inverted crowns." Thank you for adding subsurface drain stubs out of inlets in alleys. Please
either delete subsurface drain stubs at alley intersections or provide a cleanout for access.
6. Comment on previous review: "Detail 2/801- Please add the following notes: "SIDEW ALK AT
DRIVEWAYS SHALL BE 6" MINIMUM THICKNESS OR DRIVEWAY THICKNESS,
WHICHEVER IS GREATER," "SPACING BETWEEN SIDEWALK JOINTS SHALL BE NO

Dear Mr. Burke:
The City has received your comment letter and revised drawings dated March 31, 2004 based upon the City
review of March 12, 2004.
The comments from the City review have been satisfactorily addressed with the following exceptions:
COMMENTS CONSTRUCTION PLANS
9. Sheet C10I-DevelopmentPlan
. Comment on previous review: "It appears that sidewalks do not continue through the alley
pavement but instead abut each side of the pavement. Is this standard procedure for the
Village? We would consider this comparable to a residential driveway where we require the
sidewalk to continue un-interrupted through the pavement." Based on the Schneider response
to this comment, is it possible to construct as concrete now and not have to consider this in the
future? Will the entire entrance apron be concrete like a commercial drive entrance?
11. Sheet C801-Street Details
. Comment on previous review: "Street Cross Section A-A - The statement pertaining to the
bike path or walk "width and location varies per plan" doesn't seem to apply to this section.
Why aren't the standard width and location noted?" Street Cross Section 4 IC801 still
includes a note that bike path and walk width and location varies per plan. Please revise and
show specific width and location for this section.
12. Sheet C802-Sanitary and Storm Sewer Details
. Comment on previous review: "Special Straight Curb Inlet - Please add notes to appropriate
locations on the plans to assure that this structure is installed as indicated. We do not want the
larger portion of the box under the inlet to be installed under the street pavement." Neither
this note nor the Special Straight Curb Inlet detail were found on the set of plans you
'submitted on March 31,2004. If the detail has been deleted from the set, then it is not
necessary to include the note. If this installation is anticipated, please add the following note
to the detail: "AS DETAIL SHOWS, STRUCTURE SHALL BE CONSTRUCfED SUCH
THAT NO PART OF THE STRUCfURE EXTENDS UNDER THE MAINLINE
PAVEMENT BEYOND THE LIMIT OF THE CASTING FRAME."
Based on additional review, the City provides additional comments:
1. Please define MFPG better for homeowners and builders. The City has difficulty explaining this
item to homeowners both during and after home construction. Section 9004 stated: Minimum .
flood protection grade 2' above 100-yr flooding source (lowest structure opening permitted:
window, door, etc.)
2. The City recommends that subsurface drains be provided under inverted crowns.
3. Please provide gutter capacity calculations for the inverted crown alleys and for any areas where
alleys discharge runoff to streets.
4. Please revise note 15 on Sheet CI0l and note on Sheet C701 to "WATER MAIN VALVES AND
MANHOLES SHALL NOT BE LOCATED IN PAVEMENT, CURBS, OR SIDEWALKS."
5. Please revise Street Cross Section 4/C80l to 1.5 inches HMA #11 surface on 2 inches HMA #8
binder on 3 inches HMA #5D base on 7 inches #53 stone.

9. It is apparent from the details that chair back curb is to be installed along all roadways. As we
have discussed previously, this type of curb does not facilitate driveway access. Please add detail
13/C801 from Section 9007.
10. Please show path connection at Lot 275 across the street from existing path connection.
11. Please delete details 13/C802 and 1O/C802 - County details apply.
12. Please add note to Sheet C104 that all regulatory signs and their placement require ordinances
approved by the City Council of the City of Carmel. The Contractor shall coordinate the purchase
and installation of the proposed signs with the Developer and the Carmel Street Department.
13. Delete General Note 5 on Sheet ClOI.
14. Sheet C20I. Please add Note 5 to the Legend to read: "For installation of Storm Mains, Water
Mains, Sanitary Mains, Water Service Laterals, Sanitary Service Laterals under City streets,
regardless of the jurisdiction of the utility, the minimum cover from the top of the installed
pavement to the top of the installed pipe shall be the pavement section thickness (all bituminous
and aggregate material above the subgrade) plus 1-0". If the standard practice of the utility that has
jurisdiction over the installation has a more stringent cover requirement, the more stringent
requirement shall govern."
15. Sheet C40I.

be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for
the entire depth of the material placed. The backfill. for the top 6-inches of the excavation
below the start of the aggregate subbase of the pavement shall be No. 53 Stone meeting
the material requirements of the INDOT and shall be compacted to not less than 95%
Standard Proctor Density. If the standard practice of the utility that has jurisdiction over
the installation has a more stringent final backfill requirement, the more stringent
requirement shall govern."

