CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, February 15, 2023 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below)
9:00 a.m. Docket No. PZ-2023-00005 DP/ADLS: IMI Corporate Headquarters The applicant seeks site plan and design approval for a new, 4-story office building with covered parking on 19 acres. The site is located at the SW corner of 111th Street and Meridian Street. It is zoned MC/Meridian Corridor and is not within any overlay district. Filed by Brian Tuohy with Tuohy Bailey Moore LLP on behalf of Irving Materials, Inc.
Brian Tuohy, Attorney representing the applicant. Greg Snelling Civil Engineer for the project. Dennis Dye of Shiel Sexton with development of construction. Eric Rowland Principal of Luminaut, Architect of the project. Jeremiah Hahn, Project Manager. Matt Ireton, Project Manager.
Building will be HQ for Urban Materials Inc. 4-story 64,450 sq feet, 53 feet tall. Underground parking and surface parking. 187 total parking spaces proposed. Dave McCoy – City of Carmel Addressing - Mr. McCoy made a comment suggesting 10999 Illinois St, but can come up with another address
if they don’t want all of the 9’s. Daren Mindham – City of Carmel Landscaping - Comments submitted on ProjectDox regarding minor landscaping questions. Ryan Murt – City of Carmel Street Department - Mr. Murt said he had no comments on this project. David Lucas – Hamilton County Highway Department - No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding bicycle racks, multi-use path on 111th street and details on walking trail and accessible route from 111th and Illinois and where crosswalks would be
located to get to the building. Mr. Snelling mentioned we will work out details after the meeting.

Alex Jordan – City of Carmel Engineering - Finalizing comments submitted on ProjectDox. Mr. Jordan asked about the median cut been
discussed with the City Engineer. Mr. Snelling stated he had met with Mr. Jordan and Ms. Keesling but Jeremy Kashman of Engineering, could not make it that day. Would like to setup a meeting. Mr. Jordan stated he will bring it up to Mr. Kashman and will follow up. He also stated the Right of Way on 111th is all over the place and is going to ask Mr. Kashman if he would like this project to clean it up because majority of the entrance is in the city right of way. Aliza Shalit – City of Carmel Signage - Comments on ProjectDox.
Brian Tuohy asked about the three street frontages and if they were allowed one sign on each of the frontage. Mr. Tuohy questioned if they had a 30-foot ground sign on Illinois St, could they have 10
feet of canopy sign facing Illinois. Ms. Shalit said she thinks they get 45 feet of signage so that they can use 10 feet for the canopy
sign. It would require a variance for two building signs. Todd Fenoglio – Carmel Clay Schools - No comments. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark stated that he needed to get his comments out still. This area used to be a residential subdivision, and that the county regulated drainage infrastructure is still in place (Meridian Suburban Regulated Drain). Mr. Clark will need to sit down with the county surveyor to see what he will want to see. They will probably do some sort of drainage trunk line running through the property, as close to the original orientation to the original orientation of the Meridian Suburban
drain as possible. Majority of the drain is on the East side of Tottenham Drive. After talking to the county surveyor, Mr. Clark will walk them through the procedure items they need to submit to get the drain reconstruction rolling. Will probably have a few questions for requirements of
reconstruction. Angie Conn – City of Carmel Planning & Zoning
- No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she still needs to get her comments in ProjectDox. She asked when the future development building might come through as it is counting towards minimum building frontage. Mr. Tuohy stated he wants to get the building completed, then turn to the next phase. Mr. Dye reiterated when they put this together, the second building would be a training center. But due to capitol investment, they put it off probably 5 to 7 years. Quietly, the company is pretty active in acquisitions, which provides more sudden need for expansions. They tend to do 4-5 acquisitions
per year over the last few years. Ms. Lopez asked if they had talked with Mr. Hollibaugh and Ms. Keesling about the calculations in
which Mr. Dye said they had an exhibit they used to show the calculations. Ms. Lopez stated that when they come to plan commission, if they would bring material samples of the building material of the building.

Mr. Tuohy mentioned one last thing, in which they sent letters to all neighboring property owners inviting them to a meeting the following week at Forte to give them an overview of what the
building will look like, timing, number of people coming there, and what the site plan will look like. Mr. Tuohy asked if they there would be one sign for zoning would they place it along Illinois St. Ms. Lopez said she thinks Illinois St. is the best place to put it. Make sure it is visible and legible from Illinois.
9:15 a.m. (SUA, V) Carmel High School Activity Center and South Support Building. The applicant seeks the following special use amendment approval (additional variance docket
nos. to be assigned soon): Docket No. PZ-2023-00006 SUA UDO Section 2.09 & 9.09.E Education Special Use expansion requested. The project consists of two building additions (The Greyhound Activity Center north of the Stadium and the South Support Building Addition south of the Stadium) along with associated utility services and drainage modifications The site is located at 2450 E.
Smoky Row (the CHS Stadium site). It is zoned R2/Residence and Keystone Parkway Overlay. Filed by Amber Sheller of TLF Inc., on behalf of Carmel Clay Schools. Mary Krupinski. Pete Rankovich, Civil Site Engineer for TLF. Working with Fanning Howey for Carmel Clay Schools. Improvements for storm water and drainage to meet new ordinance.
Dave McCoy – City of Carmel Addressing - Mr. McCoy stated that the address will be 2400 E Smokey Row for the activity center. South support building will not need an address. It will share an address with the stadium. Daren Mindham – City of Carmel Landscaping

