CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, November 17, 2021 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00195 DP/ADLS: Matriarch Birth Center The applicant seeks site plan and design approval for a new medical health center, to be located south of the existing building at 520 N. Rangeline. It will be a two story, 7,000 sq. ft. building. The overall parcel size is 0.5 acres. 23 parking spaces will be provided. The site is located at 510 N. Rangeline
Road. It is zoned B-5/Business and is located in the Old Town Overlay – Historic Rangeline Subarea. Filed by Justin Moffett of Old Town Companies.
Justin Moffett of Old Town Companies presented the project. This project will include a new two-story medical health center along Rangeline Road located within the Old Town Overlay Zone in the Historic Rangeline Subarea.
Marc Hill – MetroNet, Inc. - No comments. Mark Dollase – Indiana Landmarks - Mr. Dollase stated that he had not seen the project architectural elevations until that day and that he had previously reviewed the site plan. Mr. Dollase inquired about the specifics of the architectural elevations. Mr. Moffett stated that updated plans showing materials would be submitted within the week and confirmed he would send Mr. Dollase a packet as well. Mr. Moffett described the materials package as a mix of traditional siding and brick to complement the existing residential feeling while tying in commercial elements.
Mr. Dollase noted the scale of the building compared to the other structures and homes along Rangeline Road and requested the applicants design to emulate the existing streetscape. Mr. Dollase
inquired about the number of parking spaces proposed and Mr. Moffett stated that the parking spaces proposed was necessary to meet the demand of the tenant’s services including childbirth education courses as well as clinical hours. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn deferred comments to Ms. Keesling and inquired about the possibility of improving the alley on the block. Mr. Moffett stated that the plan was to not pave the alley due to the amount of utility infrastructure/present easement on the alley. Ms. Conn inquired if space for the alley was being accommodated. Mr. Moffett confirmed that there would be space for an alley left on the site.

Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated she was working on making comments on ProjectDox. Ms. Keesling stated
that she could not locate the architectural elevations on ProjectDox but found them via email. Ms. Keesling stated that she generally likes the building and shares the same concern for the scale of the building in relation to the surrounding properties. Mr. Moffett stated that updated plans showing materials and colors would be submitted within the week. Ms. Keesling requested adding heights and directional labels to the elevations. Ms. Keesling stated that 28 spaces would be required for a medical health center of 7,000 sq. ft.; however, the Old Town Overlay Zone allows for a 50% reduction of required parking spaces. 9:15 a.m. Docket No. PZ-2021-00197 PPA: Reserve at Springmill, Replat Lots 69C-70C
The applicant seeks primary plat amendment approval to reconfigure 2 lots into 6 lots on 2.7 acres. The site is located at 340 Sanner Ct. and is zoned S-2/Residence. Filed by Duane Sharrer of Weihe Engineers, Inc on behalf of Steve Pittman, owner.
Duane Sharrer of Weihe Engineers, Inc presented the project. This project will include a subdivision of two lots into six lots at the end of a cul-de-sac located within Reserve at Springmill. Mr. Sharrer stated
that the intention was to keep the extension of Sanner Court as a private street. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated he would have four additional addresses ready for the proposed new lots. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox and awaiting revisions. Mr. Sharrer inquired about the possibility of keeping the dimensions of the cul-de-sac to match the existing cul-de-sac being extended instead of complying with the City standard. Mr. Jordan stated that the applicants can file a request letter with the Board of Public Works requesting a waiver from the City standards. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections to the existing development. Mr. Sharrer confirmed that the plan was to connect the new sidewalks along the proposed lots to the
existing sidewalk. Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham inquired if the applicants were removing the street trees from the landscape plan. Mr. Sharrer confirmed that the applicants would be removing the street trees from the landscape plan. Mr. Mindham inquired about the preservation or demolition of the existing evergreen trees along the perimeter of the lots. Mr. Sharrer stated that the intent was to save whatever they could but was unaware of how many trees were able to be saved. Mr. Mindham requested the trees able to be saved be added to the site plan with notations of existing, estimated height, and species. Mr. Mindham also recommended erecting tree preservation fencing around said trees during construction. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that there would be a requirement to accommodate a 20’ sanitary sewer with
ingress/egress access easements across the cul-de-sac. Mr. Sharrer stated that the applicants would accommodate access easements.

Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had completed his review on ProjectDox and did not have issues with the
replat. Rodney Johnson – AES Indiana - No comments as the project is outside of AES Indiana territory. Marc Hill – MetroNet, Inc. - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated she was still working on submitting comments on ProjectDox. Ms. Lopez stated that the original conversation had with Steve Pittman intended to comply with current S-2 zoning
development standards. Ms. Lopez stated that the original subdivision was zoned under S-2/Cluster zoning and that Cluster zoning no longer existed as a zoning district and that the original lots in the Reserve at Springmill would still be considered under the S-2/Cluster zoning district but was hopeful that the new proposed lots would meet current S-2 zoning development standards. Ms. Lopez stated that current S-2 zoning development standards require a minimum front yard setback of 35’. Mr. Sharrer stated that he expected the 35’ front yard setback would be an issue. Ms. Lopez requested Mr. Sharrer set up a meeting with her to discuss further. Ms. Lopez inquired about the possibility of replatting of lots 68 and 71 due to the extension of the cul-de-sac. Mr. Sharrer stated that the applicants were still determining the best way to proceed with transferring the existing cul-de-sac back to the owners of lots 68 and 71. Ms. Lopez stated that
the easiest method of addressing the reconfiguration of the existing cul-de-sac was to include lots 68 and 71 in the replat submission. Mr. Pittman stated that the intention for lots 68 and 71 was to deed the existing right-of-way eliminated by the extension of the cul-de-sac back to the owners of said lots. Ms. Lopez requested that lots 68 and 71 be added to the proposed plat amendment. Mr. Sharrer stated that Ms. Lopez’s request could be accommodated.
Mr. Pittman stated that he met with the Homeowners Association to gauge support for the project and claimed that the Homeowners Association voted unanimously to support the proposed replat under the impression that the front setbacks would remain consistent with the existing subdivision and the new lots would be subject to the same covenants and restrictions. Mr. Sharrer inquired about adjusting lot lines on lots 69, 69A, and 69B. Ms. Lopez confirmed that the lot lines could be adjusted before the official vote by the Plan Commission.

9:25 a.m. Docket No. PZ-2021-00204 PUD: Flora on Springmill PUD Rezone The applicant seeks PUD rezone approval to allow a new subdivision consisting of townhomes, duplex
homes, and single-family homes. The site is located at 9950 Spring Mill Rd. and is zoned S-2/Residence. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of Onyx and East, LLC. Jon Dobosiewicz of Nelson & Frankenberger presented the project. This project will include a new subdivision along the northwest quadrant of Spring Mill Road and Interstate 465. The proposed design features internal public streets with private alleys and consist of 131 dwellings of various housing types including townhomes, duplex homes, and single-family homes. Dave McCoy – City of Carmel Addressing - No comments regarding the rezone. Mr. McCoy requested the applicants contact him with
proposed street names as the project continues with development plans. Alex Jordan – City of Carmel Engineering

- Comments submitted on ProjectDox regarding the required 10’ path along the frontage of Spring Mill Road, bike parking, and sidewalk connections. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. Mr. Mindham reminded the applicants that the Townhome Subdivision Design Standards require 15% of the parent tract to be preserved for open space and requested the calculations for open space be added to the PUD Common Area Requirements Section. Mr. Dobosiewicz stated that he would coordinate communication between Mr. Mindham and the Landscape Consultant. Ryan Hartman – TriCo Regional Sewer Utility
- No comments regarding the rezone. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had completed his review on ProjectDox and did not have issues with the proposed building placement regarding the floodplain and the regulated drain to the northwest. Mr. Clark suggested walking the site with the applicants once development plans begin to be drafted. Rodney Johnson – AES Indiana - Mr. Johnson stated that AES Indiana may have a pole conflicting with the proposed entrance of the subdivision off of Spring Mill Road. Additionally, Mr. Johnson requested the applicants incorporate access easements for AES Indiana to install pad mount transformers and underground cable throughout the subdivision. Marc Hill – MetroNet, Inc. - Mr. Hill inquired about the total number of dwellings for the proposed development. Mr. Dobosiewicz confirmed a total number of 131 dwellings. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments.

Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated she was still working on submitting comments on ProjectDox and requested to
set up a meeting outside of TAC to discuss the comments further to tighten up the language of the PUD. Mr. Dobosiewicz inquired about an expected resubmittal date. Ms. Lopez stated that she would like responses to TAC comments by December 10th, 2021. Steve Pittman inquired about the total number of dwelling units. Brandon Bart with Onyx and East, LLC confirmed that he would recount the total number of units as his notes reflected 129 dwellings instead of the aforementioned 131. 9:35 a.m. Docket No. PZ-2021-00205 DP/ADLS: 11335 N. Michigan Rd. Apartments The applicant seeks site plan and design approval for a new development with 4 future outlots and an
apartment complex (244 units). The site is located at 11335 N. Michigan Road. It is zoned B-3/Business & Residential and is located within the US 421 Overlay zone. Filed by Ryan Wells of REI Real Estate Services, LLC.
Jon Dobosiewicz of Nelson & Frankenberger presented the project. This project will include four commercial outlots as well as a new apartment complex with 244 dwelling units in 10 buildings located
on Michigan Road within the US 421 Overlay Zone. Dave McCoy – City of Carmel Addressing - Comments submitted on ProjectDox regarding future street names. Mr. McCoy requested the applicants contact him with proposed street names as the project continues. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox and awaiting revisions. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding short-term and long-term bicycle parking as well
as sidewalk connections throughout the development. Mr. Littlejohn inquired about the sidewalks along the interior drive continuing with any future extension of the street. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. Mr. Mindham stated his main comment revolved around keeping the root system of the existing evergreen trees along the northeast perimeter and the eastern
perimeter intact for the neighboring properties. Mr. Mindham suggested a reforestation plan featuring native shade trees instead of a formal landscape plan to maintain the existing traditional long-term woodland look. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that TriCo Regional Sewer Utility was awaiting payment before the commencement of the plan review. Mr. Hartman stated that plan review would begin once payment had been received. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark confirmed he had not yet completed his review on ProjectDox but would later that day.
Mr. Clark stated that a long portion of this area along Michigan Road drains to existing watersheds in Boone County. Mr. Clark stated that the project would not require an outlet connection permit with his office if the site was to drain outside of Hamilton County.

Marc Hill – MetroNet, Inc. - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that she would like to establish a complete network of sidewalk connectivity to ensure users can continuously walk all the way around the facilities. Ms. Keesling also requested that the applicants show the locations of the AC units for the apartment buildings on the site plan to verify locations and visibility from the street. Additionally, Ms. Keesling requested a different color of building siding to create better contrast from the proposed brick material as well as increasing the size of the dormers to better adhere to the scale of the building. Ms. Keesling confirmed that the
project would require multiple variances and stated that this was known prior to filing due to the commercialized nature of the US 421 Overlay Zone requirements. Mr. Dobosiewicz inquired about an expected resubmittal date of December 10th, 2021. Ms. Keesling confirmed that this date was
sufficient.
9:50 a.m. Docket No. PZ-2021-00207 DP/ADLS: Culver’s The applicant seeks site plan and design approval for a new Culver’s restaurant. The site is located at 431 E. Carmel Drive. It is zoned B-8/Business and is not located in any overlay zone. Filed by Bob Goins of K & J Investments XVL, LLC. Docket No. PZ-2021-00207 DP/ADLS: Culver’s was tabled to the December 15th, 2021 TAC Meeting.