16. Sheet C60I. It is recommended that the following General Notes be added to this sheet:
a. 5. Final backfill for all RCP installations under and within 5-feet of pavement shall be B-
Borrow for Structure Backfill meeting the material requirements of the INDOT and shall
be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for
the entire depth of the material placed. The backfill for the top 6-inches of the excavation
below the start of the aggregate subbase of the pavement shall be No. 53 Stone meeting
the material requirements of the INDOT and shall be c'ompacted to not less than 95%
Standard Proctor Density. Final Backfill for all RCP installations greater than 5-feet of
pavement shall be clean fill material free of rocks larger than 6-inches in diameter, frozen

18. It is recommended that Detail 11 on Sheet C802 be revised such that the details meet the following
specifications: "Bedding, haunching, and initial backfill for all RCP installations shall be B-
Borrow for Structure Backfill meeting the material requirements of the INDOT. Bedding shall be
placed in the trench bottom such that after the pipe is installed to grade and line, there remains a 4-
inch minimum depth of material below the pipe barrel and a minimum of3-inches below the bell.
For pipe sizes 66-inches and larger, the minimum depth of material below the pipe barrel shall be
6-inches. Bedding, haunching and initial backfill shall be compacted in 6-inch maximum lifts to
not less than 95% Standard Proctor Density for the entire depth of the material placed. The
backfill shall be brought up evenly on both sides of the pipe for the full length of the pipe.
Haunching shall extend to the springline of the pipe. The limit of initial backfill shall be 6-inches
above the springline. Minirimm trench width shall be the outside diameter of the pipe plus 18-
inches. Final backfill for all RCP installations under and within 5-feet of pavements hall be B-
Borrow for Structure Backfill meeting the material requirements of the INDOT and shall be
compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for the entire
depth of the material placed. The backfill for the top 6-inches of the excavation below the start of
the aggregate subbase of the pavement shall be No. 53 Stone meeting the material requirements of
the INDOT and shall be compacted to not less than 95% Standard Proctor Density. Final Backfill
for all RCP installations greater than 5-feet of pavement shall be clean fill material free of rocks
larger than 6-inches in diameter, frozen lumps of soil, wood or other extraneous material,
compacted in 12-inch maximum lifts to not less than 90% Standard Proctor Density for the entire
depth of the excavation."
19. Please revise Detail 5 on Sheet C802 such that the Detail meets the following specifications,
assuming that this detail references the sanitary sewer, water mains and service laterals: "Bedding,
haunching and initial backfill materials, placement and compaction for water mains, water service
laterals, sanitary mains and sanitary service laterals shall be in accordance with the standard

20. Revise any of the specifications on Sheet C901 that are contrary to the items outlined in comments
14-19 of this letter.
These comments represent the Department of Engineering's second review of this project. Please provide
our office with a follow-up letter with written responses to these comments and revised plans indicating all
revisions. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our initial review. If

We have reviewed the revised construction plans submitted to the Hamilton County
Surveyor's Office on March 31,2004 for this project and have the following comments:
1. Please submit the following procedural items to this office, outlet permits,
engineer's estimate, and all associated bonds for 100% of construction cost. Per
the letter from Lynette Mosbaugh, dated March 31, the outlet permit was returned
to Brenwick because the proper fee was not included. Per Hamilton County
Ordinance 4-26..99-8, each outlet must have its own fee but multiple outlets can
be included on the same application.
2. Please submit 7 sets of construction plans for approval to this office or the City of
Carmel Engineering Department, once all issues are resolved with Carmel
Engineering and Hamilton County Soil and Water Conservation District.

