Re: Road Improvements for the Hamptons
Dear John,
The Department of Community Services has requested a letter from the Developer agreeing to make or
contribute to certain road improvements in order to plat the Hamptons Subdivision,
These improvements are based on the Department's recently enhanced interpretation of future roadway
requirements as anticipated in the Thoroughfare Plan and the SCO. There has been no finite figure
proposed by the Department but rather a request for an open ended letter committing to a number to be
agreed upon in the future, Our understanding is that this number is to be based on the actual cost to
implement the maximum future needs of the road system as visualized in the SCO and Thoroughfare Plan
(half of Hazel Dell Parkway).
Based on our meetings, neither the Department or the County want these improvements installed, We
understand that we are to make the same road improvements traditionally required by a developer:
A) Widen one half of the street to 12 feet of pavement with 3 feet of gravel shoulder.
B) Install A-cell and D-celllanes plus passing blisters,
C) Wedge and lift as needed plus final pavement of the above improvements.
To determine the actual amount of contribution from the Hamptons requires topos, drainage calculations,
inlet locations etc. We are in the process of developing these engineering calculations.
To arrive at the actual contribution we are to submit bids and / or engineer's estimates of the total
improvement costs to DOCS and the City Engineer's office. Once these estimates are agreed upon we are
to deduct the actual costs of the immediate improvements in paragraph three above and the difference
shall be our contribution toward intersection improvements. This is our understanding of how we are to
arrive at the "additional intersection contribution".
While we do not know the final cost of these improvements, preliminary estimates put us beyond the
economic feasibility ofthis project This is especially true ofthe standard for 14151 street remains at four
lanes.

The Developers in the area are funding a comprehensive traffic study based on the impact of the five
developments. While we have had discussions about improving the intersection at 131 st and Towne
Road, no details have been discussed concerning the use of these "intersection contributions".
Once the traffic study for the area is complete, we would anticipate that specific recommendations would
be made by the County for intersection improvements. Since these funds are being paid up-front by the
Developers as each section is constructed, we would expect that these intersection improvements would
commence in the near future. We feel that a letter from the County delineating the extent and timing of
these improvements would be appropriate, once the amounts of "additional contributions" have been
established.
The Department has indicated that they would review the four lane requirement for 141 st once the traffic
study is complete. We believe that even in a fully built out state that 141 st street will not require four
lanes. The East-West four lane roads would be 131 st Street and 146th Street. I have been told that both of
these roads have right of ways to State Road 421. We request that this indication ofa willingness to
revise the requirements for road improvements on 141 st Street be reviewed and a commitment be
established to follow the recommendations of the traffic study as it pertains to 141 st Street.
I would like to recap the expanded road improvements that have been requested of the Hamptons:
1) Install a second connector street to the Ridge at Hayden Run (subdivision to the west).
2) Widen the North-South and the East-West Sections of the connector streets to be collector streets.
This requirement is for a 36 foot wide street. The county then supplemented this request with a
requirement to place islands at the intersections as calming devices. The County was concerned that
the wider boulevard feel of the 36 foot wide connector / collection street would cause traffic to speed
through the area and requested the islands to slow the traffic down. (Isn't this a double negative?)
3) Build / fund one half of Hazel Dell Parkway for the 4524 feet of frontage.
4) Install a round-a-bout with a diameter larger than those on Hazel Dell Parkway within the sub
division.
These are all new policies or interpretations that have been implemented after I contracted to purchase
this land.
It has been suggested that I write the letter of commitment to DOCS and later with draw the project if the
economics do not warrant proceeding on this development. To make an initial commitment that can not
be met would be misleading to the Commission and do nothing to address the inequities of the current
interpretation of the required road improvements.
In addition, a primary plat on this project that was not implemented would unfairly encumber the Tyner
Family Farm.
This Committee, and the Planning Commission, could conclude that I just had bad timing in addition to
choosing the wrong piece of land. This conclusion would not address the fact that there has not been a
single custom home subdivision West of Springmill developed in over three years under ROSO. This is
despite multiple years of record setting custom home sales. Market surveys show a near desperate need
for S-1 size custom lots.
Why no applications? The math does not work for the custom developer. The current ROSO rules favor
the smaller lots used by production builders and puts developers of intermediate size custom lots at a
distinctive disadvantage. Based on current rules, I would predict an 80% production and a 20% custom
build out of Western Clay Township. It could go as high as 90110 with the addition of the new roadway
requirements.

