Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00113 DP/ADLS: Be Well Family Care The applicant seeks site plan and design approval for a new medical office building on a vacant parcel. The site is located at 12430 Clark Street within the Carmel Science and Technology Park. It is zoned M-3/Manufacturing Park District. Filed by Roger Ward of Roger Ward Engineering, Inc. on behalf of the owner. Roger Ward of Roger Ward Engineering, Inc. presented the project. This project includes approximately 10,000 sq. ft. of medical office building on 2.75 acres with a parking lot. Ryan Hartman – TriCo Regional Sewer Utility - No comments. Keon Stallard – Duke Energy - No comments. Marc Hill – MetroNet, Inc. - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that his office would require an outlet connection permit for the project and requested physical plans be sent to his office. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk requirement along Clark Street, sidewalk connection between that sidewalk and the building, and bike parking. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding the southern perimeter bufferyard. Mr. Ward stated that he would shift the drive lane up to meet the 5’ perimeter landscape buffer requirement. Page 2 of 5 City of Carmel Technical Advisory Committee July 21, 2021 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling requested a materials legend for the elevation plans and to identify where the rooftop utility units would be located to show where screening would be visible above the parapet. Ms. Keesling commended the overall look of the building and expressed few concerns for the site plan while reiterating the same connectivity comments made by Mr. Littlejohn. Ms. Keesling requested a line showing where existing trees would be cleared to/preserved on the site plan. Mr. Ward inquired if Ms. Keesling has any comments to relay to the architect about the rear elevation. Ms. Keesling stated the final determination between her and the architect was that the entire rear façade would be brick. Angie Conn – City of Carmel Planning & Zoning - No comments. Rodney Johnson – AES Indiana - No comments. 9:15 a.m. Docket No. PZ-2021-00114 SP: Replat of Part of Blk. 14 of Carmel Science & Technology Park The applicant seeks administrative secondary plat approval for 2 lots on 4.42 acres. The site is located at 12430 Clark St. It is zoned M3/Manufacturing. Filed by Roger Ward of Roger Ward Engineering, Inc. on behalf of Be Well Family Care. Roger Ward of Roger Ward Engineering, Inc. presented the project. This project includes a replat of a singular lot divided into two located within the Carmel Science & Technology Park. Sam Clark – Hamilton County Surveyor’s Office - No comments. Alex Jordan – City of Carmel Engineering - Mr. Jordan inquired if Clark Street needed any right-of-way dedicated. Mr. Ward confirmed that the applicants would be dedicating an additional 3’ and likely adding some easements to the replat as well for the development. Mr. Jordan inquired if a tree preservation easement would be added to the rear of the site. Mr. Ward confirmed that there was intention to add a tree preservation easement. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk requirement along Clark Street to make a full sidewalk connection along the frontage connecting to existing sidewalks to the north and south. Page 3 of 5 City of Carmel Technical Advisory Committee July 21, 2021 Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham reiterated the need for tree preservation and stated that he would not like to see tree removal until approval of a new development can be designed around existing trees as best as possible. Angie Conn – City of Carmel Planning & Zoning - Comments submitted on ProjectDox regarding right-of-way dedication and potential tree preservation easements. 9:20 a.m. Docket No. PZ-2021-00115 SP: Jackson's Grant Village Section 1 Secondary Plat The applicant seeks administrative secondary plat and construction plans approvals for 19 lots on 11.87 acres. The site is located at 520 W. 116th Street. It is zoned PUD/Planned Unit Development (Ordinance Z-653-20). Filed by Brian Robinson of Stoeppelwerth & Assoc. on behalf of Jackson's Grant Real Estate Company, LLC. Doug Wagner of Republic Development LLC. presented the project. This project includes 19 single-family lots within a 22-acre mixed-use site with later plans for townhomes, 20,000 sq. ft. retail commercial center, and on-site detention and the Secondary Plat is only for the 19 single-family lots. