Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2021-00139 DP/ADLS: Oberweis – That Burger Joint – Woodgrain Pizzeria. The applicant seeks site plan and design approval for a restaurant on a 1.15-acre vacant parcel. The site is located at 10920 N. Michigan Road, which is the SW corner of Weston Pointe Blvd. and Michigan Rd./US 421. It is zoned B-3/Business and is located in the US 421 Overlay Zone. Filed by Joe Oberweis, owner. Joe Oberweis of Oberweis Dairy presented the project. This project will include three restaurants housed within a single building. Dave McCoy – City of Carmel Addressing - Mr. McCoy inquired if the building would have one singular address with suite numbers. Mr. Oberweis confirmed that the project would have one address. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman requested plans regarding sanitary sewer and reminded applicants of a standard grease interceptor. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding the need for additional trees. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding ADA and bicycle parking requirements. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark inquired if the project would drain to infrastructure within Hamilton County. Dave Gonzales with DXU Architects informed Mr. Clark that the plans were not fully engineered at the time and would likely tap into an existing stormwater system. Mr. Clark informed the applicant that if the project drainage would flow west to Boone County the Hamilton County Surveyor’s Office would likely not require any approval. Mr. Clark informed the applicants that if drainage would flow to the east into county regulated infrastructure, an outlet connection permit would be required. Marc Hill – MetroNet, Inc. - No comments. Terry Krueskamp – City of Carmel GIS - No comments. Ms. Conn explained that the applicants would be working with her if they needed any BZA variances. Mr. Oberweis inquired about BZA variances. Ms. Conn explained the variance process from zoning ordinance standards. Rachel Keesling – City of Carmel Planning & Zoning - Comments submitted on ProjectDox requesting additional details on proposed playground equipment, outdoor furniture, parking space width, and architectural elevations. Ms. Keesling offered to meet with the applicants and Ms. Conn regarding a potential variance. Alexia Lopez – City of Carmel Planning & Zoning - No comments.
