Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Carmel Library Expansion (V, SUA) The applicant seeks the following special use amendment and variance approvals: Docket No. PZ-2020-00030 SUA UDO Section 2.09 Permitted Use, Institutional Special Use Expansion. Docket No. PZ-2020-00042 V UDO Section 2.10 Max. 35’ building height permitted, 51’ 9” requested. Docket No. PZ-2020-00044 V UDO Section 2.10 Max. 35% Lot Coverage allowed, 62.1% requested. Docket No. PZ-2020-00045 V UDO Section 5.02.B Minimum 25’ Parking Garage setback behind library building face as accessory structure along 4th Ave SE required, 0’ requested. Docket No. PZ-2020-00046 V UDO Section 5.19.F Minimum 30’ landscape buffer along east/side property line required, 5’ requested in some areas. Docket No. PZ-2020-00047 V UDO Section 5.30 Minimum 511 parking spaces required, 407 requested. Docket No. PZ-2020-00051 V UDO Section 1.07.E Transportation Plan Compliance, 90’ right of way Collector St. required, 40’or 56’ ROW Residential St. requested for 4th Ave SW. The 6-acre site is located at 55 4th Ave SE and is zoned R2/Residence. Filed by Timothy Ochs of Ice Miller LLP. Timothy Ochs with Ice Miller presented the project. This project will include a parking garage with a sky bridge connecting it to the library, as well as changes to the appearance of the library, and updates to interior meeting spaces. Nick Mishler – City of Carmel Building Permits - No comments. Daren Mindham – City of Carmel Urban Forestry - Comments are on Project Dox. Chris Ellison – City of Carmel Fire Department - Comments issued on Project Dox. Mr. Ellison was waiting on hard copy to scale drawings, emergency vehicle circulation for the entire project, and detailed utility drawings to see where fire department connections will be located. Mr. Ellison also inquired about the fire protection for the parking garage. Mr. Ochs said the architect would deliver a hard copy of plans to scale and set up a call with Mr. Ellison. Jason Stewart – City of Carmel Utilities - No comments. Mr. Stewart recommended that the applicant refer to Carmel Sewer Ordinance for parking garage regarding tying to the sanitary system. Scott Fuller – Panhandle Eastern Pipeline - No comments. Sam Clark – Hamilton County Surveyor’s Office - No comments. Mr. Clark reminded the applicant that the Hamilton County Surveyor’s Office still requires hard copies of plans and drainage calculations. Rodney Johnson – Indianapolis Power & Light Co. - No comments. This property is located within Duke’s jurisdiction. Christina Girod – Duke Energy - Relocation is not needed. Service upgrade will be required for the parking garage as the existing service does not provide enough power for the new garage. Ms. Girod requested to set up a meeting out in the field to discuss what will be needed to provide power to the site. Angie Conn – City of Carmel Planning & Zoning - Comments submitted on Project Dox. Planning & Zoning Department planned to write BZA staff report recommending approval of all variances subject to finalizing responses to all TAC members and engineering requirements for right of way. 9:10 a.m. Docket No. PZ-2020-00041 ADLS: Zotec Partners HQ – Revisions The applicant seeks ADLS Amendment approval to modify stormwater plans to accommodate a future surface parking expansion, as well as lighting and landscaping changes. The corresponding Development Plan was previously approved under Docket No. 18110008 DP/ADLS. The site is located at 1 Zotec Way and is currently under construction. It is zoned PUD – The Bridges (Z-550-11). Filed by Jake Plummer of Ratio Design on behalf of the owner. Aaron Hurt with Civil & Environmental Consultants, Inc. presented the project. This project will include a parking garage expansion with drainage improvements. Nick Mishler – City of Carmel Building Permits - No comments. Christina Girod – Duke Energy - No comments. Ms. Girod requested that the applicant reach out to Duke if there will be any conflicts with Duke facilities. Mr. Hurt said he did not anticipate any issues with Duke facilities. Mr. Plummer said the proposed parking garage expansion plans were not planned to be constructed at present time but instead the applicants were seeking approval for stormwater discharge. Ms. Girod recommended the appliants reach out to Duke if they encounter any conflicts with underground facilities. Daren Mindham – City of Carmel Urban Forestry - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on Project Dox. Dr. Littlejohn recommended applicant complies with the appropriate number of ADA parking spaces. Jason Stewart – City of Carmel Utilities - No comments. Rodney Johnson – Indianapolis Power & Light Co. - No comments. This property is located within Duke’s jurisdiction. Mark Deckard – MetroNet, Inc. - No comments. Scott Fuller – Panhandle Eastern Pipeline - No comments. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on Project Dox. Mr. Clark reminded the applicant that the Hamilton County Surveyor’s Office was still waiting on hard copies of plans and an outlet connection permit application. Rachel Keesling – City of Carmel Planning & Zoning - Comments submitted on Project Dox regarding lighting on the Illinois Street elevation and asked if a new rendering was available for submittal. Mr. Plummer verified a new rendering was in the works for the next plan submission. Mr. Hurt asked Ms. Keesling about the possibility of extending the trellis on the east side of the building for the CEO suite. Ms. Keesling said that the extension should not be a problem and the extension design could be reviewed with the existing plans in ProjectDox.
