RE: CMC Properties Subdivision, Section 1, Secondary Plat Application
Dear Mr. DeBoy:
This letter is in response to your Secondary Plat application for Hayden Run, Section 2. The
following issues must be resolved prior to signature of the plat by the director:
1. Add Section 1 to the title of the plat. It should read, "CMC Properties
Subdivision, Secondary Plat, Section 1."
2. Remove the secondary plat docket number 146-01. A new one will need to be
assigned. Also remove the DP/ADLS docket number from the plat.
3. Please use a more sophisticated vicinity map that shows, in detail, where the
location of the entire site is. A Yahoo map will not work.
4. Add phone numbers for the Surveyor and the Owner/Subdividor.
5. Please explain why there are three sources of titles.
6. Change the date of submission on the bottom of sheet 1 to the appropriate
submission date (it currently reads 7/23/02)
7. On the 15' ROW identified along Meridian Comers Blvd. on the north side of the
site, the bottom ROW line needs to be darkened like the other property lines, not
the top ROW line.
8. Revise Legend and add to each sheet where appropriate: The monuments and
markers should be as required under Section 8.2 of the SCO.
a. Add concrete monuments at all comers that form the boundary of the plat,
as required under SCO 8.2.1.
b. Add markers at all points where lot lines intersect curves and at all other
lot comers not established by a monument, as required under SCO 8.2.4.
9. Remove Billy Walker from the BPW Certificate and replace him with his
replacement, Lori Watson.

Please submit a revised Secondary Plat with the above-mentioned changes. Once these changes
have been made and comments addressed, please produce a Mylar copy for signature by this
Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and
three paper copies and a Mylar of the recorded plat must be submitted following recording. Our
approval of the secondary plat (signature) will be forthcoming upon revision of the plans
according to the items listed above.

Dear Mr. Coots:
We apologize for the delay in responding to the drawing submitted to this office on December 7,2001. We
have now reviewed the drawing and offer the following comments.
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel
. Water - Indianapolis Water Company
. Sanitary Sewers - Clay Township Regional Waste District
. Storm SewersIDrainage - Hamilton County Surveyors Office/City of Carmel
3. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department issues have been resolved. The design
engineer must certify all drawings submitted for final approval. This office will require a
minimum ob three-sets of drawings for approval after all issues have been resolved. The drawings
will be stamped as approved and will be signed by the City Engineer. The Owner will receive
one-set, which is to be maintained on the construction site at all times. Our Public Worlcs
Inspector will receive one-set and one-set will be maintained in the Engineering Department.
4. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel.
5. I am including copies of the following with this correspondence:
. Commercial Project Approval Procedures
. Permit Data, contacts, etc.
. Commercial Permitting procedures
PROJECT COMMENTS
6. How will these plans/future plans be identified in order to distinguish between current
construction and future construction? What is the time frame for construction phases?
Specifically, how long will the parking areas being constructed in this phase be without curbs on
the north and west perimeters?

7. Please label the dental office as either existing or under construction.
8. Will the entrance/drive off of Meridian Comers Boulevard be re-done, or has it been built yet?

9. If any entrance work is to be done, we will need maintenance of traffic plan and Board of Public
Works and Safety approval.
10. The cross hatching indicated at the entrance is not included in the Legend.

11. Need to label existing as existing, particularly in regards to the entrance/drive/dentist office and
the area included in the dental office project.
12. Show the overflow elevation at the emergency spillway (869.4?).
13. Show structure numbers on storm sewers.
14. Will all storm sewers/inlets be installed now?
15. Show how the area adjacent to the north side of the drive will drain for the first phase of
construction.
Please give us an update on the status of this project. Is construction scheduled in the near future for the
initial phase?
The above comments are based upon the Engineering Department's initial review of this project. Please
provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent
reviews will focus only on revised items. It is critical that this office be made aware of all modifications
made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside
of our initial review.

Dear Mr. Coots:
We apologize for the delay in responding to you regarding the drawings submitted for this project. We
have now reviewed the plats and we offer the following comments:
CMC Properties. Lots 1 and 2
1. The additionalI5-feet of right of way for Meridian Comers Boulevard was dedicated at the BOlp"d of
Public Works and Safety meeting on November 7,2001. Please provide verification that this
document has been recorded. Will the final secondary plat submitted for approval contain the
recording information for that dedication?
2. The Meridian Comers right of way designation is too small to read.
3. What are the dashed lines? Are they the radial lines of the legal description? Usually, this infonnation
is included in a chart with curve data, not with bearings to radii as shown.
4. We understand the front 15' is properly called the B.T.L. (Build to Line) instead of Building Setback
Line. We had originally questioned this. However, does it have to be combined in the label, as it is
confusing? Same issue regarding the rear "5' B.T.L. Bufferyard." Isn't this a Landscape Easement?
Or is it a Drainage & Utility Easement?
5. Why does there have to be 12+ text boxes identifying the 5/8" rebar when it is identified in the
Legend?