This would be huge economic shortfall (tax base) for Carmel Schools and an unfortunate revision to the
intent of 2020 Vision Planning Process.

and will include not only the Hamptons, but also previously approved subdivisions,
including The Ridge at Haden Run, The Lakes at Haden Run, Claybridge, and Shelbourne.
It is further our understanding that, per suggestions, the traffic study will include the
intersection of Shelbourne and 116th.
3. Landscaping. Enclosed is a colored landscape plan which was not part of your original
information brochures. A detailed landscape plan has also been delivered to Scott Brewer
and filed with the Department of Community Services.
4. Lighting. It is not expected that the lighting will exceed that found in a typical 'residential
community. In this regard, it is noteworthy that the Hamptons, unlike the Villages of West
Clay, will not include commercial uses. Further, the amenity area will be insulated by its
location near the center of the community. The expected lighting includes the following:

Dear Norma:
In anticipation of matters to be discussed during the upcoming meeting of the Subdivision
Committee schedtiled to occur on February 5, 2002, we thought it would be helpful to provide the
following:
1. Lot Statistics. The Hamptons will comprise 197 lots, 93 of which will be 100' lots, and 104
. of which will be 120' lots. Additional information pertaining to lots is set forth on the
enclosed chart.
2. Traffic. It is our understanding that a comprehensive traffic impact analysis will be prepared
and will include not only the Hamptons, but also previously approved subdivisions,
including The Ridge at Haden Run, The Lakes at Haden Run, Claybridge, and Shelbourne.
It is further our understanding that, per suggestions, the traffic study will include the
intersection of Shelbourne and 116th.
3. Landscaping.. Enclosed is a colored landscape plan which was not part of your original
information brochures. A detailed landscape plan has also been delivered to Scott Brewer
and filed with the Department of Communio/ Services.
4. Lighting. It is not expected that the lighting will exceed that found in a typical residential
community. In this regard, it is noteworthy that the Hamptons, unlike the Villages of West
Clay, will not include commercial uses. Further, the amenity area will be insulated by its
location near the center of the community. The expected lighting includes the following:

acres. The site is located on the southwest comer of West 141st Street and Towne

The petition for the Primary Plat is on the Plan Commission agenda this evening
under Public Hearings. A request to table this item has been made by the applicant.
This request will be honored upon payment ofthe filing fee in the amount of $7,420.
The public hearings for the subdivision waivers will be on the January 15th Plan
Commission agenda.
Packets for the commission members need to be in our office by Friday, January 4th
for mailing. Mr. Frankenberger has been provided the Docket numbers and he will be
in the office today to provide the applications and pay the filing fee.

time to do a color exhibit, open-space context plan and open-space schedule for this project. However,

RE: Open Space and Landscape Plans
Dear Dennis:
My comments for the above referenced plans are as follows:
Landscape Plan:
1. Species selection - Red Maple use should be kept to a minimum. They are an
extremely overplanted species and suffer many problems in this area. They should
not be used along streets.
Crabapple varieties must be specified, and should be chosen from those listed as
recommended species from the attached list from the Indiana Urban Forest Council.
2. There are no planting notes (specifications) or planting details (graphic specifications)
on the plans. These need to be included with landscape plans.
3. There no tree protection details on the plans. Details and placement of tree
preservation features for existing single trees and woodlands need to be represented
graphically on the plans.
4. Plans do not meet the perimeter buffering requirements found in "Appendix A" of the
Carmel Zoning Ordinances. Perimeter buffering is required even where private lots
border the parcel.
5. Planting within road right-of-ways and medians requires prior approval from the
Hamilton County Highway Department. These approvals must be obtained before
building permits will be issued or Primary Plat approval.
6. Pines and other evergreen species will suffer less mortality if they are planted along
the base of landscape mounds, rather than along the top.

Open Space Plan
1. ''Natural Open Space" areas are those areas left in their 'natural' state (i.e.
woodlands). Those common areas that are graded, seeded, and otherwise landscaped
are considered "Designed Open Space" including storm water management
structures, and should be shown as such.
2. Open Space common areas must be protected by delineation and definition in the
covenants and restrictions of the subdivision and on the primary plat. They need to
be separated from drainage and utility easements graphically on the plat.
3. The issue of "connectivity" of the Open Space segments should be addressed. It is an
important design tenant that open space areas are not fragmented, but connected in
some way. This allows for the movement of recreational users and wildlife species
with less conflict with homeowners.

