Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00080 DP/ADLS: Lakeside Apartments - Phase II The applicant seeks site plan and design approval for three new apartment buildings, housing a total of 110 units. The site is 3.73 acres in size. It is located at 645 W. Carmel Drive (just east of the new Braunability R&D building) and is currently zoned PUD (Atapco PUD – Z-581-13). It is not located within any overlay. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of JC Hart Company, Inc. Jon Dobosiewicz of Nelson & Frankenberger presented the project. This project will include the demolition of two office buildings with the replacement of three new apartment buildings. Christina Girod – Duke Energy - Ms. Girod confirmed that Duke Energy is waiting on a list of items needed to process request for demolition and site clearing activities. Dave McCoy – City of Carmel Addressing - No comments. Scott Fuller – Panhandle Eastern Pipeline - No comments. Ryan Hartman – TriCo Regional Sewer Utility - Payment requested for preliminary review of the plans. Mr. Dobosiewicz inquired Mr. Hartman to determine if there were any site design issues that would prevent the project moving forward with the Plan Commission. Mr. Hartman confirmed that no large issues seemed apparent. Greg Ripple with Kimley-Horn and Associates, Inc. inquired about whom the payment request would be directed toward. Mr. Hartman answered that the payment request would be made to TriCo direct and asked for notation of plan review with payment. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections, path requirement along Carmel Drive, and long-term bicycle parking for apartment buildings as specified by the PUD. Ms. Keesling offered to set up a meeting with Randy Sherman of Weaver Sherman Design regarding façade improvements. Mr. Dobosiewicz inquired if ProjectDox responses would be required in advance of packet submission. Ms. Keesling replied that ProjectDox responses would be best before Department Reports are written. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:15 a.m. Docket No. PZ-2020-00155 Albany Village PUD The applicant seeks PUD rezone approval to allow a new development consisting of single- family detached and single-family attached residential. The site is located at 14407 Shelborne Rd. on approximately 36.7 acres. It is currently zoned S-1/Residential. Filed by Jon Dobosiewicz with Nelson & Frankenberger, LLC on behalf of the Logan Group, LLC. Jon Dobosiewicz with Nelson & Frankenberger presented the project. This project will include single-family detached homes and attached two-family dwellings. Christina Girod – Duke Energy - Ms. Girod requested electronic plans be sent to Duke Energy’s centralized design group to begin coordination. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalks along interior streets, path connections to the path along the new 146th Street as well as potential path connections. Mr. Dobosiewicz notified Mr. Littlejohn of feedback from Carmel Clay Parks & Recreation as they purchased the parcel to the west across Shelborne Road. Mr. Dobosiewicz discussed the possibility of working with Carmel Clay Parks & Recreation to determine the best location for a crosswalk. Mr. Clark informed the applicant of an open regulated drain near the southwest corner of the parcel and the possibility of relocation approved by the Hamilton County Drainage Board. Ms. Lopez offered to set up a meeting regarding layout and design before packets are due. 9:25 a.m. Docket No. PZ-2020-00156 SP: Jackson's Grant on Williams Creek Sec. 8 Secondary Plat The applicant seeks administrative approval of the secondary plat and construction plans for 22 lots on 14.66 acres, for the Exmoor neighborhood. The site is located at 569 Mendenhall Dr., west of Springmill Rd. and north of Jackson’s Grant Blvd. It is zoned Silvara PUD/Planned Unit Development (Z-553-11, as amended). Filed by Brian Robinson of Stoeppelwerth & Assoc. Brian Robinson of Stoeppelwerth & Assoc. presented the project. This project will include single-family homes in Jackson’s Grant. Ryan Hartman – TriCo Regional Sewer Utility - Revisions requests made for sanitary sewer easements and common areas where sewers cross through. Mr. Robinson and Mr. Hartman determined the need to meet with Carmel Water to confirm water and sewer service requirements. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding all intersections including ADA compliant ramps and crosswalks being added to construction plans. Sam Clark – Hamilton County Surveyor’s Office - Comments submitted on ProjectDox regarding calling out residential drainage easements. Mr. Clark inquired about verification of the present compensatory storage for the floodplain and informed the applicant that any cuts and fills occurring will need to be shown in the plans. The site is located at 230 1st St NE (Carey Addition, Lot 4). It is zoned R1/Residence and Old Town Overlay District, Character Subarea. Filed by Amy Rexroth. Ms. Rexroth explained that bike storage was planned for the rear of the building and bike racks had not been purchased at that time.
