The drawing submitted is approved. The following Engineering Department requirements must be satisfied prior to scheduling the pre-submittal meeting with Building and Code Enforcement: . Minimum of four-sets of certified construction drawings reflecting all approved revisions. . Payment of Sanitary Sewer Connection Fees in the total amount of $15,756.00. We are assuming the plat has been approved by the County Commissioners and has been recorded. We also assume that the construction plans have been approved by Carmel Utilities. We offer the following additional comments: Review Comments Item #4. If grass-pavers and tapered curb are to allow for boat entry, will there be any protection (removable bollards, etc.) provided to cars to prevent them from rolling out of the lot and into the lake? If there is none planned, this office will require that removable bollards be provided as protection against the possibility of this occurring. Item #8. What is the protection (semi-permanent) at the pipe ends at the east where the flows from the swales enter the pipes? Can end sections be added now that can be removed later? Protection must be provided from erosion, debris and sediment issues. We don't see a detail on the asphalt paths. How will the contractor determine how to construct the paths or the thickness of the asphalt, base, etc.? If you will resolve these remaining issues and revise the plans, this office will be in a position to approve the construction plans for this project, assuming that the plans have also been approved by Carmel Utilities. This office offers the following comments: Primarv Plat There is a notation shown indicating that the overall North Haven subdivision is to be re-platted to accommodate changes driven by new primary plat for Section 2. Will this be the final replat required or will an additional replat be required when Block D is developed? Site Construction Plans General Information 1. Board of Public Works and Safety Approval Requirements . The C.P. Morgan Headquarters building will require Sewer Availability approval from the Board. Any submission to the Board requires prior final approval by the Carmel Plan Commission and/or Board of Zoning Appeals. All written requests to be ploced on the Board's agentla must inclllde the dDte (or dDtes) of approval by the Plan Commission and/or BZA and include the appropriate Docket Number. 2. Sewer Connection Fee Calculations The proposed building is designated as 2-stories and a total of 39,309 square feet Section 9-200 of our Utility Ordinance, Average User Factors, lists Offices with a Per Unit Equivalent of 0.5 EDUsll,OOO square feet. Therefore: 39,309 square feet @ 0.5 EDUsll,OOO square feet = 19.65 EDUs 19.65 EDUs @ $795.00/Sanitary Sewer Connection FeelEDU = $15,622.00 Total Connection Fee for the CP Morgan Headquarters building. 3. Carmel Utilities will provide a separate review of this project. Review Comments 4. On: Sheet C-200, what is the purpose of the concrete grass pavers (Item Q) that terminate at the lake? If this is intended as an outlet for the parking lot drainage, why is there a second curb turnout just north of here? If this curb turnout is to remain. please provide bank protection down to water's edge (not just a siIt fence during construction). 5. Elevations and dimensions of the concrete grass pavers at the Southwest comer of the site should be given, both at parking lot edge and bottom of pavers (will they extend below lake level?). Carmel Utilities normally require commerciallretailloffice/industrial buildings to terminate/discharge their sanitary sewer laterals directly to a sanitary manhole. Sheet C-400 of the drawings indicates the installation of a wye into the existing sanitary sewer main. Approval from Carmel Utilities will be required for the wye installation. 7. Sheet C-400 also indicates the installation of 61 linear feet of 8" PYC pipe stubbed out of existing Manhole #6 which is adjacent to the clubhouse. This stub was included with the approved construction plans for the residential development. Therefore, this stub should be indicated as existing on the commercial plans. On the Erosion Control Plan on Sheet C-301, a temporary swale with elevations is indicated. It would be helpful to include this detail on Sheets C-300 and C-400. Show more detail on the temporary swale to be located at east end of parking lot. Swale should be constructed along entire ~ of lot to capture this direct runoff (not just from pipe to pipe). Include elevations at pipe entry, end sections (ifused) and erosion control measures at pipe openings. Also show all proposed contours (connecting to existing) that will be necessary to construct swale flow line and banks. It appears swale flowline slopes are between 2.5 and 3.0010. Providing high point and invert elevations will help ensure swales are graded properly. 