OVERVIEW OF DEVELOPMENT
Panattoni Development Company develops, leases and manages industrial,
office and retail projects in more than 85 cities throughout the United States.
Panattoni is proposing to develop the approximately 27 acres of undeveloped land
at the Northeast Comer of Pennsylvania and 122nd Streets in Carmel. (Please see
aerial photo under TAB 2.)
Adjacent Development
The site is adjacent to three distinct zoning districts. To the east the land is
zoned M-3 (Manufacturing Park District). Development in this area within the
Carmel Science and Technology Park includes industrial uses, warehousing and
distribution together with a health fitness facility and assorted office uses. To the
north is located the Kirk Furniture Showroom and Kirk Boat Sales and the Old
Meridian District. The U.S. 31 Overlay Zone is directly west of the site and across
Pennsylvania Street. General and medical office uses have been developed and are
planned as well as a potential hotel development. To the south across 122nd Street,
a helipad is located on the southeast comer of the intersection of 122nd Street and
Pennsylvania Street. The former Conseco Headquarters building and Conseco
corporate campus have been developed to the south and east of the site.
Rezone Petition
Consistent with the Comprehensive Plan, Panattoni has filed a petition to
rezone the three parcels from M-3 and R-I to the B-3 Business District. The
purpose of the B-3 District is to provide a wide variety of commercial and office

uses. B-3 District and the proposed development are consistent with and
compliment the existing zoning and development adjacent to the site.
Proposed Development
Panattoni Development is proposing a commercial development consistent
with the B-3 District composed of three office buildings, three floors in height,
with up to 227,850 square feet of gross floor area. (Please see the proposed
development plan under TAB 3.)
Although not located in the U.S. 31 Overlay zone, the site plan incorporates
many of the development standards required in the Overlay. The entry drive from
Pennsylvania Street and the surface parking areas have been landscaped to break
up the parking areas and to promote a campus environment for the development.
The buildings adjacent to Pennsylvania Street and 122nd Street have been located
on the site to enhance the streetscape along both streets. (Please see the proposed
landscape plan under TAB 4 and campus rendering under TAB 5.)
As stated above, the site is bordered by a variety of uses ranging from
corporate headquarter office buildings to industrial/showroomllight manufacturing
to retail showroom sales to medical offices. The two office buildings that are being
submitted for ADLS approval have been designed to promote consistency with the
office buildings in the overlay zone as well as with the warehouse/light industrial
uses to the east. The buildings' design also compliments the buildings found to the
south on the Conseco campus. (Please see the renderings and elevations of the
buildings found under TABS 6 through 9.)
This proposed development will enhance the continued and anticipated
development for this area.
