Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00081 DP/ADLS: The Steadman Apartment Community at The Bridges The applicant seeks approval for a new apartment community consisting of 260 units in 5 buildings. The site is located at the northeast corner of Springmill Road and 111th Street, on about 12.5 acres. It is zoned The Bridges PUD, Ordinance Z-550-11. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of Cityscape Residential, LLC. Jim Thomas of Cityscape Residential, LLC presented the project. This project will include a 257-unit apartment community in five buildings with a leasing office at the northeast intersection of 111th Street and Spring Mill Road located within the Bridges PUD. Dave McCoy – City of Carmel Addressing - Mr. McCoy requested that the applicants contact him as the project moves forward to determine street names. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn stated that he was still working on submitting his comments on ProjectDox regarding the required path along 111th Street (per the City Bicycle and Pedestrian Plan and the Bridges PUD), sidewalk along both sides of internal streets, sidewalk connections, bike parking, and crosswalk designs. Mr. Thomas confirmed that the applicant committed to install the 10’ multi-use path and stated that Steve Pittman would install the other side of the sidewalk along the north-south street that subdivides the project into two parcels. Mr. Littlejohn requested the applicants show the other sidewalk on the site plan and label that it would be constructed by others. Rodney Johnson – AES Indiana - Mr. Johnson requested clearance for single-face pad-mount transformers with the installation of an easement or exclusive route for the underground primary running throughout the apartment complex. Jason Stewart – City of Carmel Utilities - No comments as the project is outside of the City of Carmel Utilities sewer district. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that he had previously requested payment on November 22nd, 2021. Mr. Hartman confirmed that once payment had been received and processed, his department could begin to conduct their plan review. Page 2 of 5 City of Carmel Technical Advisory Committee December 15, 2021 Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated he was still working on submitting his comments on ProjectDox and needed to verify with the Hamilton County Surveyor if he wanted the drainage infrastructure to be County regulated before completing his review. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox and awaiting revisions. Gabe Gibson – Duke Energy - Mr. Gibson reiterated that this parcel was included in AES Indiana’s service territory but noted that Duke Energy had overhead 69kV transmission line along 111th Street and Spring Mill Road. Mr. Gibson recommended the applicants reach out to the Duke Energy Call Center to be put in touch with the transmission contact if necessary. Josh Rodgers with American Structurepoint stated that he had been in contact with Ryan Daugherty regarding the overhead transmission line. Marc Hill – MetroNet, Inc. - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Lopez requested to set up a meeting outside of TAC to discuss the comments further. Ms. Lopez praised the proposed architectural design and highlighted the in-set balcony style meeting the intent of the PUD and requested to split up the building along Spring Mill Road to make the façade less long and unbroken. Ms. Lopez was delighted to hear that the applicants were flipping the pool to the interior of the design and the leasing office closer to Spring Mill Road, per the neighbor’s request. Ms. Lopez also stated that the north-south street connecting to 111th Street would require a variance if it were not right-in, right-out as specified in the PUD. Mr. Thomas confirmed that Nelson & Frankenberger was planning on filing for that variance on behalf of Cityscape Residential, LLC as a dual application. Ms. Lopez stated that a combination hearing could be a possibility if that were the only variance requested but would need a formal application submitted and public notice made on time. Jon Dobosiewicz of Nelson & Frankenberger inquired if the City of Carmel Engineering Department was supportive of a full access curb-cut on 111th Street instead of a right-in, right-out design and wanted confirmation from Mr. Jordan’s office before filing for the variance request. Mr. Jordan stated that he believed the City Engineer was supportive of the full access entrance along 111th Street. Mr. Dobosiewicz inquired if this support was formally documented in ProjectDox as a review comment. Mr. Jordan stated that he did not make that formal comment but stated that he would receive official confirmation from the City Engineer later that day. Mr. Dobosiewicz requested Mr. Jordan send Ms. Lopez an email so the applicants could formally apply for the variance. Ms. Lopez requested to architecturally enhance the garages along the north-south street and reconfigure the apartment building layout to feature apartments facing the internal north-south street. Mr. Thomas stated that the applicants would schedule a meeting with Ms. Lopez shortly. Page 3 of 5 City of Carmel Technical Advisory Committee December 15, 2021 9:15 a.m. Docket No. PZ-2021-00201 TAC: Village of WestClay Gas Station and Convenience Store The applicant seeks administrative review/approval by the Technical Advisory Committee for a gas station and convenience store on 1.1 acres. The site is located at 2425 Harleston St. (part of Block B in Village of WestClay subdivision Section 6003-B). It is zoned Village of WestClay PUD/Planned Unit Development. Filed by Gordon Clark, architect, on behalf of Indy Holdings LLC, owner. Gordon Clark was not in attendance for the virtual meeting. Docket No. PZ-2021-00201 TAC: Village of WestClay Gas Station and Convenience Store had been skipped. 