9. On Sheet C3oo, the parking lot elevation at the Southwest corner of the site appears to be in error (should be 738.44, not 730.44). 10. Sheet C400 indicates structures 202 and 203 as Wet Type "B". Wet Type "B" on Detail Sheet C600 shows these with castings ''Neenah R-30306-B with inlet frame and grate". Please clarify casting type. IfR-3030 was meant, this is a curb inlet and is not appropriate for the location shown (need Inlet Type "A"?). Are there any curb inlets proposed? P. Morgan development Plan for North Haven are as follows: 1. Species selection: No Red Maples should be planted in parking lot "islands" due to species limitations. Besides being widely overplanted, they are easily injured, shallow rooted, and do not grow well in the microclimates of parking lots. An alternative shade tree should be substituted. No Spring Snow or Adams crab apples (Malas species) should be planted due to disease pressures in this area. Alternative crabapple species should be selected from the attached list of Indiana Urban Forest Council's recommended crabapple varieties. 2. There are no planting details or tree protection details (for areas that construction borders woodlands). These details must be represented graphically on the plans. 3. Please feel free to copy and distribute this email or attach it to your meeting minutes. Hayden Run (Secondary Plat); Lakes at Hayden Run (Primary Plat); and The Ridge at Hayden Run (Primary Plat) Please have the developer or their representative contact the District to discuss these projects as we only seem to have plans for Section 1 on 23 acres. The District has not received the plats for the other named sections and it is unclear if Section 1 of Hayden Run is the same as any of the listed TAC agenda items. An offsite interceptor and lift station must be constructed by the District before any of this project will be able to receive sanitary sewer service, so the Developer should ensure that proper coordination with the District is achieved as soon as possible. The Hamptons (Primary Plat) The District has not received the plat for this development; please have the developer provide plans for the District to review. Service to this site is also dependent on the construction of the same offsite interceptor and lift station which must be constructed by the District near the Hayden Run developments. The Developer should ensure that proper coordination with the District is achieved as soon as possible. Shelbourne Park The District has not received the plat for this development; please have the developer provide plans for the District to review. Since the District has not received any plans or plats, service to this site may also dependent on the construction of the same offsite interceptor and lift station which must be constructed by the District near the Hayden Run and Hamptons developments. The Developer should ensure that proper coordination with the District is achieved as soon as possible. North Haven Replat While this project is technically in the service area of Carmel Utilities, the District has advised the petitioner's attorney of the location of the District's 16" force main in 96th Street. If this project has any impact on utilities in 96th Street, the District should be notified and Holey Moley should be contacted. Village of West Clay, Commercial/Apartment Building 3 The plans received by the District show the removal of a portion of existing 8" line and construction of a new section of 8" sewer and 6" lateral. Approval of the sewer plans by the District's engineering consultant will be required. Building permits should NOT be issued unless the District has issued its connection permit. 1 -- -- -'---- -- .. CMC & CH Land Properties u u To follow on our comments from the last two TAC meetings, the District has reviewed the . plans and notes that the sewer connection is proposed through core drilling a manhole. District specifications need to be added to the plans and special permit conditions will apply for the core drill. The District still has not received any revised plans as yet. Building permits should NOT be issued unless the District has issued its connection permit. As a final general comment, the last few TAC meetings have included a number of projects where the District has not been provided any plans to review in advance. The following comments are based upon the comparison between the previous approved dmwing, received by this office on April 19, 2001(3 revisions with the last being dated 4/3/01) and the current revised drawing (5 revisions with the last being dated 10/2/01). ClOO TITLE SHEET . Add C107 A, "Traffic Maintenance Plan" to the Sheet Index. . Original