CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, November 18, 2020 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2020-00165: Courtyards of Carmel Primary Plat The applicant seeks primary plat approval for 150 lots on 59 acres. The site is located at the NE corner of Keystone Parkway and 136th Street. It is currently being rezoned to the Courtyards of Carmel PUD. Filed by Brett Huff with Kimley-Horn on behalf of Epcon Carmel, LLC.
Brett Huff with Kimley-Horn presented the project. This project will include the construction of a new residential subdivision including 150 lots on 59 acres.
Sam Clark – Hamilton County Surveyor’s Office - Comments not yet submitted on ProjectDox. Mr. Clark stated that his review comments would be
submitted later that day. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan stated that his office was waiting on a revised Primary Plat. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. Mr. Huff stated that Kimley-Horn received the comments and were working through them. David Littlejohn – City of Carmel Alternative Transportation
- Comments submitted on ProjectDox. Mr. Littlejohn stated that the largest point of concern was incorporating the path along Keystone Parkway into Right-of-Way or a pedestrian path easement. Additionally, Mr. Littlejohn inquired if the crosswalk through the parking island would be ADA
compliant. Mr. Huff responded that the crosswalks would be piano-key painted markings with domes at the edges at the curb walks. Mr. Littlejohn stated that he would reach out with any concerns with the described design. Mr. Littlejohn requested a bike parking detail.
Mark Dollase – Indiana Landmarks - Mr. Dollase stated that he would not comment on the 59 acres of the new development; however, the existing structure and acres around it have been under interim protection meaning that the structure cannot be demolished, and that the city would not issue a permit to demolish the structure because the commission feels the structure is of historic or architectural significance. Mr. Dollase continued that the state determined that the structure and immediate property would be eligible for National Register of Historical Places which could assist a future owner in grants or historic tax
credits to restore the property.

Mr. Dollase stated that the property would continue to be under interim protection and inquired if Epcon was planning on donating the house to Indiana Landmarks in 2021 instead of restoring the
structure. Mr. Dollase stated that the donation agreement was approved as a part of the Courtyards of Carmel PUD and that he would continue to work with Epcon moving forward. Mr. Dollase inquired about emergency vehicle traffic in regard to the subject historic property. Mr. Huff stated that access would remain intact to the existing drive. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez stated that she would submit her comments on ProjectDox as she was awaiting the approval of the PUD by City Council. Ms. Lopez suggested the applicants start putting together a landscaping plan for the north and east perimeters showing the tree planting wall subject to approval by the Urban Forester and tree evaluation. Mr. Mindham stated that the commitments should include plant type and spacing requirements and recommended the applicants note these
commitments on a future plan. Mr. Huff agreed that the applicants would update the plans to reflect the commitment language.
Ms. Lopez inquired if the applicants had begun to study the future path connection to the Hagan-Burke Trail. Mr. Huff confirmed that the applicants have begun to look into the connection but had not started discussion with any property owners. Ms. Lopez stated that Yorktown Woods was
supportive of establishing the subject connection. Mr. Littlejohn confirmed that the path connection would cross into two sections of Common Area and that Yorktown Woods reached out to the City with interest in making the connection. Mr. Littlejohn offered to Mr. Huff to work through the brainstorming of the routing of the path connection. Mr. Huff stated that he would work with the City to confirm the proposed route design. 9:15 a.m. Docket No. PZ-2020-00170 TAC: Carmel High School Parking Lot Addition The applicant seeks administrative approval of a 152-space parking lot addition east of Murray Stadium, on approximately 1.7 acres. The site is located at 520 E. Main St., east of Carmel School Drive. It is zoned R2/Residence. Filed by Pete Rankovitch of TLF Engineers, on behalf of Carmel Clay Schools.
Pete Rankovitch of TLF Engineers presented the project. This project will include a new parking lot addition to accommodate for displaced parking during upcoming Carmel High School projects in 2021. Dave McCoy – City of Carmel Addressing - No comments. Christina Girod – Duke Energy - No comments. Ryan Hartman – TriCo Regional Sewer Utility - No comments as this site is not within the TriCo Regional Sewer Utility territory. Hani Soueidan – City of Carmel Utilities - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he had received a physical copy of the plans but had not yet sent a formal
review letter. Mr. Clark inquired if the applicants planned to fill the adjacent floodplain. Mr. Rankovitch stated that the project is located outside of the floodplain. Mr. Clark stated that he would submit formal comments later on.

