Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. (UV) Griggs In-Home Daycare. The applicant seeks the following use variance approval: Docket No. PZ-2020-00187 UV UDO Section 2.11: Permitted Uses, Use Variance requested for Day Care / Day Nursery. The site is located at 10416 Cornell Ave. (Lot 54 Home Place Subdivision.) It is zoned R3/Residence. Filed by Ms. Peyton Griggs, owner. Peyton Griggs presented the project. This project will include the use of an existing residential home for home occupation daycare purposes. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox and requested consideration for planting a shade tree in the front yard. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn stated that anytime a project comes in for approval it needs to be brought into compliance with the Transportation Plan. He continued that a 5’ wide sidewalk along Cornell Avenue would be required along with a minimum of four bicycle parking spaces or two bike racks. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn reminded the applicant of the due date for the BZA info packet submission and noted that she would work with Mr. Littlejohn on the bike parking requirements. 9:15 a.m. Docket No. PZ-2020-00198 DP/ADLS: The Avenue at Bennett Farm The applicant seeks site plan and design approval and associated Development Standards Waiver and Variance approvals for 2 new retail buildings. The site is located at 11100-11150 N. Michigan Rd. (Block A, Bennett Technology Park subdivision). It is zoned B3/Business and US 421 Overlay Zone. Filed by Steve Hardin and Mark Leach of Faegre Drinker Biddle & Reath LLP, on behalf of Joe Farr of JDF Development LLC. Joe Farr of JDF Development LLC. presented the project. This project will include 13,000 sq. ft. retail center with food and service tenants. Page 2 of 4 City of Carmel Technical Advisory Committee December 16, 2020 Dave McCoy – City of Carmel Addressing - Mr. McCoy had already assigned address points to the two proposed buildings and stated he would officially send those addresses out in the future. Mr. McCoy also recommended that the applicant contact Mr. Nick Mishler with City of Carmel Building Permits regarding assigning suite numbers to the tenants. Mr. Farr inquired if the address points were addressed with a Zionsville address. Mr. McCoy said he would need to confirm if the address points were Zionsville or Carmel. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark inquired if the stormwater infrastructure installed would be outletting to Boone County to the west. Mr. Ashton Fritz with Fritz Engineering Services, LLC confirmed that the stormwater infrastructure would be outletting to Boone County. Mr. Clark notified Mr. Fritz that his office would not require any outletting permits and had no additional comments. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections and bicycle parking. Mr. Littlejohn stated the minimum requirement for the number of bicycle parking spaces for the site totaled six spaces or three bike racks. Mr. Littlejohn also requested the bicycle racks be separated and dispersed throughout the site. Mr. Littlejohn requested to adjust the ADA ramp design along the northwest corner to cross along Redd Road or Bennett Parkway Angie Conn – City of Carmel Planning & Zoning - No comments. Ms. Conn deferred comments to Ms. Keesling. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling inquired about the northern sidewalk and patio area along the larger building as one of the renderings showed the entire sidewalk outfitted with patio furniture an no room for sidewalk connectivity. Additionally, Ms. Keesling inquired if the applicants had discussed reworking the site design to increase the amount of greenspace and reduce the amount of pavement on the site. Mr. Fritz stated that the applicants did evaluate alternative designs and that the designs did not significantly reduce the overall impervious area and created awkward traffic circulation with the drive-thru lanes on both buildings. Ms. Keesling suggested the possibility of reducing the two-lane drive-thru behind the larger building to a one-lane drive-thru. Mr. Fritz stated that he felt a one-lane drive-thru would cause circulation issues with potential queuing and that none of the designs workshopped seemed efficient for the site. Ms. Keesling requested additional architectural details added to the single building to the north. Steve Hardin of Faegre Drinker Biddle & Reath LLP requested additional notes on what types of changes Ms. Keesling would like to see in updated elevations. Ms. Keesling stated that the smaller building needed to differ in color or materials to contrast from the larger multi-tenant building. Alex Jordan– City of Carmel Engineering - Comments submitted on ProjectDox regarding curb number and matching what was proposed with the Master Plan. Mr. Jordan offered to meet with Mr. Fritz at a later time. Mr. Fritz agreed. Page 3 of 4 City of Carmel Technical Advisory Committee December 16, 2020 9:25 a.m. Docket No. PZ-2020-00210 DP Amend/ADLS Amend: Pennwood Office Park The applicant seeks site plan and design approval for three, one-story office buildings to be constructed on 3.76 acres. The site is located at approximately 11505 N. Pennsylvania Street. It is zoned B-5/Business and is located within the West Homeplace Commercial Corridor, High Intensity Overlay Zone. Filed by Kevin Buchheit of Krieg Devault on behalf of the owner, SCB Home Office, LLC. Kevin Buchheit of Krieg Devault presented the project. This project will include three one-story office buildings with up to ten tenants. Mr. Buchheit then addressed some outstanding comments from TAC members regarding signage, addressing, and drainage. Roger Ward with Roger Ward Engineering, Inc. offered to work with Carmel Engineering and CrossRoad Engineers, P.C. to work through outstanding drainage comments. Dave McCoy – City of Carmel Addressing - Mr. McCoy assigned address points for the three buildings. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that the drainage calculations for the site looked appropriate and that the site would require an outlet connection permit with his office. Daren Mindham – City of Carmel Urban Forestry - Comments submitted on ProjectDox regarding the 30’ bufferyard along the east perimeter. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections and bicycle parking. Mr. Littlejohn stated that he would like to see bike racks for each building within 50’ of the main entrance, per Ordinance, as well as a 5’ wide pedestrian sidewalk along Washington Boulevard required by the Bicycle and Pedestrian Plan. Mr. Littlejohn explained the monetary contribution to the Thoroughfare Fund with the Engineering Department in lieu of constructing the sidewalk. Steve Bodner inquired if the access off of Washington Boulevard was for emergency access only or egress and if this would determine the need for a sidewalk. Mr. Littlejohn confirmed that the Transportation Plan requires all projects that adjoins to the existing right-of-way to comply with path and sidewalk requirements. Mr. Buchheit requested Mr. Littlejohn send him this section and confirmed to Mr. Bodner that the intention of the access off of Washington Boulevard was for emergency access only. Ms. Keesling stated that a connection point to residential area is prohibited in the Homeplace Overlay District and would likely need a variance. Ms. Keesling confirmed that the Planning & Zoning Department would likely be supportive of this variance as the access would be intended for emergency access only. Mr. Ward inquired about the ADA route improvements and Mr. Littlejohn discussed more direct and logical connections along the drives. Mr. Buchheit inquired about bicycle parking requirements and Mr. Littlejohn confirmed a minimum of two bicycle parking spaces or one bike rack per building and referenced the bicycle parking section of the Unified Development Ordinance. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Mr. Jordan stated that the applicants requested a meeting with the City of Carmel Engineering Department and their drainage consultants. Mr. Jordan requested the applicants set up a meeting with his office. Angie Conn – City of Carmel Planning & Zoning - No comments. Page 4 of 4 City of Carmel Technical Advisory Committee December 16, 2020 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling applauded the architectural design of the three buildings and complimenting the existing buildings to the south. Ms. Keesling stated that the Homeplace Overlay requires all four sides of each building to be similarly detailed. Mr. Buchheit inquired if detailed elevations would need to be submitted for the remaining two buildings and Ms. Keesling responded that the subject building elevation should be sufficient with proper notation that the architectural style will carry over for buildings two and three. Additionally, Ms. Keesling stated that the light pole heights exceeded what was allowable by ordinance. Mr. Bodner inquired about the next steps post-Plan Commission. Ms. Keesling stated that after the Plan Commission hearing the project would likely be sent to the Plan Commission Commercial Committee for additional review and either the committee or full commission would have final voting authority. Ms. Keesling stated that the Planning Department could recommend favorable approval with the Commercial Committee having final voting authority if outstanding comments were addressed.
