Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00013 DP: Ambleside Point Subdivision Development Plan Docket No. PZ-2021-00032 ADLS: Ambleside Point Townhomes The applicant seeks Development Plan approval for 256 lots and ADLS approval for 130 new townhomes on 60.4 acres. The site is located at 2135 W 146th Street. It is zoned Ambleside Point PUD/Planned Unit Development (Z-659-20). Filed by Jim Shinaver and Jon Dobosiewicz of Nelson and Frankenberger on behalf of Hoffman Developer, LLC. Ms. Lopez stated that both Ambleside Point docket items could be reviewed and commented on together at the March 17th, 2021, Technical Advisory Committee meeting. Jon Dobosiewicz of Nelson and Frankenberger presented the project. This project includes a Development Plan for 256 lots on 60 acres as well as an ADLS for the 130 townhome buildings. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he was working on street names for the development. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he had submitted his comments regarding access and detention pond design. Mr. Clark stated that the in-line dentition pond currently located in the northwest corner of the subdivision appeared to be in public right-of-way. Mr. Clark notified the applicants that the Hamilton County Highway Department and Hamilton County Commissioner would need to grant approval to reconfigure the detention pond out of the right-of-way. Mr. Dobosiewicz confirmed that he was working with Mike Howard and the County Commissioners for the approvals for any necessary transfers and easements. Mr. Clark stated he had additional comments on subsurface drains and requested the applicants submit drainage calculations as a hard copy. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan stated he had multiple comments regarding the FFEs of the lots and could not find any of the BMPs called out on the prints. Mr. Jordan offered to set up a meeting at a future date to further discuss his comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding ADA crossings and ramps, sidewalk requirement along Old 146th Street, sidewalk connections, and street crossings. Tim Walter with Platinum Properties Management Co., LLC. addressed one of Mr. Littlejohn’s questions about a crosswalk on the southeast corner of the property and clarified that the feature was not a crosswalk, but a raised tabletop used as a traffic calming device. Page 2 of 5 City of Carmel Technical Advisory Committee March 17, 2021 Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding tree preservation area widths and locations matching in consistency across various plans. Ryan Hartman – TriCo Regional Sewer Utility - No comments. Terry Killen – City of Carmel Streets - No comments. Mark Dollase – Indiana Landmarks - Mr. Dollase confirmed that the Carmel Historic Preservation Commission opted not to place the farmhouse under some sort of protection or attempt to relocate the structure. Mr. Dollase stated that the Commission had been working with Steve Pittman since August of 2020 to find an alternative option for the structure. Mr. Dollase confirmed that the Commission voted to allow Mr. Pittman to move forward with his demolition permit and asked him to continue to look for options through May 1st, 2021, before he could secure the demolition permit. Mr. Dollase stated that a sign was placed in front of the structure stating that it is available if a member of the public wants to relocate the home. Mr. Dollase reported that he has passed this notice on to Mike Hollibaugh and Angie Conn in the Planning & Zoning Department. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox regarding the variable tree preservation easement width along the west border. Additionally, Ms. Lopez inquired whether the alleys on site were intended to be public right-of-way or private roads. Mr. Walter confirmed that the alleys were intended to be private roads. Ms. Lopez inquired about the lot design as the lots were showed as platted to the center of the alley and asked if it would be better to plat the alleys into common area to prevent partial ownership of alleys and inquired about alley maintenance. Mr. Walter stated that the alleys were intended to be located within an easement and maintained by the HOA and stated he would look further into whether the alleys would be located within common area or an easement and include it in the covenants and restrictions. Ms. Lopez requested the plans be updated to reflect this decision. Mr. Walter stated he would work to get the plans labeled. Ms. Lopez stated that Dave Lucas with the Hamilton County Highway Department confirmed he was still reviewing the plans and would submit comments soon. Ms. Lopez stated that the Building Code was altered at the end of 2019 requiring 5’ building setbacks from the property line or sidewalls have to be fire-rated. Because of this, Ms. Lopez recommended platting with 5’ setbacks to avoid running into delays later on in the permitting process. Mr. Walter stated that Pulte Homes would be the builder for this property and that he would work with Pulte Homes on the setbacks. Mr. Walter inquired on whether any notations should be added to the plans at the platting stage. Ms. Lopez recommended