6. Does this plat contain all of the easements required? It appears that there should be Drainage and
Utility Easements on the property to accommodate development. Are the areas defined as a 20' Build
To Line, 15' Build To Line/Bufferyard, 30' Greenbelt, 90' Build To Line and 5' Bufferyard also
Drainage & Utility Easements?
7. According to our 20-YearThoroughfare Plan*, West Bllt Street between Meridian Comers Blvd. and
US 31 is classified as a Primary Arterial with a right of way requirement of 150 feet total and 75-feet
half. Please provide the full Y2 right of way dedication on the plat.
*Approved by City Council on October 1,2001, Resolution No. CCIO-OI-OI-08.
8. Include all other legal easements on the plat, including the J.R Collins legal drain.
9. Many of the same comments apply to the Primary Plat. In addition, the Primary Plat has topo
information. We were not aware of Primary Plats containing this type ofinfonnation.
Dave, I am returning the original right of way dedication document you provided for the DePauw property.
Since it has not been executed and I cannot put this on the BPWS agenda, 1 would rather send it back rather
than risk losing it.

I received revised plans for CMC Properties on November 30, and have reviewed them.
Thank you for making the changes with this submittal.
I have few comments that echo the initial point of my letter of October 24,2001:
1. This project falls under U.S. 31 Highway Overlay Zone Ordinance. The planting
requirements for parking lot planting strips are governed by "Appendix A" which
require at least 3 shade trees, 2 ornamental trees and 9 shrubs per 100 liner feet.
The plan submitted does not meet the requirement, especially in areas where
buildings are proposed for future development.
2. Section 23B.1O.2(C) ofthe Ordinance requires specific planting areas around all
sides of buildings. Section (5) states, "These adjacent planting areas need not be
rectangular in shape as long as the required amount of space is landscaped;
innovative and original designs are encouraged." The amount of space
landscaped around the proposed buildings is inadequate, especially in light our
allowance to have the parking lot parking planting strip occupy the same space.
Please show either the amount of landscaping required for the parking lot
perimeter planting strip, or a more adequately landscaped building foundation
planting area for these buildings.
3. Along the east side of the property where the greenbelt adjacent to Highway U.S.
31 is located, some of required plant material may be planted outside the
greenbelt in order spread out some of the trees or groupings from east to west
where there is adequate room to do so.

Hello everyone:
Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the November 21 TAC meeting. Please feel free to copy and distribute this email
or attach it to your meeting minutes.
Hayden Run (Secondary Plat); Lakes at Hayden Run (Primary Plat); and The Ridge at Hayden
Run (Primary Plat)
Please have the developer or their representative contact the District to discuss these
projects as we only seem to have plans for Section 1 on 23 acres. The District has not
received the plats for the other named sections and it is unclear if Section 1 of Hayden
Run is the same as any of the listed TAC agenda items. An offsite interceptor and lift
station must be constructed by the District before any of this project will be able to
receive sanitary sewer service, so the Developer should ensure that proper coordination
with the District is achieved as soon as possible.
The Hamptons (Primary Plat)
The District has not received the plat for this development; please have the developer
provide plans for the District to review. Service to this site is also dependent on the
construction of the same offsite interceptor and lift station which must be constructed by
the District near the Hayden Run developments. The Developer should ensure that proper
coordination with the District is achieved as soon as possible.
Shelbourne Park
The District has not received the plat for this development; please have the developer
provide plans for the District to review. Since the District has not received any plans or
plats, service to this site may also dependent on the construction of the same offsite
interceptor and lift station which must be constructed by the District near the Hayden Run
and Hamptons developments. The Developer should ensure that proper coordination with the
District is achieved as soon as possible.
North Haven Replat
While this project is technically in the service area of Carmel Utilities, the District
has advised the petitioner's attorney of the location of the District's 16" force main in
96th Street. If this project has any impact on utilities in 96th Street, the District
should be notified and Holey Moley should be contacted.
Village of West Clay, Commercial/Apartment Building 3
The plans received by the District show the removal of a portion of existing 8" line and
construction of a new section of 8" sewer and 6" lateral. Approval of the sewer plans by
the District's engineering consultant will be required. Building permits should NOT be
issued unless the District has issued its connection permit.

To follow on our comments from the last two TAC meetings, the District has reviewed the
plans and notes that the sewer connection is proposed through core drilling a manhole.
District specifications need to be added to the plans and special permit conditions will
apply for the core drill. The District still has not received any revised plans as yet.
Building permits should NOT be issued unless the District has issued its connection
permit.

As a final general comment, the last few TAC meetings have included a number of projects
where the District has not been provided any plans to review in advance. Please remind all
TAC applicants to provide plans directly to the District at our main office address at:
