Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00076 DP/ADLS: Avant Phase II The applicant seeks site plan and design approval for a multi-family building with 93 apartments. (14 townhome plots are also shown on this DP, but additional applications will be filed for Secondary Plat & ADLS approval at a later date.) The building is 135,243 gross sq. ft. and 4 stories/58’ tall. The overall site is 3.82 acres in size. It is located just north of 12890 Old Meridian Street (Avant Phase I) and is zoned PUD (The District Z-587-14). Filed by Steven D. Hardin, Esq., with Faegre Drinker, on behalf of Edward Rose Development. Steve Hormann with Edward Rose Development presented the project. This project will include residential multi-family apartments and townhomes to complement the existing Edward Rose Avant residential multi-family apartment building. Christina Girod – Duke Energy - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox. Mr. Littlejohn requested plans for the proposed bicycle room to ensure required bicycle parking minimum is met. Mr. Littlejohn also inquired about the path extension along Old Meridian Street to a full connection to the northeast corner of the subject site. Mr. Hormann explained that the extension of the path is determined on collaboration with the owners of the parcel to the north. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan confirmed that building elevations were not submitted for the townhomes along with a BMP proposal. Josh Rodgers with American Structurepoint, Inc. asked Mr. Jordan about the requirement for construction plans for the townhomes as they were at the time conceptual. Mr. Jordan explained that construction plan submission will be required if the townhomes are listed on the site plan without notation of a second phase. Sam Clark – Hamilton County Surveyor’s Office - No comments. Dave McCoy – City of Carmel Addressing - No comments. Mr. McCoy stated that he assigned this property a preliminary address for the main building. Scott Fuller – Panhandle Eastern Pipeline - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Keesling discussed the vehicular and pedestrian connections to the north parcel along with PUD architectural requirements regarding the masonry base as well as the secondary façade requiring 50% similar materials to the primary façade. Dan Moriarity from Studio M Architecture and Planning asked Ms. Keesling to explain the PUD requirements for entrances from main streets. Ms. Keesling explained that the PUD emphasizes being able to access the building from the front and rear. She noticed the lack of an entrance access point on one of the floorplans.
