Docket No. 141-01 PP; The Hamptons (Primary Plat) The applicant seeks approval to plat a 197-10t residential subdivision on 154.806:1: acres. The site is located on the southwest comer of West 141 st Street and Towne Road. The site is zoned S-IIResidential. The petitioner also seeks approval of the following Subdivision Waivers: 141-01b sw seo 7.1 15% Standard Open Space Requirement Filed by Charles D. Frankenberger of Nelson and Frankenberger for Raymond Roehling. The applicant is proposing a 197-10t subdivision. Please see the informational packet distributed with the January Agenda to view the layout of the lots and the areas provided as open space. This plan reflects changes made to the plan to address T AC and Department Comments regarding open space areas, the proposed round-a-bout and center island medians at intersections along the collector roadway. The Commission has seen extensions of the collector roadway system in the Lakes and Ridge at Hayden Run Subdivisions (both approved at the January Plan Commission meeting). The Thoroughfare Plan supports these connections. The segments within this plat would ultimately be portions of a roadway that will connect new developing areas between 126th Street and 146th Street to the north and an extension of 136th Street between Towne Road and West Road. One subdivision waiver is necessary to allow for the proposed subdivision to be platted in the intended manner. The applicant is requesting reduction of the minimum open space in order to provide larger lots to facilitate the construction of "custom homes". The applicant has offered written commitments regarding the architectural style of the homes to be constructed (see attached). The Subdivision Committee forwards this item back to the Plan Commission with a favorable recommendation by a vote of 6-0. Issues raised that have been addressed by the applicant include the following: 1. 2. 3. Provision of commitments concerning architectural character of homes, Commitment to use alternate species of pine trees in order to exclude White Pines The installation of street lighting with down lighting attributes as approved by the Hamilton County Highway Department. In an effort to ensure that new developments are complying with all applicable standards, the Department has evaluated the Subdivision Control Ordinance (SCO) as it relates to road improvements and conformance with the Thoroughfare Plan. We have requested that this applicant, along with the applicants for other approved subdivision plats in the area, are providing a traffic impact analysis for the area. This information will be available later this month, perhaps by the meeting date. Once this has been received, it will provide the ability to determine the appropriate location for future roadway improvements. The applicant will be addressing the required roadway improvements and memorializing them by commitment. The ~ Q) o commitment will be in a similar format to the one prepared for the Claybourne, Lakes and Ridge at Hayden Run, and Shelbome Park subdivisions. The commitment will be in its final form by the meeting date. The Department recommends that the Plan Commission approve the subdivision waiver request subject to the following: 1. The recording of the commitment (as submitted) concerning the use and development of the real estate regarding arehitedural ~uidelines shall apply to residenees constnlded upon the Real Rstate. Pending a favorable vote on the subdivision waiver request, the Department would recommend that the Plan Commission then approve the primary plat request subject to the following: 1. The recording of the commitment concerning the use and development of the real estate regarding required road improvements. 2. The recording of a water line easement along the south side of 141 st Street and along the proposed east/west collector roadway at the southwest corner of the site. The final language of easements shall require the approval of the Carmel Utility Department. All required parties shall sign the easement by March 18,2002 or a date thereafter to be determined by the City of Carmel. Additional Note: Written findings are required for action on both the Subdivision Waiver and Primary Plat.
