CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, April 21, 2021 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00048 DP/ADLS: Napleton Auxiliary Lot and Detail Center The applicant seeks site plan and design approval for a new auxiliary parking lot and detail and service center. The site is located at 4250 E. 96th Street (north of the Napleton Hyundai dealership). It is zoned B-3/Business District. Filed by Jon Dobosiewicz and Rick Lawrence of Nelson & Frankenberger on
behalf of EFN Crossroads Property, LLC. Jon Dobosiewicz of Nelson and Frankenberger presented the project. This project includes a new
auxiliary parking lot with 700+ vehicle spaces, detail and service support center, a building pad for a future building, and detention in the northwest corner of the site. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he assigned two addressed for the two proposed buildings within the development of 2240 and 2250 E. 96th Street. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding tree preservation area fencing along the north and the east sides of the property and wetland mitigation site. Bill Butz of Kimley Horn confirmed that the Carmel Engineering Department requested that the wetland mitigation plans were submitted with the DP/ADLS plans submittal. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he had not submitted his comments on ProjectDox but would shortly. Mr. Clark confirmed that he had received the mitigation plans and stated he would issue his review comments by the end of the day. Christina Girod – Duke Energy - No comments as this project would be serviced by Indianapolis Power & Light Company. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Butz inquired if Mr. Jordan was experiencing an issue with reading the compensatory storage report on ProjectDox. Mr. Clark confirmed that he could not open the report on ProjectDox. Mr. Jordan offered to upload the file once forwarded the document via email. Mr. Butz confirmed he would forward the report to Mr. Jordan via email.

David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Mr. Littlejohn discussed a required sidewalk along Randall
Drive missing from the site plan. Mr. Dobosiewicz inquired about the landscaping requirements for the proposed building pad for future development and stated that the sidewalk wraps along the southeast edge of the proposed parking lot. Mr. Butz confirmed that the site features connectivity between buildings with a sidewalk but did not show a new sidewalk along Randall Drive. Mr. Littlejohn confirmed that a full sidewalk connection was required along the west side of Randall Drive. Mr. Dobosiewicz stated he would like to meet with Mr. Littlejohn to discuss sidewalk location in order to save the existing tree line along Randall Drive. Mr. Littlejohn confirmed that he felt the trees were probably worth saving and recommended the sidewalk be placed within a pedestrian easement if there is not enough room to accommodate both the existing trees and the required new
sidewalk in the right of way to meet the Bike and Pedestrian Plan requirements. Mr. Mindham stated that the existing subject trees appeared to be 6’ from the curb and stated a plan to have a tree preservation area behind the trees. Mr. Dobosiewicz stated that the applicants would take a closer
look. Rachel Keesling – City of Carmel Planning & Zoning
- Ms. Keesling stated that she issued comments on ProjectDox and requested additional room for landscaping around the building and along the east side of the site along Randall Drive to preserve the existing wooded buffer. Ms. Keesling recommended to shift the site design to the west a bit to accommodate more landscaping and sidewalk around the buildings and eliminate a few parking spaces. Ms. Keesling also reiterated the need to preserve the trees along Randall Drive and install the required sidewalk and maintain the wooded and residential-friendly appearance as much as possible. Mr. Butz stated that there was a bit between Randall Drive right-of-way and the private subject property and that the applicants would examine different design possibilities for the sidewalk in order to preserve existing trees and brush as much as possible.
9:15 a.m. Docket No. PZ-2021-00053 ADLS Amend: Riverview Medical Park – Signage and Building addition
The applicant seeks approval for a new signage plan and site modifications to include a new parking area for a previously approved building addition (07020007 ADLS Amend). This site is 3.07 acres and is located at 14555 Hazel Dell Parkway, Unit B. It is zoned PUD (Riverview Medical Park Z-410-03)
and is not located within any overlay zone. Filed by Kevin Coppedge of Studio 3 Design, Inc. Kevin Coppedge of Studio 3 Design, Inc. presented the project. This project includes the second phase
of an existing medical office park including additional parking and signage. Dave McCoy – City of Carmel Addressing - Mr. McCoy inquired if the applicants wanted to carry the same address from the first phase to the second at 14555 Hazel Dell Parkway, Unit B. Mr. Coppedge confirmed that this would be the preferred address. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham stated that landscape plans had not been submitted yet for review but that he would review those plans once available on ProjectDox. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he had no comments until he could review the development plans.

Christina Girod – Duke Energy - Ms. Girod requested the applicants confirm that they submitted all required documents and plans
to Reece Heilers at Duke Energy. Alex Jordan – City of Carmel Engineering - Mr. Jordan stated that he had no comments until he could review the engineered drawings to verify elevations, drainage, and parking requirements. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding bicycle and ADA parking requirements. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that she had minimal comments due to the architecture having been
previously approved. Ms. Keesling expressed gratitude toward the applicants for providing a sidewalk around the building to ensure connectivity for pedestrians to walk around the entire building. Ms. Keesling confirmed that a Letter of Grant could be issued upon complying with other
reviewer comments. Mr. Coppedge inquired about the due date for submissions to ProjectDox. Ms. Keesling informed Mr. Coppedge that ProjectDox sends out automatic reminders and that there was not a strict deadline for responding to the review comments and uploading new plans or documents.
9:25 a.m. Docket No. PZ-2021-00065 OA: Silvara PUD Amendment, Gallagher Parcel Docket No. PZ-2021-00066 Z: Gallagher Parcel Rezone to Silvara PUD Docket No. PZ-2021-00067 PPA: Jackson's Grant Sec 7 Lots 324 and 325 Primary Plat Amend The applicant seeks an Ordinance Amendment, Rezone, and Primary Plat Amendment approval to add a 0.5-acre piece of property into the Silvara PUD and combine it with lots 324 and 325 of Section 7 at Jacksons Grant. The site is located directly south of 523 Cornwall Ct. It is zoned S-1/Residential. Filed by Doug Wagner of Republic Development on behalf of the future lot owners. Doug Wagner of Republic Development presented the project. This project includes the incorporation of a half-acre parcel on the northwest corner of the Jacksons Grant subdivision not originally included in the Silvara PUD. The proposed site existing property owners came to an agreement with the future
owners to sell the parcel, rezone, and subdivide into lots 324 and 325 within Section 7 of the Jacksons Grant subdivision while extending the existing landscape buffer and drainage/utility easement. Dave McCoy – City of Carmel Addressing - No comments. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham stated he had no issues with the landscape plan and offered suggestions on saving existing plant material. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that if the subsurface drain was to be extended that this change would need to be reflected on the As-Builts for Section 7 of Jacksons Grant. Christina Girod – Duke Energy - Ms. Girod confirmed that the Duke Energy Subdivision Group had the site designed and was waiting for site ready to install power. The Duke Energy Subdivision Group requested the
applicants submit an updated version of the CAD files. Mr. Wagner stated the applicants would send the updated CAD files.

Alex Jordan – City of Carmel Engineering - Mr. Jordan inquired if the swale and subsurface drain in the rear of the lots was planned to be
extended. If so, Mr. Jordan requested revised construction plans. Mr. Wagner stated that he was under the impression that the two lots would feature a 30’ tree preservation area, then a 30’ landscape buffer, then a 20’ drainage easement across the subject parcel incorporation so the proposed plantings would be placed to the southwest of the existing trees with the drainage easement placed at a diagonal. Mr. Wagner stated revised plans would be submitted. Bob Gallagher of Teeling & Gallagher, Inc. confirmed that the lots would feature a 30’ tree preservation area matching up with the existing surrounding landscape buffer, a 15’ landscape buffer, and 30’ drain swale diagonally positioned. Mr. Wagner stated the intention was to prevent damage to existing trees. Mr. Gallagher confirmed that a deed restriction would be placed on the 30’ tree preservation area. Ms. Lopez stated that the project would require Secondary Plat approval
after being heard by the Plan Commission. Mr. Wagner stated that there was a strong possibility that lots 324 and 325 would be recorded on a Secondary Plat without the incorporation of the subject parcel to not hinder future owners of other lots in Section 7 of Jacksons Grant before
coming back with a replat. Ms. Lopez confirmed plans to hear the item at the May 18th Plan Commission meeting and potential
request the Plan Commission to approve the docket items that night before being sent to City Council. David Littlejohn – City of Carmel Alternative Transportation - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated that she had no concerns with the requested changes to rezone the subject parcel
and amend the Jacksons Grant Section 7 Primary Plat to increase the size of lots 324 and 325.
