CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, June 17, 2020 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00072 DP/ADLS: L’Etoile The applicant seeks site plan and design approval for a mixed use building with first floor retail (4,519 sq. ft.), apartments (12 per floor/60 total), and a parking deck (87 spaces). The building is 104,130 gross sq. ft. and 6 stories/82’6” tall. The overall site is 0.78 acres in size. It is located at 833 Main Street and
is zoned UC/Urban Core. Filed by Dan Moriarity of Studio M Architecture on behalf of the owner, Aziz Mamaev.
Dan Moriarity with Studio M Architecture and Aaron Hurt with Civil & Environmental Consultants, Inc. presented the project. This project will include residential apartments, first floor retail, and a parking garage.
Daren Mindham – City of Carmel Urban Forestry - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Mr. Littlejohn noticed ADA parking was not shown on the garage plans and reminded the applicant of ADA sidewalk ramps and bicycle parking requirements. Dave McCoy – City of Carmel Addressing - No comments. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on ProjectDox. Mr. Clark reminded the applicant that the Hamilton County Surveyor’s Office still requires hard copies of plans.
Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Christina Girod – Duke Energy - No comments. Ms. Girod said she would work directly with the applicant for any of their electrical needs. Ryan Hartman – TriCo Regional Sewer Utility - No comments. Project is outside of TriCo jurisdiction.

- No comments. Rachel Keesling – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:30 a.m. Docket No. PZ-2020-00069 PUD: Ambleside Point Planned Unit Development
The applicant seeks PUD rezone approval to allow a new development consisting of single-family detached and attached residential. The site is located at 2135 W 146th Street on approximately 56.5 acres. It is currently zoned S-1/Residential. Filed by Jim Shinaver with Nelson & Frankenberger, LLC
on behalf of Hoffman Developer, LLC. Jon Dobosiewicz with Nelson & Frankenberger, Steve Pittman with Pittman Real Estate Services, and
Kyle Eichhorn with Civil & Environmental Consultants, Inc. presented the project. This project will include a mix of single-family lots and townhomes on a 60 acre pacel that connects to Saddle Creek and Autumn Wood Farms subdivisions. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding buffer yards and the submission of an open space plan. Mr. Dobosiewicz asked if the open space plan would be submitted with the Development Plan review. Mr. Mindham confirmed that submission of the open space plan and landscape plan is allowable with the Development Plan review and that he wanted the PUD wording to be correct. David Littlejohn – City of Carmel Alternative Transportation
- Comments submitted on ProjectDox regarding sidewalk connections. Mr. Littlejohn noted sidewalk requirements along the 146th Street frontage road and the possibility of future path and trail connections. Mr. Pittman asked Mr. Littlejohn about the process for public trail system
connecting to a private trail system. Mr. Littlejohn informed Mr. Pittman that he requested the path in the proposed development be included in a public pedestrian easement. Mr. Littlejohn said he could not recall if the Saddle Creek path is included in a public pedestrian easement.
Dave McCoy – City of Carmel Addressing - No comments. Reminded applicant to contact Mr. McCoy regarding street names in the future. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on ProjectDox. Mr. Clark reminded Mr. Eichorn to include Saddle Creek into drainage calculations and noted that the pond in northwest corner will need approval from the Hamilton County Highway Department as well as the Hamilton County Drainage Board regarding reconstruction of the drain. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan requested a memo regarding the anticipated traffic load to be sent to Jeremy Kashman and a wetland delineation to be submitted to John Thomas - both with the City of Carmel Engineering Department. Christina Girod – Duke Energy - No comments.

developing the site. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Lopez recommended establishing a connection to the west in addition to the connection provided via the frontage road.