. The developer is still determining the desired approach, they are aware the City does
not intend to maintain the Chat Paths.
. The alleys are within an Alley Easement, the HOA shall maintain them.
. The alleys are initially asphalt to the back of curb, however once the section or area is
built out the asphalt shall be removed and replaced with concrete.
10. C20 lIC60 I - The storm sewer within the streets are existing. Every attempt has been
made to provide for the 12" of cover. However, existing conditions may not allow for the
full 12" in one area.
II. The PUD allows for a minimum sidewalk of 4', this area falls within the 4' sidewalk
zone. The street cross section was updated to be specific to this section.
12. C802 - A note has been added to the detail to indicate that the larger portion of the box
shall not be constructed under pavement.

We have reviewed the plat and plans submitted for the March 17 Technical Advisory Committee meeting
and offer the following comments:
GENERALINFO~ATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water- Indianapolis Water Company Service Area.
. Sanitary Sewers - Clay Township Regional Waste District
. Storm SewerslDrainage - Hamilton County Surveyor's Office (City of Carmel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
. Please be advised that any open cuts of dedicated streets will require separate Board of
Public Works and Safety approval.
. Any permanent improvement (including irrigation systems) to be installed within dedicated
right of way or dedicated easements. This approval would require a Consent to Encroach
Agreement between the Owner and the City of Carmel.
. Secondary Plat approval.
. Right of Way Dedication (if applicable)
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was
previously sent for your use. Please use the Engineering Department deadlines for submissions to
the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
andlor the Board of Zoning Appeals (if applicable) and completion of review by the Technical
Advisory Committee. All written requests to be placed on the Board's agenda must include the
appropriate Docket Number and the date (0,. dates) of approval by the Plan Commission andlor
the Board of Zoning Appeals (if applicable).
4. T.A.C. ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department issues have been resolved. The design

engineer must certify all drawings submitted for final approval. This office will require a
minimum of three-sets of drawirigs for approval after all issues have been resolved. The drawings
will be stamped as approved and will be signed by the City Engineer. The Owner will receive
one-set which is to be maintained on the construction site at all times. Our Public Works
Inspector will receive one-set and one-set will be maintained in the Engineering Department. We
will approve an additional two-sets of drawings, totaling five-sets if desired. The additional sets
must be provided with the minimum three-sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safetv.

BONDING REQUIREMENTS
7. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Street Signs
. Sidewalks (builders lot sidewalks, perimeter right of way sidewalks and perimeter asphalt
paths may be bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to construct the individual improvements, to be provided by the design
engineer. Please provide detailed Engineers Estimates for each improvement including unit costs,
quantities, materials and types of materials, etc. Upon completion and release of individual
Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance
Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10%
of the Performance amount for all other improvements. Performance Guarantees maybe
Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's/Certified/Official
Checks. Please reference the enclosures for more detailed explanation of our procedures.

COMMENTS CONSTRUCTION PLANS
9. Sheet CIOI-Development Plan
. What determines if the path will be chat stone or asphalt?
. Who will maintain alleys?
. It appears that sidewalks do not continue through the alley pavement but instead abut each
side of the pavement. Is this standard procedure for the Village? We would consider this
comparable to a residential driveway where we require the sidewalk to continue un-
interrupted through the pavement.
10. Sheet C20 I/C60 I-Street Plan & Profile/Storm Plan & Profile
. We require a minimum of 12" of cover between top of pipe and bottom of stone base on all
pipes under pavement areas in dedicated streets.

11. Sheet C80 I-Street Details
. Street Cross Section/Sidewalk Detail - The standard sidewalk width is now 5 feet. Has an
exception been granted for the Village?
. Street Cross Section A-A - The statement pertaining to the bike path or walk "width and
location varies per plan" doesn't seem to apply to this section. Why aren't the standard width
and location noted?
12. SheetC802-Sanitary and Storm Sewer Details
. Special Straight Curb Inlet - Please add notes to appropriate locations on the plans to assure
that this structure is installed as indicated. We do not want the larger portion of the box under
the inlet to be installed under the street pavement.
These comments represent the Department of Engineering's initial review of this project. Please provide
our office with a follow-up letter and revised plans indicating all revisions. Second and subsequent reviews
will focus only on revised items. It is critical that this office be made aware of all modifications made on
the plans being re-submitted, particularly if any such changes are considered "new" or fall 'outside of our