9:25 a.m. Docket No. PZ-2021-00217 DP/ADLS: 4810 Northwestern Drive – Building Addition The applicant seeks site plan and design approval for a new auto repair building (9,600 sq. ft.) on 3.5 acres. The site is located at 4810 Northwestern Drive. It is zoned I-1/Industrial and is not located within any overlay zone. Filed by Charlie Mattox of Crossroad Engineers on behalf of the owner. Charlie Mattox of Crossroad Engineers presented the project. This project will include a new auto service building and new parking area on 3.5 acres off of Northwestern Drive located within the Park Northwestern subdivision. The parcel features an existing auto service building and parking lot. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he supplied the applicant with an address off of Mayflower Park Drive for the subject building. Daren Mindham – City of Carmel Urban Forestry - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding requirements for path along Mayflower Park Drive, sidewalk connection from the path to the building entrance, and bike parking. Jason Stewart – City of Carmel Utilities - No comments as the project is outside of the City of Carmel Utilities sewer district. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated that he had sent comments to Mr. Mattox on November 18th, 2021 and was awaiting revisions. Mr. Mattox confirmed he received Mr. Hartman’s comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated he had submitted his comments on ProjectDox. Mr. Clark confirmed that the parcel drained to the Park Northwestern Watershed and would require a set of physical plans to be submitted with his office as well as an outlet connection permit pulled from his office. Gabe Gibson – Duke Energy - No comments as the project is outside of the Duke Energy’s jurisdiction. Page 4 of 5 City of Carmel Technical Advisory Committee December 15, 2021 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling requested the replacement of the EFIS material spanning to the ground with a block base near the entrance due to longevity and water protection. Ms. Keesling inquired if there was rooftop-mounted equipment and if so where that equipment would be located and if it would be screened. Ms. Keesling also inquired if there were plans for a dumpster on the site. Mr. Mattox stated he would be in contact with the architect regarding Ms. Keesling’s comments and confirmed that he did not foresee any issues. Mr. Mattox inquired about Mr. Littlejohn’s review comment regarding adding a sidewalk connection from the required path along Mayflower Park Drive and the building entrance. Mr. Littlejohn stated that the applicants had the option of providing a monetary contribution in lieu of constructing the required path along Mayflower Park Drive and could impact the requested sidewalk connection. Mr. Mattox started he would discuss the options with the owner. 9:35 a.m. Docket No. PZ-2021-00219 TAC: Carmel High School Natatorium The applicant seeks administrative approval for a natatorium building addition and other building renovations. The site is located at 520 E. Main St. It is zoned R2/Residence. Filed by Amy Allison of TLF Engineers, on behalf of Carmel Clay Schools. Pete Rankovich of TLF Engineers presented the project. This project will include a new 64,000 sq. ft. natatorium building addition for Carmel High School located north of the existing pool on the northeast corner of the existing building. Cheryl Sydzyik of Fanning Howey presented the building elevations and stated the building height at its highest point is 66’ and the applicants did confirm they had applied for a height variance with the Board of Zoning Appeals. Ms. Sydzyik stated that the materials for the proposed addition match the existing materials of the high school and continue with the same color palette. Ms. Sydzyik added that the applicants planned to migrate the existing natatorium signage to the new face of the proposed addition. Mr. Rankovich stated that the main entrance would match the existing finished floor and lowered the main new proposed building to meet typography. Mr. Rankovich further discussed drainage and detention improvements and noted that a service drive was proposed to the south of the building for infrequent pool supply deliveries. Mr. Rankovich confirmed that the existing landscaping buffer between the school and adjacent residential homes would not be disturbed. Dave McCoy – City of Carmel Addressing - No comments. Mr. Clark stated an outlet connection permit would be required if the applicants made a new connection to the regulated drainage infrastructure. Mr. Rankovich stated that there would be no new connections. Mr. Clark confirmed that an outlet connection permit would not be required. Ms. Conn stated that the project would not be able to be returned to the applicants until Mr. Clark completed his review task. Mr. Clark stated he would complete his review task shortly. 9:45 a.m. Docket No. PZ-2021-00221 ADLS Amend: 421 S. Rangeline – Building Addition The applicant seeks design approval for a 285 sq. ft. building addition to replace a garage that was destroyed by a fire. The overall site is 0.17 acres and is located at 421 S. Rangeline Road. It is zoned B- 1/Business and is located in the Rangeline Road Overlay District. Filed by Stephanie Miller of Great Growins. Stephanie Miller was not in attendance for the virtual meeting. Docket No. PZ-2021-00221 ADLS Amend: 421 S. Rangeline – Building Addition had been skipped. Ms. Lopez stated that the TAC members would work with the applicant through ProjectDox. 9:50 a.m. Docket No. PZ-2021-00207 DP/ADLS: Culver’s The applicant seeks site plan and design approval for a new Culver’s restaurant. The site is located at 431 E. Carmel Drive. It is zoned B-8/Business and is not located in any overlay zone. Filed by Bob Goins of K & J Investments XVL, LLC. Docket No. PZ-2021-00207 DP/ADLS: Culver’s had been withdrawn.