- No comments. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox regarding sidewalk connections and bike racks are not labeled. He mentioned concerns from people about lightning at the two of the entrances of the parking lot especially during winter months and as traffic is being released from football games. Asked if there will be any lightning improvements for the intersections would be considered for the project. Pete Rankovich stated that the site lightning was deferred to a future phase of these projects. So hardly any improvements with these buildings. It would be in the next set of evaluation. Also, there
are a master plan of bike racks on GN1.0. David Littlejohn reiterated to make sure they are labeled.
Todd Fengolio stated the lightning was not a future phase of the project, just anticipated future work.

Alex Jordan – City of Carmel Engineering - Met with Mr. Rankovich the day prior and discussed questions he had. There was a comment
about the native vegetation next to the fieldhouse being in the BMP easement. If that is not part of the stormwater treatment, then it won’t be needed in the easement. Aliza Shalit – City of Carmel Signage - Working with Mary Krupinski via email regarding the sign and to try to avoid variances. Sam Clark – Hamilton County Surveyor’s Office - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments on ProjectDox. There are a few TAC members left to finish comments. Comments will
be sent back. Alexia Lopez – City of Carmel Planning & Zoning

9:30 a.m. Docket No. Docket No. PZ-2023-00014 PUD: Andrews PUD Rezone The applicant seeks PUD rezone approval to allow a new neighborhood consisting of 46 townhomes and 14 two-family dwellings. The site is located at 4411 E 146th Street and is zoned R-1/Residence. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of Schafer Development, LLC.

Dave McCoy – City of Carmel Addressing - No comments. Daren Mindham – City of Carmel Landscaping - Mr. Mindham said there are comments in ProjectDox about getting the open space planned to match how the UDO is worded.
Mr. Dobosiewicz recommended getting a meeting set up to make sure they are meeting Mr. Mindham’s expectations and get a preliminary plan tied to the common area. Wants to meet the standard and expectations regarding open space. Ryan Murt – City of Carmel Street Department - Mr. Murt said he had no comments on this project. He stated to be aware that the neighbors to the East have reached out about the road dead ending for future development. They are concerned that they are going to try to seek an easement onto their property or not. David Lucas – Hamilton County Highway Department
- Mr. Lucas stated he asks Carmel to get the Thoroughfare Plan right of way which is a 75-foot half on 146th St. He will send over requirements for 146th St access. They will need to meet to find out what they will need for traffic study. Most likely will not be allowed to access 146th St where there

is a median break. The eastern parcel has an issue with the tapers and lane, so the access would not be allowed in those lanes. It will need to be moved to the west. Mr. Lucas will send over the
information for the 146th St access and it will be a commissioner decision. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox noting to change the language in the proposed PUD to match the bicycle parking ordinance states in the UDO. Minor comments on crosswalks on the proposed plan. Mr. Dobosiewicz stated the ordinance says 50 feet from the building entrance. Would this put a U-shape bike rack between each dwelling.
Mr. Littlejohn stated there are some provisions that say it can be dispersed throughout the site and says the transportation system administrator can approve it. It makes more sense to disperse them and not one for each dwelling.
Mr. Dobosiewicz asked Mr. Littlejohn if he could take the site plan and identify appropriate locations where they should be provided and they can start the discussion to simplify the process.
Alex Jordan – City of Carmel Engineering - Comments submitted on ProjectDox. Wanted to ensure the detention was being sized for lot coverage. Wanted a preliminary drainage report to make sure the appropriate volume is being provided for what is being proposed. Mr. Dobosiewicz questioned if the Engineering department recommended the connection to the south neighborhood. Mr. Jordan’s expectation was that the connection would be made. Aliza Shalit – City of Carmel Signage - Will be reviewing it on ProjectDox later in the day. Mr. Dobosiewicz mentioned they set it up to be complete compliant with the UDO with signage. - No comment due to conflict of interest. Sam Clark – Hamilton County Surveyor’s Office - No comments. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments submitted on ProjectDox. Add additional landscaping along south border to meet Level C per the UDO. Some architectural comments.
Mr. Dobosiewicz stated his understand between the alley of the two-family units would be private, but the rest of the public streets with sidewalk on both sides of the streets. There is a 70-foot setback between dwellings and street. Propose a 30 foot buffer where 25 is required, and expand on tree preservation to meet the Type C buffer yard standard in the UDO. Will address other comments as they move forward.

Ms. Lopez mentioned construction traffic coming in off 146th St and not the neighborhood to the
south with heavy equipment. Mr. Dobosiewicz asked for the public to identify themselves for the record. Wanda Roland, Paige Iwig, Brian Nickeloff. No comments from Schafers or Rex Ramage.
