Dear Mr. Coots:
We apologize for the delay in responding to the drawing and comments submitted to this office on September 5,2002.
We have now reviewed the drawing and comments and offer the following additional review comments.
Our original item number 6 was not specifically addressed.
I. Project Name on the Title Sheet is "CMC Properties Business Park, Phase II". What is or was Phase I? Was
this the dental office? The title block on all sheets should be consistent with Title Sheet.
2. We will not permit a parking lot to have incomplete perimeter curbing. Therefore, curbing shall be modified
fro this phase to fully contain drainage within paved sections, with curbs to be removed when the parking lot
is expanded (we do not have any guarantee that the full parking lot will be built).
3. Please clarify phases, schedules and/or timing of buildings 1,2 and 3 and the parking lot.
4, Please provide verification of Hamilton County Surveyor's Office and/or Drainage Board approvals of
drainage for this site,
5. Please clarify right of way for 13151 Street on Site and GradinglDrainage Plans (lines are not clearly shown or
marked, arrow not pointing to line). What does Resolution No. 08-07-00-03 mean? Please provide
verification that all right of way needed for the US 31/13151 interchange improvements is or will be provided.
6. Field tile to be abandoned - is it to be removed or left in place? Does it extend to and/or under 13151 Street
and will that pipe be removed?
7. Normal pool of 863.50 and manhole on south side of 13151 Street at top of casting elevation of 8634.00. With
pond outflows, will this manhole be submerged? Please verify TC elevation.
8. Need another structure on north side of 13151 Street for roadside drainage-tie into outlet pipe.
9. Where is the emergency overflow for the north detention pond?

Dear Laurence:
I am enclosing 15 copies of the revision to the ADLS Plan for the above-referenced
project. We have enclosed the end staircases on the building, removed the dark brick squares
from the front rear elevations, changed the windows and signage. All these changes were made
in accordance to the comments of the committee at the February 5 meeting. I am also enclosing
a Restrictive Covenant on the use of the building and a plan for exterior lighting.
If you need anything further for the March 5 meeting please let me know.

Dear Matt:
I received revised plans for CMC Properties on November 30, and have reviewed them.
Thank you for making the changes with this submittal.
I have few comments that echo the initial point of my letter of October 24, 2001:
1. This project falls under U.S. 31 Highway Overlay Zone Ordinance. The planting
requirements for parking lot planting strips are governed by "Appendix A" which
require at least 3 shade trees, 2 ornamental trees and 9 shrubs per 100 liner feet.
The plan submitted does not meet the requirement, especially in areas where
buildings are proposed for future development.
2. Section 23B.l 0.2(C) of the Ordinance requires specific planting areas around all
sides of buildings. Section (5) states, "These adjacent planting areas need not be
rectangular in shape as long as the required amount of space is landscaped;
innovative and original designs are encouraged." The amount of space
landscaped around the proposed buildings is inadequate, especially in light our
allowance to have the parking lot parking planting strip occupy the same space.
Please show either the amount of landscaping required for the parking lot
perimeter planting strip, or a more adequately landscaped building foundation
planting area for these buildings.
3. Along the east side of the property where the greenbelt adjacent to Highway U.S.
31 is located, some of required plant material may be planted outside the
greenbelt in order spread out some of the trees or groupings from east to west
where there is adequate room to do so.

RE: Landscape Plan Review for CH Land, Inc and CMC Properties, Inc
Dear Matt:
As during the TAC review on October 17, 2001, and our subsequent phone conversation,
my comments on these two properties are as follows:
CH Land Ine (Dental Office)
1. Planting Notes: a note shall be included which requires the removal of all stakes and
wires within one year. A note shall also be included that details that amount and
manner by which installed plants receive enough water for their establishment.
2. Planting Details: on each detail a note shall be added that requires the root flares of
the plant material to be planted at or slightly above grade level.
3. Along the entrance road through the property to the CMC Inc. site, both sides of the
road should be landscaped at this time, including large maturing street trees.
Attached is a list of recommended street trees.
CMC Properties Ine
1. This project falls under the U. S. 31 Highway Overlay Guidelines. Foundation
plantings are required for the buildings proposed, and plans for such need to be
submitted for review. Also planting strips with landscaping are required around the
parking lot perimeter in addition to the site perimeter buffering requirements, as per
Appendix A of the Carmel/Clay Zoning Ordinance. In areas along the parking lot
perimeter, where other landscape requirements intersect the parking lot perimeter-
planting strip, the parking lot perimeter requirement can be waived. This waiver only
includes buildings being constructed as part of the current project and submittal.
2. Junipers and currants are both listed as species to be planted on the project. Both
species are alternate hosts of a problematic fungal disease called Rust. There is a
high chance that both species would become infected and pass the disease back and

forth between each other. It is recommended that one or the other species be
eliminated from this planting plan.

The undersigned has reviewed the proposed plans for
CMS Properties Business Park
and has approved the plans subject to the following:
1. We are requesting that a Knox Box be installed on the on each of the proposed buildings for fire
department emergency access. An application for this secure box can be obtained through our
office.
2. Are the proposed buildings to be sprinklered? If so a meeting will need to be set up for the
locations for the fire department connections. We also are requesting an outside entrance to the
riser room for our access.
3. What are the height of the buildings and will the buildings contain basements?
4. We are requiring Knox fire department connection caps for the fire department connection.

scheduled Technical Advisory Meeting for this project.