, ou~standing flower display. To others they are a maintenance headache with constant base sprouting. Some crab apples can be: .
plagued with diseases like apple scab and also be defoliated by Japanese beetles. But by choosing your crabapple cultivars wisely,
you can be assured of healthy trees.
A 1997 publication of Purdue Cooperative Extension by CliffSadof, Department of Entomology and Paul pecknold, Department
of Botany and Plant Pathology outlined crabapples resistant to apple scab and 1apanese beetles in Indiana and also those species
not recommended. Note that some of the popular street tree species like Snowdrift crabapple are on the latter list. ,
Keep in mind, also. that crabapples come in all shapes and sizes. They are ideal under power lines and in narrow grow spaces.
When choosing a crabapple species, use the list below to assure plant health and note the eventual width ofthe tree you plant. If
you keep in mind requirements for sidewalk and street clearances, a proper selec~ion can minimize pruning needs. And don't'
forget to request "tree fonn" when ordering if you want a single stem tree that is ~Iready pruned.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service area for the November 21
TAC meeting. Please feel free to copy and distribute this email or attach it to your meeting minutes.
Hayden Run (Secondary Plat); Lakes at Hayden Run (Primary Plat); and The Ridge at Hayden Run (Primary Plat)
Please have the developer or their representative contact the District to discuss these projects as we only seem to have
plans for Section 1 on 23 acres. The District has not received the plats for the other named sections and it is unclear if
Section 1 of Hayden Run is the same as any of the listed T AC agenda items. An offsite interceptor and lift station must
be constructed by the District before any of this project will be able to receive sanitary sewer service, so the Developer
should ensure that proper coordination with the District is achieved as soon as possible.
The Hamptons (Primary Plat)
The District has not received the plat for this development; please have the developer provide plans for the District to
review. Service to this site is also dependent on the construction of the same offsite interceptor and lift station which
must be constructed by the District near the Hayden Run developments. The Developer should ensure that proper
coordination with the District is achieved as soon as possible.
Shelbourne Park
The District has not received the plat for this development; please have the developer provide plans for the District to
review. Since the District has not received any plans or plats, service to this site may also dependent on the construction
of the same offsite interceptor and lift station which must be constructed by the District near the Hayden Run and
Hamptons developments. The Developer should ensure that proper coordination with the District is achieved as soon as
possible.
North Haven Replat
While this project is technically in the service area of Carmel Utilities, the District has advised the petitioner's attorney of
the location of the District's 16" force main in 96th Street. If this project has any impact on utilities in 96th Street, the
District should be notified and Holey MOley should be contacted.
Village of West Clay, Commercial/Apartment Building 3
The plans received by the District show the removal of a portion of existing 8" line and construction of a new section of
8" sewer and 6" lateral. Approval of the sewer plans by the District's engineering consultant will be required. Building
permits should NOT be issued unless the District has issued its connection permit.
CMC & CH Land Properties
To follow on our comments from the last two TAC meetings, the District has reviewed the plans and notes that the sewer
connection is proposed through core drilling a manhole. District specifications need to be added to the plans and special
permit conditions will apply for the core drill. The District still has not received any revised plans as yet. Building permits

As a final general comment, the last few TAC meetings have included a number of projects where the District has not
been provided any plans to review in advance. Please remind all TAC applicants to provide plans directly to the District

I know this is no shock to either one of you but I will not be able to attend this months T AC meeting due to prior
commitment and responsibility to work the radio in Dispatch that day. We will be short on manpower that day due to
Vacations, I will have to cover the radio. But I do have a few things that I would like for either one of you to pass on for me
or even have your own input on these issues as you see fit....! welcome any and all comments from you both to the
Petitioners of the projects;
HAYDEN RUN: Please make sure they recieved my address list for Section 1. I faxed it to Dennis Olmstead.
LAKES@ HAYDEN RUN & THE RIDGE@ HAYDEN RUN: Laurence..I'm going to leave this up to you to decide ref
whether or not we should let these names stand or noUts just like Haverstick...! know thats what Centex will probably say.
Another alternative would be to name them Hayden Lakes & Hayden Ridge...! don't have a problem with these
names..it would be better for Plice and Fire to find it if it was named this way instead of the other. Let me know what they
say.
THE HAMPTONS: If the street layout stays the same, I will need approx. 13 street names submitted to me that they want
to use.
SHELBOURNE PARK: If layout stays the same throughout development... I will need at least 6 street names submitted to
me; also in Section 2 the street cut off will be Lot 37 and Lot 48(This is a circle street).
NORTH HAVEN: Myself and Gary Hoyt waiting to have a meeting with them to discuss street layout in order to get names
approved for addressing purposees.

Upon review of the plans for the Hamptons, S-1 Primary Plat, these additional requirements will
need to be addressed:
Our office is requesting a set of plans showing fire hydrant locations for the entire development.
I am also sending a specification sheet for our longest piece of apparatus, of which I have a
concern with the turning radii. Could you please provide a statement that the design you are
submitting will allow for the turning of this truck in the cul-de-sacs depicted on the plans.
The final request is that a Knox box be purchased and installed on the clubhouse/pool amenity for
emergency access purposes.
