CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, January 18, 2023 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below)
9:00 a.m. Docket No. PZ-2022-00247 DP/ADLS: Security Federal Savings Bank Docket No. PZ-2000-00248 V: UDO Article 3.88.C. – 30’ max building height allowed, 47’5” mean height proposed The applicant seeks site plan and design approval for a new, three-story bank building on 1.47 acres. The site is located at 10880 N. Michigan Rd. It is zoned B-3 and is located within the
US 421 Overlay District. Filed by Jon-Myckle Price of Security Federal Savings Bank. Ashton Fritz of Fritz Engineering. Jovon Rayl of KJG Architecture. Three story 9600 sq ft multi-tenant facility. Main level for Security Federal Bank, second and third level for potential office tenants. Needing a variance for maximum building height – 3 stories, 47.5 feet height.
Dave McCoy – City of Carmel Addressing - Mr. McCoy requested the applicant contact Nick Mishler in the Building & Code Services office with future suite numbers.
Daren Mindham – City of Carmel Landscaping - Comments submitted on ProjectDox regarding minor tweaks of location of bushes. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated he had no issues with it. In terms of drainage, it is outside of Hamilton County watershed and will not require any permitting with him.
Ryan Murt – City of Carmel Street Department - Mr. Murt said he had no comments on this project. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections to the sidewalks adjacent to the property and one going out to the path along Michigan Road. Mr. Fritz inquired about connection to the adjoining properties. Inquired if there were any pedestrian or blanket easements across the properties to inner connecting the sidewalks.
Mr. Littlejohn followed up saying we requested sidewalk connection to be made so they would be possible once everything was built out. Littlejohn asked Mr. Fritz to work with adjacent property
owners to make connections so that we have access for pedestrians to the sites.

Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling stated that were working on it with Mr. Fritz prior to submittal so everything is as expected. Ms. Keesling asked what architectural style the building is of the four that are allowed in the Michigan Rd overlay. The architect needs to list out the features it is complimentary to the four styles. The materials and roof pitches are right, but she requests a little more background. Javon Rayl followed up and said he would get the written explanation and it is federal and they would get Ms. Keesling a little more detail. Angie Conn – City of Carmel Planning & Zoning

- Alexia stated that Aliza Shalat, City of Carmel Signage, could not make it today and her comments submitted on ProjectDox. Mrs. Lopez had no comments on the project.
Mr. Fritz had one follow up question at the end for Alex Jordan. He asked if Crossroads would be reviewing this and issuing comments. Mr. Jordan said that Crossroads accepted it, and they will be giving Mr. Fritz some information soon. He said to expect a few comments soon.
9:15 a.m. Docket No. PZ-2022-00251 SP: Carmel Midtown Development Secondary Plat (Buckingham). The applicant seeks secondary plat approval for 4 lots on 4.32 acres. The site is located at the northwest corner of Third Ave. SW and Industrial Dr., at 210 3rd Ave. SW, at the former AT&T site. The site is zoned C2/Mixed Use District. Filed by Connor Strege of Kimley-Horn.
Rick Hahn, Erik Dirks, Stephen Franks of Buckingham Companies and Connor Strege of Kimley-Horn. Mr. Strege stated that the proposed secondary plat shows three parcels to be subdivided. It is zoned C-2 Commercial. He has coordinated with City staff that existing lots 30 and 29 are not included in the project scope limits, only parcels A-D.
Dave McCoy – City of Carmel Addressing - Mr. McCoy stated they have exchanged email on addressing and requested the applicant contact him if anything comes up regarding addressing. Daren Mindham – City of Carmel Landscaping - Mr. Mindham said there should be a stamped approved landscape plan on file. Sam Clark – Hamilton County Surveyor’s Office
- Mr. Clark stated that he completed his review and aside need of indirect outlet permit for the connect to the Morrow-Follet regulated drain, he has no other comments.

Ryan Murt – City of Carmel Street Department
- Mr. Murt said he had no comments on this project. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding outstanding comments on the DP/ADLS he wants resolved before approving.
Alex Jordan – City of Carmel Engineering - Similar to Mr. Littlejohn, wants to DP/ADLS approved before confirming all of the easements are in the correct location. On hold with the plat amendment until full approval of the construction documents. Rachel Keesling – City of Carmel Planning & Zoning
- No comments. Angie Conn – City of Carmel Planning & Zoning
- Stated they did the review on ProjectDox and there is one department left to finish the review which is the Redevelopment Commission. Ms. Conn will send a reminder email to them and review comments will need to be addressed. Alexia Lopez – City of Carmel Planning & Zoning - No comments.
Rick Hahn followed up that in the next couple of days they will be following up with replies in the next couple of days on the DP/ADLS comments for Mr. Littlejohn, Mr. Jordan, and Ms. Conn.
9:30 a.m. Docket No. PZ-2022-00252 TAC: Woodland Golf Training and Tennis Pavilion The applicant seeks administrative plan approval for two new 1-story buildings, a tennis court, and 4 pickle ball courts at the Woodland Country Club of Carmel. The site is located at 100
Woodland Ln. and is zoned P-1/Parks. Filed by Tabitha Hartman, with Cripe on behalf of Woodland Country Club of Carmel. Tom Green, Project Manager of Cripe. Construction of two buildings; one is a golf training facility and storage at the driving range. Office for the golf pro and virtual golf program inside.
Tennis court and four pickle ball courts to the north. Installation of a pavilion building over the existing corner of the parking lot to view tennis. Project will involve removing the existing cart path on West side of existing tennis court. A new court path will route to the south of the existing tennis court. Also add an ADA approved sidewalk ramp coming down to the parking lot.
Dave McCoy – City of Carmel Addressing - Mr. McCoy stated he added a comment on ProjectDox about having a separate address for the
golf training building since it is far from the clubhouse and for public safety’s sake, it might be better for dispatch. Was willing to discuss it further.

- Mr. Mindham said there are comments in ProjectDox about landscaping around the existing tennis courts to the West. Adding back trees and matching existing landscaping around the edges. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he completed his review and they have received the plans and procedural items and he has no major concerns. Ryan Murt – City of Carmel Street Department - Mr. Murt said he had no comments on this project. David Littlejohn – City of Carmel Alternative Transportation
- Comments submitted on ProjectDox noting a sidewalk is required along Woodland and bike parking for the new building/tennis court. Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Is not finished with review, but major comments were to clearly show the right of way and making sure the setback is appropriate from the right of way. Also asked if Mr. Green had talk to the neighbors about the change from tennis to pickleball, as people in the past have complained about noise of pickeball.
Mr. Green said he is not aware if they have talked to the neighbors, and he will bring it to the owner and design team’s attention. Ms. Lopez said there may be potential improvements to help reduce the noise. She also mentioned that Aliza Shalit, City of Carmel Signage, was not able to be in the TAC meeting but said she had
made some comments in ProjectDox for Mr. Green to review.
