Docket No. 141-01 PP; The Hamptons The applicant seeks approval to plat 192- residential subdivision on 154.806:1: acres. The site is located on the southwest comer of West 141 st Street and Towne Road. The site is zoned S-I/Residential. The .. ner also seeks approval of the following Subdivision Waivers: a sw seD 6.3.7 cul-de-sac to exceed 600' in length 141-01b sw seD 7.1 15% Standard Open Space Requirement Filed by Charles D. Frankenberger of Nelson and Frankenberger for Raymond Roehling. The Public Hearing for this item was at the January 15th Plan Commission meeting. Comments from the meeting, as well as direction form the Commission, included the following: A'7 tA)7S 1. Concern about street lighting. 2. Provide landscape plan and details. 3. Add the intersection of Shelbourn and 116th Street to the Traffic Impact Analysis. 4. Provide draft of commitment regarding required level of improvements to perimeter streets. 5. Provide draft of commitment regarding nature of homes to be built within the development in support of the request to reduce open area and provide larger lot sizes. 6. Provide exhibit showing the distribution of lot sizes. 7. Discuss how this development fits with others in the area. The applicant has addressed many of these items with the Department and should come prepared to discuss the responses with the committee. In addition, the applicant has submitted information as requested by the Commission (see attached). This information was distributed to committee members under a separate cover last week. The applicant should also come to the meeting prepared to discuss the necessary improvements to the streets along the perimeter of proposed subdivisions and how they will comply with the minimum specifications contained within the sca and Thoroughfare Plan. The applicant should address this requirement and memorialized it by commitment. The commitment could be in a similar format to the one prepared for the Claybourne subdivision approved in December as well as the commitments prepared for the proposed Lakes and Ridge at Hayden Run subdivisions. The applicant has finalized a landscape plan for the subdivision. Scott Brewer, the Urban Forester, has the plans and the Department will have a review for the Subdivision Committee at their February 5ili meeting. Committee Report 2002-2-S.rtf The applicant has requested consideration of two Subdivision Waivers. The first, regarding the length of a proposed cul-de-sac, has been withdrawn. Based on recent revisions to the plans, it will not be necessary for the applicant to seek approval of this request. The second subdivision waiver is a request to reduce th~ minimum required amount of open space. The applicant has suggested that they desire to provide larger lots for the construction of custom homes and that they cannot provide both the necessary open space and larger lots necessary to accommodate custom homes at the same time. The applicant has discussed a willingness to offer commitments and provided sample language that would ensure the type of construction they are proposing with the department. This issue should be focused on and discussed at length at the Committee meeting. Based on the resolution of the above-mentioned items at the Committee level, the Department is in support of the request for Primary Plat approval as well as the requested subdivision waiver. The Department recommends that the Subdivision Committee forward this request to the full Plan Commission with a favorable recommendation subject to the acceptable resolution of the above-mentioned issues and provision of the commitments as discussed. Lot Statistics. The Hamptons will comprise 1971otst 93 of which will be 100' lots, and 104 of which will be 120' lots. Additional inforI?ation pertaining to lots is set forth on the enclosed chart. 2. Traffic. It is our understanding that a comprehensive traffic impact analysis will be'prepared and will include not only the Hamptonst but also previously approved subdivisions, including The Ridge at Haden Run, The Lakes at Haden Run, Claybridge, and Shelbourne. It is further our understanding that, per suggestions~ the traffic study will include the intersection of Shelbourne and 116th. 3. Landscaping. Enclosed is a colored landscape plan which was not part of your original information brochures. A detailed landscape plan has also been delivered to Scott Brewer and filed with the Department of Community Services. 4. Lighting. It is not expected that the lighting will exceed that found in a typical 'residential community. In this regard, it is noteworthy that the Hamptons, unlike the Villages of West Clay, will not include commercial uses. Further, the amenity area will be insulated by its location near the-center'ofthe community. The expected lighting includes the following: David A. Cremeans January 25, 2002 Page 2 (a) A 50 watt lighting of the entrance sign; (b) Low voltage ground lighting on landscaping along the entrance wall and median; ( c) Decorative post lighting, as well as ground lighting, around the pool; (d) Low voltage lighting around the front of the pool house; (e) Parking lot lighting as required by the municipal code; and (f) Dusk to dawn lights on each lot.