9:25 a.m. Docket No. PZ-2020-00171: Meridian Suburban Plat Vacation The applicant seeks approval to vacate the lots, easements, and road rights of way for lots 2-16, 29, and 33-46 in Meridian Suburban Subdivision, Section 1. The site is located south of 111th Street and west
of US 31. The property was recently rezoned from S-2 to the MC/Meridian Corridor district. Filed by Addison Bradford of Hall, Render, Killian, Heath & Lyman, P.C. for Meridian Development Realty, LLC. Addison Bradford of Hall, Render, Killian, Heath & Lyman, P.C. presented the project. This project will include a partial vacation of 30 or 31 lots from the Meridian Suburban Subdivision as well as vacation of certain easements and right-of-ways within the subject subdivision. Dave McCoy – City of Carmel Addressing - No comments. Christina Girod – Duke Energy - No comments. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman stated no issues with the vacation of the plat but would ask that any sewers within the right-of-ways be granted a 30-foot sanitary sewer easement overtop to TriCo Regional Sewer
Utility. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that with the vacation of the plat the applicants would be removing a portion of a County regulated drain. Mr. Clark stated that he would need to sit down with the County Surveyor to determine the future of the regulated drain. Alex Jordan – City of Carmel Engineering - Mr. Jordan inquired how the right-of-way was going to be handled on this project. Mr. Bradford described the right-of-way was publicly dedicated and discussed vacation by way of Carmel City Council. Mr. Jordan notified Mr. Bradford that he uploaded the Right-of-Way Vacation Form to
ProjectDox and requested Mr. Bradford send him the completed form so the vacation request could make its way to the Board Public Works. Daren Mindham – City of Carmel Urban Forestry - No comments.

Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Lopez inquired when the demolition of the homes was scheduled to begin. Mr. Bradford stated that the proposed timeline for demolition of the homes was likely February or March dependent on weather. Jennifer Lash with Cripe Architects and Engineering stated that the applicants would try to minimize impacted trees and tree roots to the best of their ability. 9:35 a.m. Docket No. PZ-2020-00175 PPA: Lincoln Highway Estates Lot 1, Primary Plat Amendment Docket No. PZ-2020-00176 V: UDO Sec. 2.08: 35 ft. Min Front Setback, 4 ft. Requested for Lot 1B The applicant seeks primary plat amendment approval and variance approval to split 1 parcel into 2
residential lots. The site is located at 10630 Westfield Blvd. and is zoned R-1/Residential. Filed by Nelson & Frankenberger on behalf of Matthew and Christine Tanner, owners.
Jon Dobosiewicz of Nelson & Frankenberger presented the project. This project includes subdividing one parcel into two residential lots. Mr. Dobosiewicz stated that his office was looking into an estimate of construction costs for path and sidewalks to address Mr. Littlejohn’s outstanding comment on ProjectDox. Mr. Dobosiewicz addressed a question from Ms. Lopez regarding the proposed front yard setback and if a front-load garage was considered and that the preference was for a side-load garage. Mr. Dobosiewicz addressed a comment from Willie Hall with CrossRoads Engineers, P. C. regarding STSM standards. Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that he would have an address ready for the proposed new lot at some point in the future.
Christina Girod – Duke Energy - No comments.
Ryan Hartman – TriCo Regional Sewer Utility - No comments.
Sam Clark – Hamilton County Surveyor’s Office - No comments. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan confirmed that when a lot is split, the City of Carmel Engineering Department holds the new lot to the stormwater technical standards including water quality and detention. Mr. Jordan also highlighted the UDO requirements for path and sidewalk. Mr. Dobosiewicz stated he would follow up with Mr. Jordan directly to meet the necessary requirements before being heard by Plan Commission. David Littlejohn – City of Carmel Alternative Transportation - No comments regarding the proposed lot split. Mr. Littlejohn confirmed that Mr. Dobosiewicz
would work with the City of Carmel Engineering Department on paying for the path and sidewalk improvements in lieu of construction. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Ms. Lopez noted to Mr. Dobosiewicz of an amendment to the building code in which additional requirements for fire-rating and protection would be necessary if the future home was not setback a certain distance from the property line. Mr. Dobosiewicz acknowledged this comment.
9:45 a.m. Docket No. 20020004 DP/ADLS: Warehouse Building Addition – 4511 W. 99th St. The applicant seeks site plan and design approval for a 13,000 sq. ft. building addition to the existing warehouse facility (About 16,000 sq. ft.). The overall site is 2.47 acres in size. It is located at 4511 W.
99th Street and is zoned I-1. It is not within any overlay zone. Filed by Todd Katz of JADAM Property Group, LLC.
Don Humphrey of Total Engineering Solutions Co., LLC presented the project. This project will include a 13,000 sq. ft. addition to an existing warehouse. Dave McCoy – City of Carmel Addressing - No comments. Christina Girod – Duke Energy - No comments as the subject site falls into IPL service territory. Ryan Hartman – TriCo Regional Sewer Utility - Mr. Hartman reported that he send comments to the applicant in February. Mr. Humphrey stated
that he would incorporate Mr. Hartman’s comments on the final set of plans. Sam Clark – Hamilton County Surveyor’s Office

- Mr. Jordan stated that the original comments were still outstanding and notified the applicant that the Carmel Engineering Department received an email notification that a wetland was found on the site. Mr. Humphrey stated that he sent the wetland report to John Thomas with Carmel Engineering and discussed plans for wetland mitigation. Mr. Jordan requested the wetland mitigation plans. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham reported that he send comments to the applicant in February regarding northern and western perimeter landscaping. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding path requirements along 96th Street. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling requested the applicant submit updated plans and stated she was pleased that the
addition architecture would match the existing warehouse.