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated comments were sent to Mr. Robinson in June and Keon Stallard – Duke Energy - No comments. Marc Hill – MetroNet, Inc. - Mr. Hill inquired if there were plans to add any additional single-family homes. Mr. Wagner confirmed that there would be no more than 19 single-family homes and reiterated that there are plans to add townhomes to the site at a later time. Rodney Johnson – AES Indiana - Mr. Johnson stated he was not sure if the AES Indiana pole line was located on the north or south side of 116th Street. Mr. Johnson expressed his concern if there was an opening between the poles may be of some concern if the pole line is on the north side. Mr. Johnson said it would be unlikely to hitch off of Springmill Road. Mr. Robinson and Mr. Wagner stated they thought the pole lines were located on the south side of 116th Street. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that the subdivision infrastructure would be county regulated and requested all related documents be submitted to his office for review. Mr. Clark expressed intention to incorporate the northwestern open ditch into the regulated drain system and requested the plat reflect necessary easements. Mr. Robinson requested to meet with Mr. Clark to discuss drainage calculations. Mr. Clark stated he was open to setting up an outside meeting. Mr. Wagner expressed concern for the requested easements near the ditch area due to tree preservation documentations on the plat for zoning purposes. Mr. Clark confirmed that he had no intention of tree clearing and would speak with Mr. Mindham. Mr. Jordan stated he spoke with a right-of-way inspector inquiring if the handholes along Springmill Road were traffic rated or if there were plans to relocate the handholes. Neither Mr. Wagner nor Mr. Robinson were aware if the handholes were traffic rated. Mr. Jordan stated he would reach out to the inspector. Additionally, Mr. Jordan inquired if the lane added to Springmill Road would be per the City Thoroughfare required cross-section. Mr. Robinson stated the plan would be to bring the street up to the standards of the Thoroughfare Plan. Mr. Jordan requested this be noted on the plans. Lastly, Mr. Jordan inquired about the entrance off of 116th Street as the plat illustrated a portion on the adjacent property not owned by the applicants. Mr. Wagner confirmed that the neighboring property would not be touched. Mr. Jordan requested the site plan be revised to what would be constructed. Mr. Robinson inquired about a comment Mr. Jordan made on ProjectDox regarding edge treatment. Mr. Jordan explained the UDO requirement for edge treatment in lieu of curb construction. Mr. Wagner requested to postpone the installation of the 5’ concrete walk along the entry off of Springmill Road until the construction of the retail commercial center. Mr. Jordan stated that he did not remember making that specific review comment. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham reiterated the comments regarding the northwest ditch and did not foresee issues. Mr. Mindham stated his comments were submitted on ProjectDox regarding the western perimeter and types of evergreens. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn confirmed she made the comment about the 5’ concrete walk along the entry off of Springmill Road to put it on the record and additional comments were submitted on ProjectDox. Mr. Wagner inquired if Ms. Conn would be supportive of postponing the installation of the sidewalk until the construction of the retail commercial center. Ms. Conn stated she would be supportive of postponing the construction of the sidewalk with proper written response for the record. 9:30 a.m. Docket No. PZ-2021-00117 SP: Ambleside Point Section 1 Secondary Plat The applicant seeks administrative secondary plat approval for 132 lots on 29.55 acres. The site is located at 2135 W. 146th Street. It is zoned Ambleside Point PUD/Planned Unit Development (Z-659-20). Filed by Kyle Eichhorn of HWC Engineering on behalf of Hoffman Developer, LLC. Kyle Eichhorn of HWC Engineering presented the project. This project includes the first section of the Ambleside Point subdivision including front-load and rear-load single-family homes as well as townhomes. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated comments were sent to Mr. Robinson in July. Mr. Eichhorn stated he dropped off revised plans to Mr. Hartman’s office that day. Marc Hill – MetroNet, Inc. - Mr. Hill inquired how many lots in total were included in the entire development plan. Mr. Eichhorn stated that he did not have the exact number on hand but approximated 130 lots. Mr. Hill inquired how many sections would be developed and Mr. Eichhorn confirmed another section approximately the same size would be developed as well. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated comments submitted regarding easement access and confirmed this would be a regulated drain subdivision. Alex Jordan – City of Carmel Engineering - Mr. Jordan stated he was still in the process of reviewing the construction documents and hoped to finalize comments soon.
