HomeMy WebLinkAboutMinutes RES 10-11-22 `��'9'Ti( :' ) City of C ,...AH Carmel Plan Commission RESIDENTIAL COMMITTEE Tuesday, October 11, 2022 Meeting Minutes LOCATION: Caucus Rooms,City Hall Members Present: Christine Zoccola, Sue Westermeier(Chair),Josh Kirsh,Kevin Rider(Commercial Committee) Members Absent: Carrie Holle Staff Present: Alexia Lopez(Planning Administrator),Aliza Shalit(Recording Secretary),Mike Hollibaugh (Director of DOCS), Sergey Grechukhin(Legal Counsel to the Plan Commission) Meeting Time: 6:00 p.m. Sue: Ms. Zoccola will recuse herself for the Legacy OA item and Mr. Rider will take her place, so we have a Quorum. 1. Docket No.PZ-2022-00119 DP/ADLS: Flora on Spring Mill. The applicant seeks site plan and design approval for a residential neighborhood consisting of 12 brownstones, 12 two-family homes, 10 single-family homes,and 86 townhomes on 18.31 acres. The site is located at 9950 Spring Mill Rd.and is zoned Flora PUD,Ordinance Z-676-22. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson& Frankenberger on behalf of Pittman Partners,Inc. and Onyx and East,LLC. Petitioner:Jon Dobosiewicz,Nelson&Frankenberger • Questions about 1-465 and Tree preservation were brought up at the Plan Commission(PC)meeting.I will have Steve Pittman address those. • Steve Pittman,Pittman Partners,Inc.: I listened to the public hearing from Sept.20 PC meeting.Passed out Green Space Exhibit. 25%Tree preservation area(TPA)was established during the PUD Rezone approval,as noted in my handout. INDOT is planning on an additional northern most travel lane on westbound I-465 from US 31 to W. 86th Street. They will not affect the topography in this area.Noise measurements will be done to see if a sound barrier wall is needed along I-465. Public meetings will take place at the end of this year. This INDOT project would start in 2024-2025. • We have provided a landscape plan that shows the 15-ft TPA in red along 1-465.The setback is much greater than the actual roadway. • We have identified all open spaces areas and TPA(in red)in our handout of the planting plan.We have identified additional open space along Springmill Rd. • We will have a retaining wall along the southern border,presented exhibit • We will have a highly landscaped courtyard area,with fire pit,bench seating,and hardscape,presented exhibit • Passed out handouts on the building materials, these illustrate the materials and color patterns.We have brought hard examples of the paint samples and materials. There will be no repetition from a side-by-side building.We have reduced the sizing and massing of some of the building units.All visible sides that face a public right-of-way have enhanced building elevations.Alexia Lopez: These units do have a full brick wrap of the 1st floor. • Single-family homes will be the highest price point in this development. They will have walk-out views of the woods in the rear. • We have provided our locations for the bike parking in our handout exhibit. The exhibit of the bike parking structure will be shown at our next Committee meeting. Department Report: Alexia Lopez I • The Petitioner have made some of the changes Staff and the PC requested for • We want to make sure we are saving all the trees that are required per the PUD • The southern most street size has been reduced to help save more trees along this area • We are making sure that the TPA is properly labeled in the site plans • The Alternative Transportation Planner is asking for more dispersed bike parking locations 1 Residential Committee Minutes 10-11-22 • We ask this is continued to the November 1st Residential Committee for further review Committee Comments: Sue: How big is the courtyard area? Brandon Knox,Onyx&East: Approximately 80' x 60'. Christine: What kind of benches and hardscape will you be using?What kind of trees will you be planting in the courtyard?Brandon Knox: We can bring this information to our next meeting. Steve Pittman: We have large boulders to include in our open spaces. Sue: If we discover something during the DP/ADLS review that will make the design of this development better, is there anything that we can propose to change the plans within the PUD?Alexia Lopez: It depends on the severity of the change.If it doesn't change the plan or number of units that are stated in the PUD,we can ask for the change,or we would need the Petitioner to do a PUD Amendment or an amendment to the commitments. Josh: For discussion for the trees,I would want them to do invasive clearing and removing of non-native trees.This would open more space for native,healthier trees.How do we make this the healthiest area for trees for the next 50 years? We need to seek the advice of the Urban Forester. Christine: If parking is not needed, is there a way to keep/preserve trees in the street parking areas?Jon Dobosiewicz: Presented exhibit, we have parking only on the south side of the street that runs along the pond area so more trees can be preserved on the north side of the street. Josh: Have you established any language in how to remove any abandoned parked/locked bikes within this development? Jon Dobosiewicz: We can work on this and bring this to the next Committee meeting. Christine: Can you provide pictures of the proposed dock on the retention pond?Brandon Knox: We are working with our landscape architect on these.We can bring details to the next meeting. Josh: It was brought up at the Plan Commission meeting that there's a concern of guest parking spots becoming long-term parking spots. It was mentioned that the parking signs should not be labeled so it didn't restrict people from parking. Sue: Where is the monument entrance sign going to be located?Will drivers coming down Spring Mill be able to see it? Brandon Knox: It will be on the south side of the entry drive. It will be fairly set back due to the right-of-way. Sue: How big is the proposed dog park?Brandon Knox: 50' x 30' fenced in area. Sue: Has the sound proofing materials for the units that face I-465 looked at?Jon Dobosiewicz: The materials such as the type of windows and installation were added to the PUD. This item will continue to the November IS`Residential Committee Ms. Zoccola recuses herself;Mr. Rider sits in her place. 2. Docket No.PZ-2022-00147 OA: Legacy PUD Amendment. The applicant seeks approval to amend the Legacy PUD text in order to increase the number of permitted units in the PUD and increase the number of apartments permitted. The site is located southwest of 146th Street and Community Drive. It is zoned Legacy PUD Z-501-07 as amended. Filed by Nelson&Frankenberger,LLC on behalf of Advenir Oakley Development,LLC. Petitioner:Jon Dobosiewicz,Nelson&Frankenberger • This was recently reviewed by the PC. Want to walk through items that were brought up during the public hearing and comments from the PC such as traffic,character of area, summary of permitted uses of the PUD and what is being proposed,info received from Cannel schools,and the amenities being proposed. • This project includes a mix of uses.Presented an image of a rendering of the aerial perspective. • The PUD today allows up to a 60-ft maximum building height, 5-story multi-family building throughout area • The amenity location for the 350 homes on the image is identified at top corner of plan. It will include a pool. • Presented Site Plan, includes commercial area,3 apartment buildings with parking lot, 3-bedroom townhomes,2- 2 Residential Committee Minutes 10-11-22
