not a lot of area on the site that is not floodplain and what area was not located within the floodplain was proposed to accommodate parking. Mr. Spiars stated that he could install a backflow prevention device and Mr. Clark confirmed that this would be advisable. Alex Jordan – City of Carmel Engineering - Mr. Jordan stated that a full set of civil plans and drainage report were not uploaded to ProjectDox and notified the applicant that his department was not able to complete the review and was waiting for these outstanding plans. Mr. Shinaver stated the civil set of plans would be provided and requested Mr. Jordan invite Mr. Spiars and Jeff Thomas of Omega Church Design to ProjectDox. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that he had been working with Mr. Spires regarding a sewer easement along the rear of the property. Ms. Conn confirmed that the Parks and Recreation Department had an outstanding task remaining before the comments could be sent back to Mr. Shinaver to address. The site is located at 4518 W. 99th Street within Mayflower Park Subdivision Block 3 Lot 4B. It is zoned I-1/Industrial and is not located in any overlay zone. Filed by Garrett Clark of Artistic Composite Pallets LLC. Nathan Horgan of American Structurepoint Inc presented the project. This project will include a new parking expansion along the west side of the existing building. Dave McCoy – City of Carmel Addressing - No comments. Ms. Conn confirmed that she was working with the site on a height variance (PZ-2021-00181) for an accessory structure. Ms. Conn deferred comments to Ms. Keesling. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that she did not have many comments regarding the parking expansion and requested the proposed silo locations be added to the site plan. Mr. Horgan inquired about water quality treatment. Mr. Jordan stated that the City would expect the entire site to be up to water quality standards. 9:45 a.m. Docket No. PZ-2021-00178 Z: Woodland Golf Club Lots 23 and 24 Rezone The applicant seeks to rezone 2 lots in the Woodland Golf Club Subdivision from R-1/Residence to P-1/Parks and Recreation. The site is located at 37 Woodland Drive. Filed by Dave Coots of Coots, Henke, and Wheeler on behalf of the owner, Woodland Country Club, Inc. Dave Coots of Coots, Henke, and Wheeler presented the project. This project will include the rezoning of two lots (lots 23 and 24) in the Woodland Golf Club Subdivision from R-1/Residential to P-1/Parks to be considered part of the golf course area. Mr. Coots stated that the Woodland Golf Club did not have any building plans at that time for the properties but intended to use these properties to provide needed parking for the swimming pool and pro shop areas. Mr. Littlejohn stated that he had no comments regarding the rezone proposal. Ryan Hartman – TriCo Regional Sewer Utility - No comments as the properties are not located within TriCo Regional Sewer Utility service territory. Ms. Keesling deferred comments to Ms. Lopez. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox including requesting a concept plan for the site. Ms. Lopez inquired if the proposed parking would be temporary or paved. Mr. Coots stated that the Woodland Golf Club would pave and curb the site for parking but did not have a design planned at that time. Ms. Lopez requested a statement describing the future intended use and analysis of the Comprehensive Plan to expand on how the proposed P-1 Zoning District would meet the Comprehensive Plan. Ms. Lopez also requested a comparison chart of the zoning development standards for the existing and proposed zoning districts.