sheet C 112, "Bridge Plans" is indicated as not being used. Why was this eliminated? . Sheet C201, "Water Main Plan" was not included with the last revision submitted to tillS office. Even though tllis development is served by Indianapolis Water, we still want tllis sheet included in plans submitted for approval. . Sheet 1 of 1, "Survey" was also not submitted WitIl tile last revision. Any particular reason why? ALL APPLICABLE SHEETS . Label the area tIlat contained tile previous office development as "Future Office Development" or as "Future Development" on all applicable sheets. . Label and dimension all Gmy Road right of way lines on all applicable sheets. CI02N/CI02S . The previous approved submission contained FEMA Cross Section data tI13t was eliminated from the revised sheets. Also, original sheet C102S had "Existing Top of Bank Typ" and "M.E. TOB" removed. Cross section data was added to revised sheets C103N/C103S. Could you give us a brief explanation of tIlis procedure? . There do not appear to be any gmding spot elevation changes. However, all finished grddes (FG) have been reduced slightIy. Please give us a brief written explanation for tile changes. CI03S . There is data for a structure and pipe indicated at tile south end of the lake area but there is not a structure and pipe indicated. Is tillS a renmant from the revision tI13t will be eliminated or will tIlis structure and pipe remain? If it will remain, indicate the structure and the pipe on the drawings to be approved. . On sheet C103S and on sheet C108, tile sanitary sewer, storm sewer and water mains originally serving the office site have been eliminated. Are we to assume tillS section of sanitary sewer (and stonn and water) will be constructed WitIl tile future development? . Are we to assume the approved IDEM Pennit is still valid and will not require revision/modifications? Perfonnance guarantees have not been posted, so the bond amounts need to reflect the current conditions. Wve Connections 8 8 Manhole Connections 12 7 The following comments are repeated from review letter number 4 dated April 10, 2001. . The paved ditch on the East Side of Gray Road is to be installed per desil!n. Positive drainage is to be maintained at all points on the ditch. It is the engineers and owner's responsibility to emphasize this to the contractor during the installation and to monitor the construction to assure the construction design is achieved. It would be desirable to insert the following statement on sheet C 107, right above the paved ditch plan view: Note: The Paved Ditch is to be Installed Per Design. Positive Drainage is to be Maintained at all Points on the Ditch. . We assume the property on the West Side of Gray Road, south of the site, will continue to convey drainage in the right of way during and after completion of construction. If ponding problems result from this construction, we expect cooperation from the engineer and the owner toward accomplishing a solution of the problem or problems (Le. additional ditch clearing or grading). The following requirements must be completed for approval of infrastructure construction to commence: 1. Minimum of 4-sets of revised certified construction drawings. 2. Certified Engineer's Estimates for 100% of the cost of labor and materials for: . Gray Road Improvements (provided/$1l0,75 1.00). . Sanitary Sewers (please provide revised engineer's estimate). . Asphalt Path (provided/$17,345.00). . Monuments and Markers (provided/$2,870.00). 3. Individual Performance Guarantees are required in the amount of the Engineer's Estimate for the above named improvements. Perfonnance Guarantees may be Performance Bonds or Irrevocable Letters of Credit. Monuments & Markers are normally substantially less than other required improvements. Certified or Cashier's Checks are acceptable Performance Guarantees. If these checks are utilized, I would suggest the check be made payable to "The Citv of Carmel or (not and) the Developers Name". This will assist the developer when the checks are returned to the bank after the Performance has been released. 4. Payment of Sanitary Sewer Availability (acreage) Fees in the total amount of calculated as follows: Sanitary Sewer - 24.05* Acres @ $1,365.00/ Acre Sewer Availability = $32,828.00. *42.94-platted acreage less 18.89 acres in floodway exempted by BPWS on July 18,2001. Please be advised that Connection Fees for tlle apartment units will not be accepted, nor will sewer permits be issued, until tlle sanitary sewers have been installed witll satisfactory test results obtained. Also be advised that the clubhouse and pool still require BPWS approval for sewer availability. We will require tlle pool area (water surface area) and estimated usage for the clubhouse.