showing a 5’ setback on the plans. Mr. Walter stated he would discuss further with Pulte Homes. Ms. Lopez offered to schedule a meeting at a future date to discuss any additional comments. Page 3 of 5 City of Carmel Technical Advisory Committee March 17, 2021 Mr. Dobosiewicz inquired if Ms. Lopez had issued any comments for the townhome ADLS yet. Ms. Lopez stated she had not issued comments yet. Mr. Dobosiewicz recommended introducing Pulte Homes into the discussion and scheduling a separate meeting. Ms. Lopez stated she had outstanding comments regarding placing making in the common areas that would be addressed during the Development Plan. Mr. Dollase inquired about the timeline of the project as the plans indicated a two-phase development. Mr. Walter stated that the first phase would ideally “break ground” in July of 2021 with homebuilding beginning in 2022 and the second phase would ideally start in 2022 with homebuilding beginning in 2023. Mr. Walter also stated a goal of demolition finalized by the end of 2021. 9:20 a.m. Docket No. PZ-2021-00027 ADLS Amend: Tom Wood Powersports The applicant seeks design approval for a minor exterior renovation of two existing buildings into a new dealership. This site is 2.27 acres and is located at 3520 E. 96th Street. It is zoned B-3 and is not located within any overlay zone. Filed by Jake Gibson of Gibson Commercial on behalf of Tom Wood Powersports. Todd Mellish of Gibson Commercial presented the project. This project includes remodeling two existing office buildings along E. 96th Street into one new dealership. Mr. Jordan stated that this project would require a Right-of-Way permit and could be applied for on Cityworks. Page 4 of 5 City of Carmel Technical Advisory Committee March 17, 2021 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that the changes to the building are very minimal featuring an addition to connect the two buildings together. Ms. Keesling stated she had no concerns with the proposal and that because the project is an Administrative ADLS Amendment, it would only be heard in TAC and not by a Plan Commission Committee. Ms. Keesling stated that once all comments have been addressed on ProjectDox she could issue a Letter of Grant. Ms. Keesling stated she believed all of her comments had been addressed. Marc Hill – MetroNet, Inc. - No comments. Larry Richards – Panhandle Eastern Pipeline - No comments. 9:30 a.m. Docket No. PZ-2021-00036 PUD: Bedford Falls PUD Rezone The applicant seeks PUD rezone approval to allow a new subdivision consisting of single-family detached residential. The site is located at 947 W 146th St. on approximately 16.87 acres. It is currently zoned S-1 and R-3/Residential. Filed by Steven Hardin of Faegre Drinker Biddle & Reath, on behalf of Less Impact Development LLC. Scott Schutz of Less Impact Development presented the project. This project includes a new age restricted senior-housing subdivision with 34 units on 17 acres inspired by the film, It’s a Wonderful Life. Dave McCoy – City of Carmel Addressing - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that a County regulated drain passes through the middle of the subject property and would need to be reconstructed. Mr. Clark confirmed that the infrastructure will be County regulated and will require a petition to the Hamilton County Drainage Board. Additionally, Mr. Clark offered to send the applicants drainage calculations. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk path connections and bicycle parking. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. Ryan Hartman – TriCo Regional Sewer Utility - No comments on the rezone. Mr. Hartman stated he was working with the engineer and developer on potential sanitary sewer options for the site. Terry Killen – City of Carmel Streets - Mr. Killen inquired if Birdsong Lane would be tied into the subdivision. Mr. Schutz confirmed Birdsong Lane would be connected to the new development. Marc Hill – MetroNet, Inc. - Mr. Hill inquired about the number of units for the development. Mr. Schutz confirmed the development planned for 34 units. Ms. Lopez inquired if the applicants had considered filing the Primary Plat with the PUD to expedite the review process and avoid a second public hearing. Ms. Lopez asked for confirmation that the subdivision would be age restricted. Mr. Schutz confirmed that the development would be age restricted. Additionally, Ms. Lopez inquired how the applicants planned to address the floodplain areas on the property. Mr. Duane Sharrer of Weihe Engineers, Inc. stated that 100-year flood zone would be avoided and that the 500-year flood zone would not impact site limitations. Mr. Clark stated that the 500-year floodplains requires adherence to the flood protection grade for development and noted he would confirm this possible requirement and include it within his review comments. Mr. Sharrer noted plans for a detention area in the vicinity. Ms. Lopez stated that Dave Lucas with the Hamilton County Highway Department confirmed he was still reviewing the plans and would submit comments soon. Mr. Lucas requested it be known that the applicants would be required to obtain approval from the Hamilton County Commissioner for access to 146th Street.
