CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, August 18, 2021 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00134 Z: GOAT Rezone. The applicant seeks B2/Business rezone approval. The site is located at 220 2nd St SW in Frank Hawkins Addition Lot 1. It is currently zoned R2/Residence and Old Town Overlay Character Subarea. Filed by Dave Coots of Coots, Henke & Wheeler, on behalf of Tomahawk Holding LLC.
Dave Coots of Coots, Henke & Wheeler presented the project. This project will include a rezone from R-2 to B-2 to operate a restaurant and tavern. Mr. Coots stated that there will not be any physical
changes to the property from the current state and that a Development Plan would be prepared and submitted to add additional restrooms and outdoor seating at a later date depending on the outcome of the proposed rezone. Mr. Coots pointed out that the subject parcel was the only parcel along the Monon
Trail zoned residential from Main Street to City Center Drive. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated he had no issues with the rezone as long as there was no exterior development occurring. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham stated that a stamped approved landscape plan on file that would need to be adhered to if the rezone were to be granted. - Mr. McCoy inquired if the building would have one singular address with suite numbers. Mr. Oberweis confirmed that the project would have one address. Terry Killen – City of Carmel Street Department - No comments. Alex Jordan – City of Carmel Engineering - No comments. Gabe Gibson – Duke Energy - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Ms. Conn deferred all comments to Rachel Keesling with the City of Carmel
Planning & Zoning Department.

Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling proposed to meet to discuss the choice of the B-2 Zoning District as the selected
zoning district for the rezone. Ms. Keesling described the B-2 Zoning District as a general district that allows for a huge variety of uses that are not compatible with the subject site – such as car dealerships, gas stations, commercial kennels, restaurants with drive-thru lanes. Ms. Keesling described the choice of B-2 Zoning District for the subject site as “too broad” and reiterated the future impacts of the uses allowed under the B-2 Zoning District. Ms. Keesling explained the intent of the B-2 Zoning District is to allow minimal requirements (for example, a Development Plan is not required with the B-2 Zoning District) which does fit in with the surrounding C-2 and PUD zone of the Midtown area where every project was carefully planned and taken through the approval process. Ms. Keesling then suggested the B-7 Zoning District, which does require a Development Plan and
ADLS review, and stated that the B-7 Zoning District’s purpose is to allow for a variety of commercial uses near areas zoned or utilized for residential purposes. Ms. Keesling further described the B-7 Zoning District’s intentions to promote efficient land usage while protecting the
character of the neighboring residential area. Ms. Keesling stated that while the Midtown area is highly commercialized, the subject parcel is apart of the residential area as well and has an impact on the residential properties closest to it. Ms. Keesling mentioned another aspect of the B-7 Zoning
District that the allowable uses had been paired down to be compatible with the surrounding areas which would prevent the applicant’s potential need to make commitments or strike out uses that are allowed. Mr. Coots stated that he was happy to further discuss the Zoning District choice with Ms. Keesling. Additionally, Ms. Keesling noted that if the applicant were to continue the proposed Zoning District choice of B-2 that the Planning & Zoning Department would like to see conditions and/or commitments limiting allowable uses as well as details on future site improvement, buffering, proposed building expansion/bathroom designs, to work on issues that have been present in the past with the site. Ms. Keesling described the commitments the Planning & Zoning Department would like made similar to those agreed to previously to be a part of the rezone. Mr. Coots stated that he
would contact Ms. Keesling after the meeting to set up a time to discuss her TAC comments further. 9:15 a.m. (SUA) Our Lady of Mt. Carmel Parish Life Center Addition.
The applicant seeks the following special use amendment approval for a building addition and site modifications: Docket No. PZ-2021-00144 SUA UDO Section 2.05 (and 9.09.E) Institutional Special Use amendment (expansion). The site is located at 14598 Oak Ridge Rd. It is
zoned S2/Residence. Filed by Andy McNeilly of CSO Architects on behalf of Our Lady of Mt. Carmel Catholic Church. Andy McNeilly of CSO Architects presented the project. This project will include an addition to the church adding office space and commons area connecting to the lower level of the church. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark inquired if any new drainage connections would be made to the existing infrastructure. Karen Collins from ANF Engineering stated that the project would reroute the on-site storm system around the proposed addition because the corner of the proposed addition would clip an existing storm sewer line. Ms. Collins stated that the project will provide some additional inlets on the site
and connect to the existing storm system that’s already on site. Mr. Clark stated that he would review the development plan on ProjectDox later that day.

Daren Mindham – City of Carmel Urban Forestry - Comments issued on ProjectDox. Mr. Mindham stated that the site had an elevator construction
project a few years prior where landscaping was not installed. Mr. Mindham reminded the petitioners that there is an expectation that the previous landscaping not yet installed would be required to be installed before a Certificate of Occupancy was issued for the proposed addition. Liz Mooney from Context Design stated that the missing landscaping referred to by Mr. Mindham had been added to the proposed plans in response to Mr. Mindham’s comments. Terry Killen – City of Carmel Street Department - No comments. Alex Jordan – City of Carmel Engineering - Mr. Jordan stated that he had not yet reviewed the project and would begin the review process
shortly with comment submitted on ProjectDox by the end of the week. Mr. Jordan stated he would reach out to Ms. Collins with any outstanding questions. Gabe Gibson – Duke Energy - No comments. Ms. Collins stated that there were plans to relocate a transformer currently located in the area where the proposed addition will be built. Mr. Gibson stated that Ms. Collins could
email him to begin the discussion process regarding the relocation of the transformer. Angie Conn – City of Carmel Planning & Zoning - Comments issued on ProjectDox. Ms. Collins inquired if additional bicycle parking would be required with the proposed addition. Ms. Conn stated that David Littlejohn with the City of Carmel Planning & Zoning Department would be the best person to contact to determine bicycle parking requirements. 9:25 a.m. Docket No. PZ-2021-00145 SP: 146th and Monon Secondary Plat. The applicant seeks secondary plat approval for 15 townhome lots on 1.24 acres. (Construction plans review is being done under Docket No. PZ-2020-00221 DP.) The site is located at 415 E. 146th Street (aka 415 Rolling Hill Dr.) It is zoned 146th & Monon PUD/Planned Unit Development (Ordinance Z-
654-20). Filed by Greg Dempsey of Innovative Engineering and Consulting, on behalf of ECL Development LLC.
Greg Dempsey of Innovative Engineering and Consulting presented the project. This project will include fifteen townhomes on the corner of Rolling Hill and 146th Street. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark inquired if the drain outlet connection would be made on 146th Street. Mr. Dempsey confirmed. Mr. Clark stated that he believed that infrastructure was maintained by the Hamilton County Highway Department. Mr. Clark also stated that he would reach out to the County Surveyor to determine if the County Surveyor would want to take in the infrastructure and maintenance responsibilities.
